Report on form No. 1-T (professional)
Rosstat systematically updates reporting forms. Almost no statistical reporting form has been subject to adjustments and innovations. The statistical observation form “Information on the number and needs of organizations for workers by professional groups” is no exception. As of October 31, 2020, a new form is in effect.
Such information should be generated by Rosstat once every two years. The current form and instructions for filling out Form 1 (professional) (statistics) were approved in Rosstat Order No. 412 dated July 24, 2020. Not all enterprises are required to report, but only those entities that were included in the sample of statistical observation bodies.
But there are exceptions. Form 1-T (professional) is not submitted:
- Legal entities engaged in insurance or financial activities.
- Public organizations.
- Public Administration Sector.
- Extraterritorial companies.
- State security bodies.
- Military structural units.
IMPORTANT!
Companies not included in the list risk becoming the object of statistical observation. Check if your organization is in the sample on the official website of Rosstat.
Who is taking Form 1-T (professional) in 2021
Only those organizations that were included by Rosstat in the statistical observation sample are required to submit the 1-T (prof) reporting form to statistics. Check who is taking the 1st T (professional) (statistics) in 2021 on the statistics website by entering the data into the request form posted there. To do this, use your INN or OKPO. According to Rosstat, about 68,000 respondents should complete the report in 2021.
All business entities included in the sample for 2021 must be notified by Rosstat authorities via any available means of communication: most often by regular mail or email. If a legal entity has separate divisions (SU), then it must submit a report both for the entire organization as a whole and for each division (branch) separately. These forms should be submitted to the statistics departments at the location of each OP.
Form 1-T (professional) is filled out as of October 31, 2020. It must be sent to the territorial bodies of Rosstat no later than November 30. It should contain data on the number of employees of the organization, on its need for workers by professional groups.

