Taxi waybill validity period

Some may say that one day is too little, that it is inconvenient to spend several hours traveling to a taxi depot, undergoing a medical examination of the driver and checking the technical condition of the car. Time is money, and lately taxi drivers already have too little of it.

This used to be the case, but now the validity period of the waybill is 10 hours.

I completely agree with you about income, but the culprit for everything is not the requirements of the law, but the greed of aggregators and taxi companies. Some constantly reduce the price of services in the fight for the client. Others don't want to pay wages, just rent. That's why you don't have enough money. The voucher has absolutely nothing to do with it.

Medical examination before going on line

But let's look at this issue from the other side.
Do you want to be driven by a sleepy, sick, or worst of all, drunk driver? I'm sure not. This happens all the time. I can’t vouch for all cities, but in Moscow you encounter a driver who is strictly contraindicated from driving. How many commercials are there on TV: “A taxi driver rammed a bus stop full of people”; “A drunk taxi driver hit a child and disappeared,” and so on. These are not isolated cases. This is precisely why the requirement with a waybill was invented. They will never let you on the line if you are very tired or if you had a good time with friends the day before.

Medical examination at the end of the shift

A taxi driver does not sit under constant surveillance; if previously a dispatcher could call you, then with the arrival of aggregators no one calls you or hears your voice. What's stopping you from drinking another bottle of beer during your shift? Nothing. I won’t speak for everyone, but I personally knew several people who passed by a doctor and immediately ran to the store for a bottle of beer or something stronger. This is fine? No. Therefore, in order to avoid such cases, the requirement for a doctor to pass through at the end of the shift was invented.

Taxi technical check

If you were a customer, would you want to drive a faulty car? Having ordered a car, a complete wreck can easily come to you. Along the way there will definitely be something creaking, knocking, vibrating. It's better to walk.

Let's summarize this section. Will you feel safe if something is wrong with you or the driver? No. That’s why they introduced a requirement for a taxi voucher.

What should be on the waybill?

1. The first thing that should be in the header is the name of the organization and its form that issued the voucher (individual entrepreneur or LLC);
2. Medical and mechanic data, as well as their seals;
3. Vehicle data;
4. The actual address of the organization where the inspection was carried out and the permit was issued;
5. How are the labor relations with the driver formalized?
6. Time to start shift;
7. Shift end time;
8. Equipment of the car when entering the line.

The voucher cannot be a photocopy, since it is available in a single copy. Each must have a unique number. Be sure to fill out all required fields.

We live by the law

Whether this is good or bad, let everyone decide for themselves. But if you still decide to work without a waybill, then the minimum you face is a fine during the next document check. I'll talk more about this below. Now let's get back to the law. Before entering the line, the taxi driver must undergo medical and technical examinations. And also fill out the waybill correctly.

Legal subtleties

• In the header of the waybill you must indicate the name of the organization that issued it (IE / LLC).
• In what organization or institution do the doctor and mechanic work?
• Vehicle ownership data (ownership/lease/sublease).
• The actual address of the inspection, as well as the issuance of the sheet.
• How are the labor relations with the driver formalized?
• The start and end time of the driver's departure for the flight.
• Equipment of the car when leaving the garage.

It is also worth remembering that the Waybill is issued in a single copy. Therefore, it must be numbered and filled out independently (not photocopied).

The following must be completed:

• name, number of the waybill and the period for which it was issued; (A waybill can be issued for up to 1 month, but it is better to issue it on a daily basis. Since the doctor’s stamp must be affixed for a day)
• name of the owner organization, location, telephone number and seal;
• make, state registration plate of the car;
• date, time, odometer readings before departure and upon return;
• Driver's full name;
• information about the driver's medical examinations.

What is it for?

In order to somehow regulate the passenger transportation market, our legislators long ago came up with such a thing as a waybill. Thanks to its maintenance, they can track all financial statements. Previously, taxi companies used vouchers to calculate the driver’s salary. After all, they indicate the mileage of the car when leaving the garage, as well as when returning it. Thus, you can calculate how much the driver drove, how much gasoline he spent, and how much he should have earned.

