Normative base

The procedure for carrying out targeted instruction is regulated by the following legal documents:

  • Labor Code of the Russian Federation;
  • Resolution of the Ministry of Labor of the Russian Federation and the Ministry of Education and Science of the Russian Federation dated January 13, 2003 No. 1/29 “On approval of the procedure for training in labor protection and testing knowledge of labor protection requirements for employees of organizations” (hereinafter referred to as the “Training Procedure”).
  • GOST 12.0.004-2015. Interstate standard. System of occupational safety standards. “Organization of occupational safety training. General provisions" (put into effect by Order of Rosstandart dated 06/09/2016 N 600-st)

What it is

When should it be carried out?

The order to begin training to inform the staff and take exams is issued by the head of the company. In the case of the listed targeted familiarization, the execution of an order regarding its reason can be issued by the head of the department or department.

Training and instructions should be carried out by the person in charge and by fully hired employees. Danger during work also plays a role; if its level is increased, then more frequent knowledge testing is provided. It should be performed more than once a year.

Targeted information is regulated by Resolution of the Ministry of Labor of the Russian Federation and the Ministry of Education dated January 13, 2003 N 1/29.

The introduction is carried out by the immediate head of the unit. After the briefing, it is necessary to arrange an oral knowledge test. It is possible to use various additional tools and devices for training. It is recommended to test the acquired skills in practice. This is done by the relevant official who conducted the classes.

The fact of completion of targeted information is formalized and certified by the signatures of all participants. To do this, a corresponding entry is made in the labor safety briefing log. As a second step, similar data is entered and certified by signatures in the employee’s personal training card. For targeted information, it is possible to create a separate sample magazine.

Targeted briefing is the conduct of an event with an employee or a group of employees aimed at informing about the basics of labor protection and safety and the principles of certain activities.

Targeted coaching is different from other types of coaching. First of all, the fact that its target orientation stands out - it is carried out when it is necessary to carry out any unscheduled, freelance work. About the procedure

Special instructions on TB are being developed for personnel; everything depends on the current situation.

For example, targeted training is carried out on electrical safety, which covers the following requirements:

  • what safety measures exist;
  • zone designated on the territory of the workplace;
  • how to properly use items, including PPE and RPE;
  • how to act in the event of an emergency situation, including an incident, accident, injury and others.

To conduct such instruction, it is necessary to issue an administrative document. It must reflect the person responsible for safety in this situation. Rules of conduct for employees are also developed, and information is provided during the conversation. Based on the results of the training, a document is drawn up. When is the targeted training carried out?

According to clause 2.1.7 of the “Procedure for training in labor protection and testing knowledge of labor protection requirements for employees of organizations”, approved by Resolution of the Ministry of Labor of Russia, Ministry of Education of Russia dated January 13, 2003 N 1/29, targeted instruction is carried out:

  • when performing one-time work, including those not related to direct responsibilities in the specialty or profession;
  • when eliminating the consequences of accidents and natural disasters;
  • when working with increased danger, for which, in accordance with regulatory documents, a work permit, permit or other special documents are required,
  • when organizing mass events (excursions, hikes, sports competitions, cleanup days, cultural events). The list of works and public events, before which targeted instruction is carried out, is established by the employer independently, taking into account the specifics of its production activities and the relevant national regulatory requirements.

Who should conduct targeted training?

This type of instruction is carried out by the immediate supervisor of the planned work. It is this person who is responsible for monitoring the subsequent execution of the work, and at the end will have to accept the finished work. He knows best the safety requirements when performing these tasks.

Such a person can be the head of a department, a foreman, a foreman, an occupational safety instructor, a teacher, etc. - the main thing is that he himself has successfully completed training in the basics of occupational safety in due time, which is documented in the Log Book or other accounting documents.

How is targeted instruction carried out?

According to clause 2.1.3 of the “Training Procedure,” briefing includes familiarizing workers with existing dangerous or harmful production factors, studying the labor protection requirements contained in the organization’s local regulations, labor safety instructions, technical and operational documentation, as well as applying safe methods and techniques for performing work.

According to GOST 12.0.004-2015 “Organization of occupational safety training. General provisions "Targeted briefing is carried out according to targeted briefing programs developed and approved in the prescribed manner in accordance with the nature of the work performed or mass events, before the implementation of which targeted briefing is carried out, or directly according to instructions on labor protection and (or) safe performance of work, or according to other local regulations and documents necessary for targeted training.

From practice and work experience, I believe that it is better to conduct targeted briefing according to the developed instructions, and since GOST is voluntary for use, the form of targeted briefing is fixed by order of the head of the organization.

Testing knowledge based on the results of targeted instruction

After targeted instruction on labor protection, a knowledge test is carried out. The legislation does not provide for a uniform procedure for carrying out this procedure that is acceptable for all categories of workers and students, therefore the instructor should be guided by the requirements of local regulations or organize it at his own discretion. The knowledge test can be carried out in the form of an oral survey, require demonstration of practical skills, or conduct a test.

People who fail the knowledge test must take the instruction again. When targeted training on labor protection is carried out before high-risk work, workers who have demonstrated unsatisfactory knowledge results should not be allowed to perform this work.

How is the briefing recorded, the log form?

According to clause 2.1.3 of the “Training Procedure,” the briefing is registered in the appropriate briefing log (in certain cases, in the work permit) indicating the signature of the person being instructed and the signature of the instructing person, as well as the date of the briefing.

According to GOST 12.0.004-2015 “Organization of occupational safety training. General provisions”, the conduct of targeted briefings is recorded either in the work order, including the work permit, or in a special journal of targeted briefings. Appendix A.6 recommends the Form of the target briefing registration log, which is confirmed by order of the head of the organization, since GOST is voluntary for use.

  2. Details of the approved program.
  3. Responsible persons for the work.
  4. The composition of workers performing the work.
  5. Timing and recording of the event in the journal.
  6. Designation of specialists monitoring the implementation of this order.

Targeted training program

All briefings are conducted according to a specially prepared program - targeted briefing is no exception.

A targeted training program is developed for a specific job, taking into account the specifics of its implementation. There is no regulated time for the duration of the instruction, which is indicated in the program. The document is approved by the head of the organization.

Separately, labor safety instructions are prepared for performing these works, which detail what needs to be done before, during and after the task.

By familiarizing workers with the instructions, the main goal of targeted instruction is to convey to the performer the importance of performing work safely. And only after fulfilling this responsibility can they begin to test the knowledge they have acquired.

Journal of targeted briefing

Successful completion of targeted briefing is recorded in a separate journal according to Form A.6 GOST 12.0.004—2015. The target briefing log is easy to fill out; the main thing is to avoid abbreviations and record all the pillars, avoiding omissions.

In this case, you can conduct instructions by phone or Skype, making an entry in the log: “Instruction was conducted by phone.” But I recommend that this circumstance be secured in advance by an order (instruction) for the enterprise, in coordination with the labor protection department.

And I will also dwell on this point: if the work is carried out with the issuance of a work permit, then information about the targeted briefing is additionally recorded in the ND form itself.

Documentation procedure

Unlike other types of briefings, targeted briefings require a mandatory indication of the reason for conducting them. This fact is included in the necessary documentation. This includes a registration log, as well as an employee’s personal card.

Legislative bodies provide for the free maintenance of submitted documents. The only requirements that are indicated are that the magazine must be bound and have numbered sheets. The title page must have the official seal of the enterprise.

The remaining pages should contain information about the position held and the employee’s passport details. The date of the review and the reason are indicated. The signatures of each of the event participants are required.

After completing all procedures, the card and journal are returned for storage to the designated places (archive or labor protection service).
