Who conducts introductory training on labor protection?

The introductory briefing is carried out by a labor protection specialist or an employee who has been assigned these responsibilities by order of the employer.

Introductory training in occupational safety is one of the most important events that await workers in the process of entering work. During the briefing process, they are given general information about the enterprise, labor regulations and standards, labor laws that affect them, as well as other important “working” issues.

Who does the induction training take place with?

When hiring, all employees, regardless of their education, work experience in a given profession or position, are given introductory briefing before starting their work. Induction training is also required for the following categories of employees:

  1. temporary workers;
  2. employees of third-party organizations performing work in a designated area;
  3. business travelers
  4. pupils and students who arrived for industrial training or internship,
  5. with students in educational institutions before the start of laboratory and practical work in educational laboratories, workshops, areas, training grounds.

Introductory briefing on labor protection is carried out in accordance with the Procedure for training in labor protection and testing knowledge of labor protection requirements for employees of organizations, approved by Resolution of the Ministry of Labor of Russia and the Ministry of Education of Russia dated January 13, 2003 No. 1/29 “On approval of the Procedure for training in labor protection and testing of knowledge labor protection requirements for employees of organizations" and the system of labor safety standards GOST 12.0.004-90. When is induction training on occupational safety mandatory?

This type of instruction is mandatory for all persons who enter the company’s premises for at least a couple of hours to take part in the technological process or perform auxiliary work. This:

1. Workers at the employment stage;

2. Employees of other organizations who arrived on the company’s territory to perform any kind of work (under a contract/subcontract, maintenance of office equipment, repairs, adjustment of industrial equipment, etc.);

3. Excursionists, trainees, their supervisors and managers;

4. Employees of first aid stations, canteens, cleaning companies;

5. Pupils, students before starting their studies;

6. Journalists, media workers, public figures, artists, etc.

If an outsider enters the organization’s territory regularly (for example, he comes once a month to refill printers), he does not need to undergo induction training each time - once is enough. To eliminate inconsistencies, you can make an appropriate mark on the pass, remember the entry number in the journal, etc. It is best to write down the sequence “completing the introductory briefing - issuing a pass” in the governing documents.

Exception: emergency services workers, firefighters, ambulance crews, persons who are involved in eliminating the consequences of accidents, natural disasters and other emergency situations.

When and how often is it carried out

Induction training is carried out once upon employment at the enterprise. Thus, a person who is transferred within the company to another position or returns from maternity leave does not have to take it again.

An employee who is transferred through dismissal is required to go through it again.

At large enterprises, instruction is also provided to employees of third-party organizations hired to perform any work on the organization’s territory.

Who can conduct introductory training on labor protection?

The employer decides at his own discretion who conducts the introductory briefing on labor protection. He can conduct it himself or entrust:

• employees of the occupational safety service or persons performing their duties; • personnel officers; • teachers, industrial training masters; • other employees who have appropriate training.

Depending on the specifics of the program, several persons can be assigned to conduct introductory training on labor protection. For example, the specifics of labor law can be explained by lawyers, fire safety by firefighters, first aid by paramedics or emergency services workers, and the history of an enterprise by archivists.

Instructions for conducting introductory training on labor protection

In advance, you need to develop instructions for conducting introductory training on labor protection. It is compiled by the organization’s OT service, which can, if necessary, involve other services (firefighters, archives, medical workers) in this process. The finished instructions are approved by public control bodies (usually a trade union) and approved by the head of the organization. After that, it is allowed to instruct people on it.

The instructions for introductory training on labor protection must contain:

• table of contents – a list of topics that will be covered during the briefing; • full text of each topic, i.e. everything that the speaker will say, indicating the time spent on the section; • list of regulatory documentation.

With changes in legislation, this instruction must be adjusted so that the introductory briefing on labor protection of the 2020 model, for example, is not carried out on the basis of the 2014 regulatory framework. The instructions for introductory training on labor protection are being revised in the same time frame as other instructions on occupational safety.

Rules for conducting and completing workplace training

There are two types of training that always take place in the workplace.

  1. Primary
  2. Repeated

Sometimes unscheduled events are organized at the workplace. This happens if the reason is innovations directly related to the workshop, conveyor belt, etc. For example, changing technological processes or upgrading machines.

In all other cases (if the basis for the briefing is changes in the law, the requirements of the inspector, etc.), an unscheduled briefing can be carried out away from production - in the hall, assembly hall, etc.

There is a form for registering on-the-job training. It is listed in GOST 12.0.004-2015 (approved by order of Rosstandart dated 06/09/16 No. 600-st). But the application of this GOST is voluntary. Sample program of induction training on labor protection

The program for conducting introductory training on labor protection must contain the following information:

— general information about the enterprise: history, structure, number, production features, interesting facts, significant events, outstanding personalities;

— geography of the enterprise: location of services, departments, divisions, evacuation schemes;

— legislation on occupational safety: occupational safety for special categories of workers, preferential provision, types of occupational safety supervision, general dangers and hazards that exist at the enterprise, NS, labor protection, their prevention and accounting;

— legal aspects of labor activity: employment contract,

— rules governing the internal activities of the company, liability for their failure to comply;

— industrial sanitation, hygiene, order of sanitary provision;

— basic provisions of fire safety;

- first aid.