Who is obliged to take
Order No. 412 indicates who is taking 1-T (professional) (statistics) in 2021 - all organizations that Rosstat included in the scientifically based sampling plan. Reporting companies will be sent advance notices notifying them of the need to provide information.
Notices are usually sent by certified mail. But an email from Rosstat is no longer uncommon these days. The lion's share of companies required to report will not receive chain letters. Rosstat simply does not have the ability to notify all observation objects.
To avoid penalties, you will have to independently check whether your institution was included in the sampling plan for the 1-T (personnel) report for statistics. The check is available to all organizations on the official website of Rosstat. To receive information, enter the company data (TIN, OKPO or OGRN) in the request fields.
IMPORTANT!
Large fines are provided for failure to provide information to statistical authorities (from 20,000 to 70,000 rubles for a legal entity). For a repeated offense, the company will be fined up to 150,000 rubles.
What documents are needed to fill out a personal card?
To fill out the T-2 form, you need an order for hiring an employee and the employee’s personal documents, namely:
- employment history;
- passport;
- military ID (for those liable for military service);
- document confirming graduation from an educational institution;
- certificate of state pension insurance;
- certificate of registration with the tax authorities;
- other documents (for example, a medical record, driver’s license, documents confirming advanced training, state awards, disability, etc.). In addition, information will be needed that cannot be gleaned from documents. Contact telephone number, family composition, dates of birth of relatives, level of foreign language proficiency - the employee must provide all this information about himself. Therefore, it is necessary that he be present when issuing a personal card.
Do not trust the employee to fill out form No. T-2, but fill it out only with your own hand. A personal card is a document of strict accountability and you bear responsibility for its correct execution.
The personal card consists of eleven sections:
- General information
- Information about military registration
- Hiring and transfers to other jobs
- Certification
- Training
- Professional retraining
- Awards (incentives) and honorary titles
- Vacation
- Social benefits to which an employee is entitled in accordance with the law
- additional information
- Grounds for termination of an employment contract (dismissal).
In each of these sections there are columns where you need to record information about the employee. And in the first section (General Information) there are also windows for encoding information. Codes for filling out a personal card can be found in the information classifiers:
- OKIN (All-Russian Classifier of Population Information OK 018-95), approved by Decree of the State Standard of the Russian Federation of July 31, 1995 No. 412;
- OKSO (All-Russian Classifier of Specialties in Education OK 009-2003), approved by Decree of the State Standard of the Russian Federation of September 30, 2003 No. 276-st;
- OKPDTR (All-Russian classifier of workers' professions, employee positions and tariff categories OK 016-94), approved by Decree of the State Standard of the Russian Federation of December 26, 1994 No. 367;
- OKATO (All-Russian Classifier of Objects of Administrative-Territorial Division OK 019-95), approved by Decree of the State Standard of the Russian Federation of July 31, 1995 No. 413.
Is it necessary to encode information in a personal card?
Not necessary. Coding is intended for automated data processing and statistical accounting. It was introduced when universal computer programs for personnel officers did not yet exist. Using a computer that read codes from documents, it was possible to count the number of employees and divide them into categories (level of education, profession, etc.). Now such processing is practically not carried out anywhere. Even if personnel officers use special computer programs that automatically enter codes into a personal card, the codes themselves have lost their original meaning. But remember that columns cannot be deleted from unified forms. Therefore, if you are not encoding information, do not remove the code windows, but simply leave them blank.
Filling Features
The structure of the report is:
- title page;
- main information table;
- information about responsible persons.
Here's how to fill out form 1-T (prof) in statistics - instructions:
- The title card is filled out according to the general rules. The full and short name of the reporting entity, its OKPO and the actual address of the location of the enterprise are indicated.
- The information table provides a breakdown of professions and positions by type. In the report, distribute the payroll number of the enterprise into the specified groups. In the statistical form, indicate not only the actual number of employees, but also the institution’s need for personnel.
- The report is signed by the employee who completed it. The responsible person indicates not only the full name, but also contact information - telephone number, email address. The date of completion is indicated.
If an institution has separate divisions or branches, then reporting will have to be prepared not only for the entire entity as a whole, but also separately for branches. Submit reports from separate divisions to the territorial representative offices of statistical authorities at the location of the branch.
Who submits the 1-T report (professional)
The form should be submitted only by those business entities that Rosstat authorities included in the sample. The respondents are a legal entity, and small businesses do not need to submit a report.
The report is generated by . If a separate division is included in the sample, Form 1-T (prof) in the statistics for it is compiled and submitted by the legal entity.
Form 1-T (professional) statistics must be submitted to the Rosstat office at the location of the business entity or its separate divisions.
The territorial department of Rosstat is obliged to notify respondents that they need to prepare a report in Form 1-T (prof). You can also use a special service on the Rosstat online resource, where in order to obtain information about the statistical reporting to be submitted, respondents need to enter only one detail (OKPO code, INN or OGRN).
Who do we include in reporting?
The information table shows the number of employees by occupational group in 1-T (professional): include all specialists who work in the institution under employment contracts. Employees who work in the organization temporarily or seasonally should also be taken into account in the statistical report.
If the founders (owners) of the enterprise are officially registered and receive wages under contracts, then include them in the table too.
Workers who work part-time are included in the reporting as a full-time unit. For example, an accountant in an institution works at 0.5 times the salary. On the report, enter the full unit on the appropriate line.
But there is no need to duplicate internal part-time workers. If an employee combines two positions at once, indicate the full unit for the position that is the main one for the part-time employee.
Rosstat has changed the 1-T (prof) form on the number of employees by occupational groups
Rosstat, by order of June 27, 2018 No. 394, approved a new edition of the statistical form 1-T (prof) “Information on the number and needs of organizations for workers by professional groups,” as well as instructions for filling it out. Large and medium-sized organizations will have to use the updated form in November 2021. The previous form, approved by Rosstat order No. 325 dated 07/05/16, is considered invalid.
Whom we do not include in the report
Based on Rosstat's instructions for filling out the updated reporting form, do not include the following categories of employees in the table:
- external part-time workers;
- workers under civil contracts;
- employees (mostly women) on maternity leave or parental leave;
- military personnel called up for military service.
Advice. To avoid errors in filling out statistical reporting, use the All-Russian Classifier of Occupations - OKZ (OK 010-2014 (MSKZ-08)), approved by Order of Rosstandart dated December 12, 2014 No. 2020-st. The head of the company must, by order, appoint a person who is responsible for filling out a static reporting form on the number of employed persons by professional groups and the number of vacancies. If an enterprise has separate structural divisions, two options are possible:
- reports for separate structures are submitted by the parent organization;
- The management of the legal entity appoints responsible persons in separate divisions who will generate reports and submit them to the territorial bodies of Rosstat.
Statistics require filling out this document based on data as of December 31, 2021. The title page is easy to fill out. It should have:
- full name of the organization and a short name in brackets next to it;
- legal address of the legal entity, indicating the subject of the Russian Federation and the index;
- the actual address of the organization, if it does not coincide with the legal one,
- OPKO code assigned by Rosstat.
In section 1 you should indicate the numerical values:
- the average number of employees of the organization, broken down by industry;
- the wage fund of these workers;
- social benefits fund for these employees;
- fund for payments to external part-time workers.
The number of employees must take into account all persons working on the basis of employment contracts, including those performing temporary or seasonal work, as well as the owners of the organization if they receive a salary.
The average headcount traditionally does not include external part-time workers, persons with whom civil contracts have been concluded, employees on maternity leave, and employees on study leave.
Column 5 will include all payments: wages (including in non-monetary form), fees, commissions, additional payments, bonuses (the full list is given in paragraph 84 of the Rosstat Instructions - see Order of Rosstat dated November 22.

