What is Form 3-inform
According to Rosstat rules, filling out the 3-inform form for 2021 is necessary to collect and analyze information about the implemented digital and information and communication technologies. Respondents submit the statistical form every year at the end of the reporting period.
IMPORTANT!
Order No. 424 of July 30, 2020 approved the new statistical form 3-inform for 2020: before filling out, check the title page of the document and check the number of the regulatory order. Submitting reports on the old form is unacceptable.
Statistical reporting forms and deadlines for their submission
Statistical forms can be grouped depending on the type of business entity: for example, statistical reporting of individual entrepreneurs, micro-enterprises, medium and small firms, large organizations; there are also forms on which all of the listed entities can report.
Some 2021 statistical reporting may only be intended for certain sectors of activity: agriculture, retail trade, construction, etc. You can also highlight statistical reports presented by the number and composition of personnel, volume of revenue, products produced, etc.
Each statistical form has its own deadlines for submission, violation of which can result in significant fines (Article 13.19 of the Code of Administrative Offenses of the Russian Federation): 10 – 20 thousand rubles. for officials, and 20-70 thousand rubles. For the company. Responsibility for repeated violation of deadlines for submitting statistical reports will increase to 30-50 thousand rubles. for responsible officials, and up to 100-150 thousand rubles. for the organization. The same penalties apply when submitting false statistical data.
If there are no indicators for filling out reporting, Rosstat must be notified about this in a letter, and it should be written every time the next reporting date occurs (clause 1 of Rosstat’s letter dated January 22, 2018 No. 04-4-04-4/6-smi).
Along with statistical reports, legal entities are required to submit a copy of their annual accounting reports to Rosstat. Accounting “statistical” reports (including those in simplified forms) are submitted no later than 3 months after the end of the reporting year (for 2017, the deadline is 04/02/2018). For violating the deadline, officials can be fined 300-500 rubles, and the company 3-5 thousand rubles. (Article 19.7 of the Code of Administrative Offenses of the Russian Federation).
Who rents it out
Order No. 424 determines who submits 3-inform - respondents who are legal entities. But there are exceptions: small businesses do not report on this form.

Title page
The title reflects general information about the organization - name, postal address and OKPO.
The title page also indicates the period for which this report is being compiled.
If the enterprise does not have data to include in the P-4 report, then you can go in two ways:
- Fill out only the title page, leave the main section blank and submit the P-4 form in this form.
- Send an explanatory letter to the territorial statistics office.
When and in what form should I report?
The statistical report on the use of digital technologies is submitted annually before March 25 of the year following the reporting period: the deadline for submitting 3-inform for 2021 is until March 25, 2021.
Documents must be submitted to the territorial statistics department at the respondent’s place of business. If the company has separate divisions, report to the Rosstat authorities at the location of such division.
The format for submitting statistical reporting is electronic or paper. But in 2021 they plan to agree on an order from Rosstat on electronic reporting. After its approval, submission of paper documents to statistics will become unacceptable.

Who should report to Rosstat
Statistical reporting is provided for any business entity, regardless of the type of their activity. Large organizations are required to report regularly; they often submit several reporting forms at once. Representatives of small and medium-sized businesses, as well as micro-enterprises, submit statistical reports when they participate in continuous statistical observations once every 5 years, and in the period between this they can be included in the Rosstat sample based on various criteria - type of activity, revenue volume, number, etc. (Resolution of the Government of the Russian Federation dated February 16, 2008 No. 79).
Reports within the framework of sample studies can be submitted quarterly or monthly, and for microenterprises only annual statistical reporting is acceptable (Clause 5, Article 5 of Law No. 209-FZ dated July 24, 2007).
What are the rules for filling out 3-inform
Respondents complete the title page and 21 sections. Detailed instructions for filling out 3-inform in 2021 are in the table:

IMPORTANT!
The regulations do not explain how to fill out the secrecy sign in the 3-inform form - in 2021 it is not filled out. Organizations with classified status report on the same basis as other respondents.
After completing all sections, the statistical report is certified by the manager or the employee responsible for submitting the information. The date must be entered and contact information must be indicated - email and phone number of the performer.
How to fill out the form
Form 3-inform for 2021 includes a title page and two sections. Each section contains subsections and references.
The title page does not have any peculiarities in filling it out; it contains standard information about the organization. Lines 101–115 will tell federal statistical surveillance authorities about the availability and use of cloud services, computers and other IT technologies. These lines are similar to a questionnaire: you just need to answer “yes” or “no”.
Lines 204–208, 309–336, 401–431 are filled in using a similar principle.
Lines 201–203 should be completed for companies that sell something online. Lines 301–305 will tell observers how much computer equipment the reporting company has (the exact number must be supplied on these lines). The actual Internet access speed is recorded in lines 306–308 (the company is asked to select a code with the appropriate value).
In Help 5 you are asked to independently enter the types of programs used.
You can select the desired name and code using the classifier, which is given in Order of the Ministry of Telecom and Mass Communications of the Russian Federation dated December 31, 2015 No. 621. In line 432, users evaluate the quality of using the “State Services” service. Certificate 6 is intended for government authorities only. Of course, in the 3-inform form there are information tables with monetary values.
Next comes a table (lines 601–607) with headcount data, where IT specialists are highlighted separately. Section 1 is completed by all companies required to submit the form.
Section 2 will be needed if your company produces or sells computer equipment or provides IT services.