Questions that are recommended to be included in the introductory training program on labor protection are contained in Appendix 3 to GOST 12.0.004-90. This appendix is ​​an example, so depending on the specifics of the organization, some questions may be omitted and some may be added. However, Order No. 2N of the Ministry of Labor of the Russian Federation dated January 12, 2015 obliges employers to familiarize future employees during induction training with:

• “Intersectoral rules for providing workers with special clothing, footwear and other personal protective equipment”; • standard standards for the issuance of PPE that are used in relation to their professions.

Therefore, during the briefing, it is imperative to talk about the provision of special clothing and personal protective equipment.

Instruction program

Water safety briefing is an integral part of the employment procedure. In addition, not only employees hired on a permanent basis, but also persons who entered the company on a temporary basis, for example, business travelers or undergoing internship, undergo induction training. The training program should include the following points:

  • Basic information about the organization itself;
  • Main specific production features;
  • Basic provisions of legislation regarding labor protection;
  • Information about compensation and benefits;
  • Familiarization with the internal regulations of the enterprise and the provided measures of responsibility for deviations from the rules;
  • Organizational aspects of compliance with safety regulations at the enterprise;
  • General information about the rules of conduct for employees on the employer’s premises, in individual premises, production workshops, warehouses and other premises;
  • Location of the main premises on the territory;
  • Familiarization with a detailed list of harmful production factors available in a particular institution;
  • Available resources for the prevention of accidents, diseases associated with production activities, detailed information on the availability of personal protective equipment, the location of fences, warning posters;
  • Basic information regarding personal and industrial sanitation;
  • Familiarization with ways to prevent emergency situations such as accidents, explosions, fires;
  • Instructions for the actions of employees in the event of an emergency;
  • Methods of providing first aid to victims before the doctor arrives.

To conduct training on occupational safety and health, mock-ups of premises, models of equipment, videos, images, posters, stands and any types of printed information can be used.

Note! Typically, introductory training is carried out individually with each individual employee, but there is no prohibition in legislative acts on organizing a group lesson on occupational safety and health.

For example, introductory training can be given to a group of students arriving for internship at an enterprise. Upon completion of familiarization of workers with the mandatory instructions as part of the introductory briefing, a corresponding entry is made in a special journal.

How to organize introductory training on labor protection?

Depending on the size of the organization and, accordingly, the number of groups, induction training is carried out in:

• office or OT corner; • a room equipped with dummies, posters, video equipment, mannequins, etc.

Work with “distance workers” is carried out in the form specified in the instructions for introductory training on labor protection. Alternatively, you can send the text of the instructions in .doc, .txt, .pdf format, or organize conferences on Skype. The main thing is to get a mark from the person being instructed about the briefing. It is received in the same order as the rest of the documentation from the employee.

The duration of the event depends on its saturation with information. It is recorded in the instructions for conducting introductory training on labor protection.

A record of workers undergoing induction training is made in:

• log of induction training; • form T-1 card (to be filled out during employment); • personal training card.

The organization decides independently whether a note about induction training is needed on the personal training card. But its presence is mandatory in the briefing log and in the T-1 card.

The employer decides at his own discretion who conducts the introductory briefing on labor protection. He can conduct it himself or entrust it to employees of the safety service, personnel officers, teachers, industrial training masters or other employees who have the appropriate training.

In parallel with the introductory training on labor protection (sample 2020), workers undergo similar training on industrial safety. The introductory training program on labor protection includes a point on fire safety. Therefore, if the labor inspectorate and fire service supervising the company do not object, these briefings can be combined to save time. In this case, specialists from each service read “their” part. Records of both briefings are made in different journals - each in its own way. The employee responsible for conducting the briefing signs for each person instructed separately. The signature of the person who has undergone the training is required in the journal.

Introductory briefing: answering questions

The enterprise is restructured, changing its name or form of ownership. At the same time, the production situation at existing workplaces does not change. Do I need to re-organize the induction training?

Yes, in this case, all employees of the organization will have to go through this training again. Before this, it is necessary to develop and approve in the prescribed manner a new induction program on labor protection. In fact, those responsible for its development only have to supplement the old program with information about the newly formed enterprise.

What is the responsibility for failure to comply with the instructions of the introductory briefing on labor protection?

If induction training in an organization is not carried out at all, a fine is imposed on the employer: about 15–25 thousand rubles. for non-legal entities and 100–130 thousand rubles. - for legal entities. If briefings are carried out, but of poor quality, fines are imposed on the officials responsible for this work.

In which organization do subcontractors undergo induction training - at the general contractor or at the customer?

If employees of subcontracting organizations perform work at the customer’s sites and do not visit the general contractor’s territory, then they undergo introductory training organized by the OT service of the customer organization. If the general contractor has organized ongoing cooperation with the subcontractor at different sites, then an introductory briefing should be carried out to avoid possible misunderstandings or inconsistencies.

How to organize a knowledge test based on the results of the introductory briefing if about 50 people take it at the same time?

Labor protection legislation stipulates that any type of labor protection training, including briefings, ends with a knowledge test. In terms of briefings, there are no requirements for the organization’s format for testing knowledge; it can be carried out in a way that is convenient for the organization’s employees. For example, you can ask questions orally before the person being instructed signs, or organize a computer test. It is advisable to prescribe the format for testing knowledge based on the results of the briefing in the instructions for its conduct.

How to arrange introductory briefings for students who come to a lesson or activity in the sports section?

You can register introductory instruction, which is carried out for students at the beginning of their studies, in educational logbooks and workbooks of circle leaders. There is no need to create separate journals for these purposes.