But sick leave is not included in either the 5th or 6th column.
After all the data has been posted, it is necessary to sum it up.
After which the document must be certified by the signature of the responsible official of the organization. In addition, you should set the date for filling out the T-1 report and indicate the telephone number and email address for communication. Now the report can be submitted to Rosstat in any available convenient way.
This can only be done in paper form. For late submission of statistical form 1-T, an administrative fine is provided under Article 13.19 of the Code of Administrative Offenses of the Russian Federation. Its size is:
- for organization - from 20 thousand to 70 thousand rubles;
- for officials - from 10 thousand to 20 thousand rubles.
In this regard, it is better not to be late with the report and not to make mistakes in it.

About form 1-T
Form 1-T (working conditions) is intended to collect information about working conditions at each specific enterprise, as well as about workers receiving various types of compensation for working in harmful and/or dangerous conditions. Such OHS reporting allows you to generate consolidated statistical reporting on working conditions and guarantees assigned to employees.
With the help of the analysis of this information, the staffing level of labor safety inspectors is formed, the number of research institutions in the occupational safety profile is determined, and other data necessary for the development of a strategy by the government and the Ministry of Labor in the field of increasing the level of occupational safety is generated.

Small businesses are exempt from submitting a 1-T report.
Small businesses include individual entrepreneurs and legal entities whose average number of employees for the previous year does not exceed 15 people for micro-enterprises, and 100 people for small enterprises.
Not only the average number of employees matters, but also annual income. For microenterprises, this income should not exceed 120 million rubles, and for small enterprises - 800 million rubles.
All legal entities and all employers not classified as small businesses and micro-enterprises are required to provide a report in Form 1-T, regardless of the type of organizational and legal form.
It includes enterprises engaged in agriculture, hunting, fishing and fish farming, mining and processing of minerals: coal, oil, gas, metal ores, as well as enterprises in the food industry, light industry, woodworking, printing industry, mechanical engineering, electrical equipment production, automotive industry, furniture production, repair and installation of machinery and equipment, production and sale of energy resources, heat and power enterprises, waste disposal, housing and communal services, etc.
Report submission deadline
January is the time for submitting annual reports for organizations, including labor safety reports.

