Today, there are several ways to interact with the state pension fund, including on issues related to the assignment of pension payments. Let's look at them in more detail.

  1. Personal appeal to the Pension Fund. A citizen or a person who represents his interests can contact the territorial body of the Pension Fund and submit an application at a personal meeting with the responsible specialist. This method is convenient in that a citizen can simultaneously receive advice on his issue, and the process of filling out the papers is controlled by a Pension Fund employee, which reduces the likelihood of errors to a minimum.
  2. Contact the MFC. Citizens can also apply for pension payments to multifunctional centers. In some cases, this is convenient, since MFCs operate on the “single window” principle. It should be noted that the decision to grant a pension is made not by the employees of the centers, but by the Pension Fund of the Russian Federation, to whose territorial department the MFC transmits the necessary information.
  3. Registration via the Internet . Citizens who have a confirmed entry in the Unified Identification of Automation can submit an application electronically both through the Gosuslugi portal and through their personal account on the website of the state pension fund.

Contributions

How to apply for a pension

To assign a pension benefit, you need to prepare some certificates.
To do this, it is advisable to contact the Pension Fund advisory window the day before to find out the list of documents required for the purpose of the pension. When the date arrives to receive a pension benefit, the prepared documents along with the request form should be sent to the Pension Fund. Working persons who wish to receive an old-age pension can continue to work (there is no need to quit). It will be enough to provide a work record book, having previously received it from the personnel department.

You can send documents using the following methods:

  • Personal delivery of documents to Pension Fund specialists
  • Through MFC
  • By electronic sending, through the State Services website
  • Using the services of a trusted representative
  • Through the services of the post office, by sending a registered letter
  • Contacting the management of the company

If a person wants to use the Internet when assigning a pension benefit, then he will need to register on the State Services website. It is better to do this in advance.

You can send an application by logging into your personal account on the site and opening the appropriate tab. The request and the documents required in the application are sent in electronic form.

To consider a request for pension provision, regardless of the method of sending, 10 days are allotted from the date of registration of receipt of the request by the Pension Fund. If there are comments regarding the preparation of the request or insufficient attached materials, the applicant is sent a notification with a proposal to eliminate the comments. Up to 3 months are given to correct comments.

After eliminating the comments and adopting a resolution on the purpose of the pension benefit, the pensioner begins to receive the benefit the next month after its appointment.

Completing an application through the Pension Fund website

The first stage is to search for a block with a Personal Account on the Pension Fund portal. It must display the section for submitting an application. Next, the user must be authorized through the unified system of State Services - login is carried out from this account. There are no obstacles for smartphone users to use the service’s functionality – they support the mobile version of the Pension Fund.

At the second stage, the site visitor goes through 5 steps that will help to create an application:

Step 1. First you need to decide on the details of the department and choose how the application will be submitted - in person or through a proxy. The site suggests stopping at the territorial body of the Pension Fund at the place of registration of the user.

Step 2. The next stage includes filling out all the necessary information about the potential pension recipient: place of birth, permanent and temporary stay (registration). By the time the form is filled out, the basic data is already present in the database. These include passport information, full name, date of birth, etc., as well as SNILS number.

Step 3. At this stage, the type of pension a citizen can count on is determined. You cannot use one form for several types of pension payments. If the applicant could potentially receive any other type of pension other than the main one, he must remember to re-enter the information.

Step 4. The next stage of receiving a pension is entering additional information that may affect the mechanism and amount of issuance.

Step 5. Next, the user notifies the system that he is informed about the rights and responsibilities of the pensioner, confirms the data received by the service and makes final preparations for sending. The final version is generated in a PDF file and transmitted electronically. Once a document appears within the system, the user receives a receipt that should be saved.

How to fill out an application?

The basic rules for filling out are the standard requirements for any official documents:

  • all necessary points must be filled in;
  • the application must be written in clear handwriting;
  • there should be no cross-outs, corrections or significant blots;
  • the document must be filled out personally by the pensioner himself, his signature must be there, or by an official representative with a power of attorney.

The application form itself has a prescribed format in which you must provide the following mandatory information:

  1. The name of the Pension Fund branch to which the application is being submitted.
  2. The title of the document is already printed; you just need to check the correctness of the form that is being filled out.
  3. Next, indicate the last name, first name, and patronymic of the person who is asking for a pension.
  4. You must indicate your SNILS number, registration and place of residence, contact details and passport information.
  5. Next, information is provided on whether the citizen is currently working or not.
  6. If you have dependents, you must indicate their number.
  7. The second paragraph fills in the data of the representative in the same way if the application is not submitted in person.
  8. The third point is to indicate what type of pension provision the citizen is applying for. To receive a full pension, you need to check 2 boxes where it is written about the appointment of the insurance and funded part of the old-age pension.
  9. It will also be necessary to make a note about the fact of receipt or non-receipt of pension benefits earlier.
  10. After this, a list of attached documents is listed.
  11. At the end of the document there is a filing date, the applicant’s signature and a transcript.

The application must be accompanied by the required set of documents in the original, as well as their duplicates:

  • the applicant’s passport with a mark on Russian citizenship and registration in this region;
  • SNILS policy;
  • a work book confirming insurance and work experience, as well as any other employment contracts in the absence of an entry in the work book;
  • TIN;
  • certificate of work experience;
  • marriage certificate, if available;
  • certificates of children, if they are dependent;
  • military ID of men and participants who served in the army;
  • salary certificate for the last year.

You can also provide any other evidence of your work experience if there is no entry about it in the work book.

Application methods

The legislation defines several options for filing an application. The future pensioner can use any method convenient for him:

  1. Personal visit to the Pension Fund.
  2. Personal visit to the multifunctional center.
  3. Through a representative who has been issued a notarized power of attorney for the right to represent interests in the Pension Fund.
  4. Send a registered letter by mail with an inventory and delivery notification.
  5. Through the employer who currently employs the future retiree.

It is necessary to submit documents immediately after the pensioner has decided to receive a pension, since the start date of pension payments is considered to be the day the application is submitted. No compensation will be awarded for lost time.

When sending by mail, the date of sending of documents is considered to be the date on the postal stamp, which was affixed by the postal employee upon receipt of the letter from the applicant.

After receiving the documents, the PFR or MFC specialist must issue a receipt notification that he has received the documents indicating the date of their receipt.

From this moment, within 10 days a decision must be made on the appointment of pension payments.

In case of an error or incomplete set of documents, the Pension Fund employee must notify the citizen about this. 3 months are given to correct any shortcomings.

Who is eligible

Russian legislation establishes certain requirements for future pensioners. To receive this type of pension, a citizen must meet the following established requirements:

  • retirement age;
  • the required number of years of insurance experience;
  • accumulated number of pension points.

While this is a new reform, Russian citizens who worked half their time under the Soviet Union are given the opportunity for a smooth transition to the new pension reform.

Thus, the requirements for the amount of experience and points increase every year until they reach the planned maximums. In terms of experience, the maximum will be 15 years, in terms of points - 30. But today, in 2021, pensioners need to have 7 years of insurance experience and 11.4 points.

The established retirement age is 60 and 55 years for men and women, respectively.

If a citizen has reached the required age, but the experience is not enough or there are not enough points, he can continue to work until he reaches the required indicators or apply for a social pension.
