Statistical reporting of organizations, small enterprises and individual entrepreneurs

Regulated reporting is a universal mechanism for 1C configurations. The principle of its operation in all configurations is identical, only the data sources for filling differ.

The line “Postal address” indicates the name of the subject of the Russian Federation, legal address with postal code; if the actual address does not coincide with the legal address, then the actual postal address is also indicated.

According to Federal Law No. 209-FZ of July 24, 2007, small and medium-sized enterprises (which include many entrepreneurs) are allowed to submit statistical reports in a simpler manner. To classify an entity as a small and medium-sized business, several criteria have been established (based on the average number of employees, revenue, share of participation in the authorized capital), and a direct list of them is contained on the Federal Tax Service website.

Since April 3, 2021, Rosstat has been under the jurisdiction of the Ministry of Economic Development of the Russian Federation.

The average residual value of leased property is calculated as the arithmetic average of the value of the property at the beginning and end of the reporting year.

There are about 300 existing statistical forms for submitting data to Rosstat. Not all of them are mandatory for every company. But there are mandatory information that almost all legal entities that are not small businesses submit.

Form N IAP. Survey of investment activity of enterprises

In the form of a survey, the investment activities of your organization in the current and next year are assessed by experts.

They quarterly submit Form No. PM “Information on the main performance indicators of a small enterprise” to the territorial statistical bodies (approved by Rosstat order No. 355 dated August 15, 2011). The amount of the administrative fine imposed in this case can range from three thousand to five thousand rubles (Article 13.19 of the Code of Administrative Offenses of the Russian Federation). At the same time, penalties are provided for each case of violation.

Large and medium-sized enterprises that continue to operate, including remotely, submit all reports within the usual time frame.

Who should submit reports to statistical authorities

The composition of the reporting may change from year to year. The most common forms submitted by small and micro enterprises and individual entrepreneurs are 1-IP, MP (micro) - in kind, PM, TZV-MP, etc. The basis for their confirmation is logically the financial statements, the data from which will come from the Federal Tax Service.

The collection of statistical reporting is necessary to analyze the economic situation in the country. The indicators of each enterprise form the overall picture of trade turnover, income, and employment at the federal level.

The law defines which companies cannot be classified as small and medium-sized businesses. These are legal entities in whose authorized capital the share of participation of the Russian Federation, constituent entities of the Russian Federation, municipalities, foreign legal entities or citizens, as well as legal entities that are not small and medium-sized businesses exceeds 25 percent.

There are more than 300 forms for presenting statistical data. But there is no need to provide everything. There is also a list of mandatory statistical information that must be submitted to the statistical authorities.

The order of submission for each form is established in the instructions for filling it out. There are several forms in which information is presented as a whole for a legal entity, for example, Form 1-enterprise.

Who should submit reports to statistics?

In Section I, paragraph 3, for the indicator “Increase in production capacity”, one of the answer options is noted: “with a constant range of products” (line 1) or “with an expansion of the range of products” (line 2).

In the case when an enterprise is making (planning to make) investment in order to increase several production capacities and at least one of them with an expansion of the product range, then the mark is placed only on line 2.

Line 7 “Replacement of worn-out machinery and equipment” is noted only in the case when the current problems of replacing worn-out machinery and equipment are being solved, i.e. “patching holes.”

Section II, paragraph 1 reflects information on the average age of fixed assets, i.e.

the period of time from the moment of manufacture, construction of the facility until the end of the current year, separately by buildings, structures, machinery and equipment, vehicles. For each line, only one of the answer options is marked.

For objects purchased on the secondary market, when determining age, the period of time from the moment of their manufacture, construction, and not from the moment of acquisition by this organization is estimated.

Paragraph 2 provides an expert assessment of the share of newly introduced fixed assets to their availability at the end of the reporting year and the share of retired fixed assets to their availability at the beginning of the year. For each line, only one answer option is selected.

In paragraph 4, lines 1-4, 6 in columns 3, 4 are marked if new, reconstructed, modernized and acquired fixed assets are put into operation by the end of the current year, and in columns 5, 6 - if commissioning The facilities are planned to be put into operation next year.

Line 5 is marked if fixed assets are purchased under financial leasing terms. During the survey, strict confidentiality of the information received is guaranteed, which will be used only for a general assessment of the investment climate and the adoption of government decisions that stimulate investment in the real sector of the economy.

Which form should I use?

Rosstat approved the current form Survey of investment activity of an organization No. IAP (0617002) by Order No. 562 dated August 30, 2021 (hereinafter referred to as Rosstat Order). It consists:

Who submits Form No. IAP to the statistical authorities and when?

Companies that are engaged in:

  • mining;
  • have manufacturing industries;
  • produce and distribute electricity, gas and water.

The deadline for submitting the document is no later than October 10 of the reporting year.

Attention! If the deadline for submitting a report to statistics falls on a weekend or holiday, you must report before the non-working days. Otherwise, a fine may apply.

Regional divisions of Rosstat believe that the department’s orders do not provide for the possibility of postponing the deadline. Resolution of the State Statistics Committee dated March 7, 2000 No. 18 with the transfer rules no longer applies.

In the “Name of the reporting organization” field, enter the full name according to the constituent documents. In parentheses is a short name.

Section I

Subsection 1 is intended to assess the use of investments in fixed assets. It shows what types of investments the company used in the current year compared to the previous year.

Subsection 2 shows the goals of investing in fixed assets in the current year, as well as the next year compared to the current one.

From subsection 3 you can find out the sources of investment:

  • own funds;
  • use of credit;
  • use of budget funds;
  • foreign and other investments.

Subsection 4 shows the factors influencing the company's investment activities. These include:

  • demand for products;
  • volume of own financial resources;
  • number of qualified for application
  • new equipment for workers;

Subsection 5 provides the general economic situation in the company. For the current year you can choose:

The sixth subsection allows you to assess the impact of investments in fixed capital on changes in the company’s performance indicators. The assessment is carried out based on indicators of competitiveness and labor productivity. Can choose:

Section II

It also consists of six subsections.

Subsection 1 gives the average age of fixed assets. This is information about the period from the date the object was created until the end of the current year. The data is given:

  • by buildings;
  • structures;
  • vehicles;
  • computers;
  • other machinery and equipment.

Subsection 2 shows the share of newly introduced fixed assets to their availability at the end of the reporting year, as well as the share of retired fixed assets to their availability at the beginning of the year.

Subsection 3 discloses the disposal of fixed assets in the current year for the following reasons:

  • physical wear and tear;
  • economic inefficiency of operation;
  • natural disasters, catastrophes and military operations;
  • sales on the secondary market.

Subsection 4 allows you to obtain information about the introduction of new, reconstructed, upgraded and purchased operating systems.

Subsection 5 is completed when fixed assets are purchased under financial leasing terms. That is, when the object becomes the property of the company upon expiration of the leasing agreement or before its expiration, subject to payment of the full amount specified in the agreement.

Subsection 6 is filled out if the company carried out reconstruction and modernization of the operating system, which led to an increase in the initial cost of such objects.

In subsection 5, the types of operating systems put into operation and acquired are noted:

  • building;
  • structures;
  • machinery and equipment (complexes, technological lines and individual installations);
  • vehicles;
  • information, computer and telecommunications equipment;
  • other types.

Subsection 6 discloses information about the share of unused operating systems. These are objects that were not used continuously for 6 or more months in the reporting year. The share is determined in the value at the end of the year:

  • buildings and structures;
  • machines, equipment and vehicles.
