Almost everyone knows that it is necessary to carry out instructions on labor protection. This is truly one of the most important tasks in occupational safety. The main thing is not to stop there.

The main document regulating the conduct of briefings with employees is Resolution of the Ministry of Labor of the Russian Federation and the Ministry of Education of the Russian Federation dated January 13, 2003 N 1/29 “On approval of the Procedure for training in labor protection and testing knowledge of labor protection requirements for employees of organizations.” Popularly referred to as: “Order 1/29.”

There is also a completely new GOST 12.0.004-2015 System of Occupational Safety Standards (OSSS). Organization of occupational safety training. General provisions. From March 1, 2021, it replaced GOST 12.0.004-90.

The main thing you need to know about GOST 12.0.004-2015 is that it is being introduced for voluntary use as a national standard in the Russian Federation. This is not the first and, unfortunately, not the last document written “with your feet.”

Induction training

Induction training is carried out with the employee immediately after he is hired. At its core, this is a story about how to comply with safety rules while at the enterprise as a whole. As a rule (but not necessarily) this type of instruction is carried out by a labor protection specialist. Sometimes it is right for several people to have the right to conduct induction training, since a specialist may get sick, quit, or go on vacation. Sometimes even hiring can take place at different addresses.

The main thing is that this employee (employees) is appointed by order of the director.

What questions are raised during initial briefing?

First of all, issues of ensuring safety directly at the place where work is to be done, which relate to the operation of machines, mechanisms and other equipment involved in production activities, as well as issues of interaction between team members:

  • where you can walk, where you can’t;
  • where to look, how to move;
  • where does the transport go?
  • where are the recreation areas, food areas, etc. located?

Also, when first getting acquainted with the production environment, it is mandatory to raise the topic of fire safety: from “where they smoke” and “where is the fire extinguisher” to practicing practical fire extinguishing skills and taking tests according to standards. The results of such classes are included in the fire safety training log at the workplace.

On-the-job training

On-the-job training is called that because it talks about the rules for safe work performance directly at the employee’s workplace.

This responsibility rests with the immediate supervisor of the work. If, for example, several teams work in a workshop, then the task of conducting on-the-job briefings lies with the foremen, and not with the workshop manager.

The document is a simple table that is easy to create yourself: the workplace safety briefing log form contains 12 columns, in which you must indicate:

  • information about the person being instructed (full name, year of birth and profession);
  • reasons for conducting training;
  • information about the instructing person;
  • signatures of both;
  • details of the internship.

Initial training at the workplace

It is carried out with everyone before starting independent work. Conducting labor safety briefings includes familiarizing workers with existing hazardous or harmful production factors, studying labor safety requirements contained in the organization’s local regulations, labor safety instructions, technical and operational documentation, as well as the use of safe methods and techniques for performing work.

The labor safety briefing ends with an oral assessment of the employee’s acquired knowledge and skills in safe work practices by the person conducting the briefing.

Not all employees are required to undergo on-the-job training. If the responsibility to instruct lies with the boss, then who will instruct the director? Or why instruct people who themselves have the right to instruct employees?

Employees may be exempt from undergoing initial training at the workplace. The list of professions and positions of employees exempt from undergoing initial training at the workplace is approved by the employer.

What the law says about the need to train employees

Clause 2.1.4 of the Procedure for conducting occupational safety training, approved by Resolutions of the Ministry of Labor of Russia and the Ministry of Education of Russia dated January 13, 2003 N 1/29, imperatively requires employers to conduct initial training in the workplace with all:

  • new employees, regardless of the terms of the employment contract;
  • homeworkers, if their work involves the use of materials, tools or machinery;
  • transferred, posted workers from third-party organizations;
  • students, trainees (subject to their admission to work);
  • own employees for whom the assigned work is new;
  • other citizens or specialists participating in production activities by decision of the administration.

Appendix A to GOST 12.0.004-2015 provides the form of the workplace briefing log. The presence of this document is necessary, but it is not necessary to include information about all employees - some are allowed to be exempted from undergoing this event. We recommend downloading the workplace briefing log in the appendix to the article, formatting it by entering the company details, printing it out and using it at work.

Re-briefing

All workers undergo repeated training at least once every six months. Drivers are given briefings every quarter.

Repeated instruction is carried out according to the initial instruction program at the workplace in full.

Initial training program

This is a document issued for each profession. It indicates the topics of the briefing and the time required to study them. And most importantly, the numbers of instructions according to which workers of a particular profession are instructed.

If an enterprise treats training formally, then sometimes you can see in a magazine how on the same day a dozen people in one department were trained, and according to different instructions. If at least one hour is allotted for each person in the program, then the instructor would have to have a ten-hour working day. This can only mean that in fact people were given to sign in a pre-filled journal.

At the same time, you can conduct briefings with employees who have the same training programs.

Who can't be released

All others involved in production activities, and without exception. The principle here is the following: it is better to spend an extra ten minutes on introductory information than a person will die ten years earlier. And the investigators won’t have any unpleasant questions about who to “promote for ten rubles” (the employer’s liability in the event of a death at the enterprise is 10 years in prison).

Unscheduled briefing

Unscheduled briefing is carried out by:

  • upon the introduction of new or revised standards, rules, instructions on labor protection, as well as amendments to them;
  • when changing the technological process, replacing or upgrading equipment, devices and tools, raw materials, materials and other factors affecting labor safety;
  • in case of violation by workers and students of labor safety requirements, which can lead or have led to injury, accident, explosion or fire, poisoning;
  • at the request of supervisory authorities;
  • during breaks in work - for work for which additional (increased) labor safety requirements are imposed for more than 30 calendar days, and for other work - 60 days.

Targeted briefing

Targeted instruction is carried out when performing one-time work not related to direct responsibilities in the specialty (loading, unloading, cleaning the territory, one-time work outside the enterprise, workshop, etc.); liquidation of consequences of accidents, natural disasters and catastrophes; production of work for which a permit, permit and other documents are issued; conducting excursions at the enterprise, organizing public events (excursions, hikes, sports competitions, etc.).

Targeted briefing with employees carrying out work according to work permit, order, etc. recorded in the work permit or other documentation authorizing the execution of work.

How to make occupational safety instructions

The procedure for developing, approving, revising and taking into account labor protection instructions for employees is described in the Methodological Recommendations for the development of state regulatory requirements for labor protection (approved by Resolution of the Ministry of Labor of Russia dated December 17, 2002 No. 80).

Instructions for workers by profession and for certain types of work are developed in accordance with the list compiled by the head of the labor protection service.

Purpose of the briefing

The main goal of this event is to teach the employee the basics of occupational health and safety in a specific organization and at his or her workplace. Familiarize yourself with local mandatory documents and check the quality of the material studied.

If necessary, repeat difficult points and pay attention to the most important aspects. The life and health of the employee depends on how well and professionally the instruction is carried out.

Moreover, this applies not only to blue-collar professions, but also to office employees. An analysis of all incidents shows that injuries occur even in a safe office.