The 1-T report for 2021 must be generated and sent to Rosstat no later than January 19, 2021.
The date the report was sent is indicated in the electronic accounting system. If the report was sent via SBO without errors, you can verify that the document was received by the operator using the dispatch report.
Since almost all organizations have long switched to submitting reports electronically, the organization’s reports are generated by the accounting department. It is quite possible that you will not have to prepare the 1-T report (working conditions) yourself and it will be enough to provide information on the carried out special labor assessment according to the summary statement.
In many organizations, reporting is generated by the chief accountant in SBO - the selected electronic document management system.
And then the labor protection specialist must fill out some data from the 1-T report, in particular, based on the results of the SOUT, and the HR specialist fills in the number.
That is, information is distributed between services and then collected together in order to go through secure communication channels to Rosstat through SBO operators - through Taxcom, SBS-Kontur, etc.
If the report is sent to Rosstat in other ways, then to prepare the data you should get the necessary information from the personnel department, from the accounting department, but the specialist also has the data on the conducted SOUT in electronic form.
Therefore, it is absolutely not difficult to compile a 1-T report, you just need to send it in the form that Rosstat approves almost every year.

Submission of the report must not be delayed. The report can also be sent on the first working day of January 2021. But if the report leaves you on January 20, the organization will be fined under Article 13.19 of the Code of Administrative Offenses of the Russian Federation for 70,000 rubles. This is the price of an error for a lately sent or not sent at all 1-T report (working conditions).
The report provides information on the number of persons who have undergone a mandatory medical examination, taking into account all types of medical examinations established by Article 213 of the Labor Code of the Russian Federation.
The first section of the report should provide information about the state of the UT.

Line 01 of the report must indicate the total number of employees. In the payroll, each employee is counted once (as 1), while for each calendar day both those actually working and those absent from work for any reason are taken into account.
An exception is made for workers who are not included in the payroll - women on maternity leave, and workers of both sexes on maternity leave. A labor protection specialist can obtain information about the number from the head of the personnel management service (in the human resources department).

The list of employees includes employees who received wages from the reporting organization. Therefore, this cannot include those working under civil contracts, as well as external part-time workers. It is believed that a report on them has already been compiled at the main place of work.

Beginning of the form and section "General Information"
First, the name of the company is indicated in accordance with the charter and other constituent documents. In the upper right corner you need to enter the company code according to OKPO (your chief accountant knows it). Write the date you filled out your personal card digitally, for example, 08/11/2006.
Next in the form there is a table in which the following information is entered:
- personnel number (it is assigned to the employee upon acceptance of the job and does not change during transfers and movements within the organization);
- taxpayer identification number - TIN. If the employee has not been assigned one, leave the cell blank;
- number of the state pension insurance certificate;
- alphabet (first letter of the employee’s last name);
- nature of work (permanent or temporary);
- type of work (main or part-time);
- gender (male, female).
Now we have to fill out the most voluminous section of the T-2 form - “General information.” First of all, in a special cell, indicate the number and date of the employment contract concluded with the employee.
POINT 1. LAST NAME, FIRST NAME, PATRONICAL NAME.” Carefully copy down the information from the employee’s passport. First and middle names must be indicated in full. Try to leave space on the lines for future changes to your personal data (this is especially true if you are filling out a woman’s personal card).
POINT 2. “DATE OF BIRTH.” The month of birth is written in letters, and the date and year are written in numbers. On the right side in the code cell, write your date of birth digitally.
POINT 3. “PLACE OF BIRTH.” Recorded in accordance with the passport. If you are encoding data in the T-2 form, then to fill out point 3 you will need OKATO.
POINT 4. “CITIZENSHIP”. There are standard wordings for citizenship records. They are contained in OKIN. And even if you do not encode the information in your personal card, the entry in the text field of paragraph 4 must strictly correspond to this classifier.