In addition, marks are placed on the waybill about the driver’s admission to the line from the medic (in this case, a check for intoxication and blood pressure must be taken), and the mechanic checks the technical condition of the car.

Thus, our legislators decided that there would be fewer drunk taxi drivers on the road, as well as technically faulty cars. After all, the waybill is valid for only a day. The idea is good, but the implementation is disgusting. The human factor decides a lot. After all, it is not profitable for a simple taxi driver to spend time checking every day. Especially if you have to pass it at the other end of the city. And the employer should keep specialists on staff. Thus we have what we have. In the best case, taxi companies issue vouchers for several days in advance, or even for several weeks. In the worst case, drivers enter the line without a waybill.

How to fill out a waybill correctly?

To avoid any troubles on the road, fill it out before leaving for your shift and all required fields.

1. Name, number and period for which the waybill was issued. (By law, it can be issued for one month, but daily inspections and notes about them are required);
2. Full legal data of the owner of the car, as well as the actual address, telephone number and its stamp;
3. Car make and registration number;
4. Date, time and speedometer reading at the time of entering the line;
5. Date, time and speedometer reading at the time of return from the line;
6. Driver's full name and signature;
7. Medical examination notes;
8. Mechanic's inspection notes.

How to issue a waybill for a passenger taxi

Based on clause 2 of Art.
6 of the Charter of Motor Transport and Urban Ground Electric Transport dated November 8, 2007 No. 259-FZ, the transportation of passengers and luggage, including passenger cars, without drawing up a waybill is prohibited. The following can be used as a form for a passenger taxi waybill:

• standard intersectoral form 4, approved by Decree of the State Statistics Committee of Russia dated November 28, 1997 No. 78;
• an independently developed form of taxi waybill, taking into account the specifics of conducting business and meeting the requirements of the Order of the Ministry of Transport of the Russian Federation “On approval of mandatory details and the procedure for filling out waybills” dated September 11, 2020 No. 368.

Taxi voucher for individual entrepreneurs

An individual entrepreneur is the same driver as anyone else who works in a taxi. He is also required to have a properly executed travel document with him. But you may have an advantage over someone who works for the company. You can take special courses, pass an exam and receive a mechanic’s certificate, which is issued for 5 years. And you won’t have to look for a place where you will undergo pre-flight inspection. You will stamp and sign yourself, thereby saving time for work.

Required documents for a taxi driver

(2020-2021 requirements)
A taxi license is the main document, but not the last. At the request of traffic police officers, passengers and authorized persons, the driver is required to present a taxi driver's license.

In addition, you must have with you in the car:

• Driver's license

(driver experience from 3 years);
• MTPL policy
for a taxi driver (has differences from the usual one), if a copy is missing or a copy is presented, a fine is imposed, the car can be taken to the impound lot;
• A waybill
with the required details, including a mechanic’s mark and a doctor’s stamp confirming the pre-trip inspection.
In 2021, Order No. 368 established a new type of waybill; • A document confirming the right to drive

For the absence of a waybill, the fine is small - 500 rubles. But if it turns out (and this is easy to find out) that there was no pre-trip inspection, then the fines are larger.

Changes in filling out the waybill for taxis from March 1, 2019

Our legislators gave us another surprise. And if you are used to filling out a ticket the old-fashioned way, you will have to relearn. Let's decide what has changed and how to fill out the waybill correctly. To do this, we need to turn to the new version of the law, and as many as 14 points have changed there. But is the devil as terrible as he is painted? For the most part, nothing new, everything is the same. Let's go point by point from beginning to end; if the changes are minor, we won't even stop.

The first thing that alerted me was the validity period of the waybill. Previously, I already recommended using it for no more than one day, but nothing has changed now. But it became more blurry. Look at the old and new editions, it will become clear to you that the wording is more vague and the employee, when checking, will be able to interpret it in his favor:

Travel forms for 2021

A waybill is a document that is needed to record and control the operation of a vehicle and driver (clause 14 of article 2 of the Federal Law of November 8, 2007 N 259-FZ).

What form should organizations and individual entrepreneurs use to issue waybills for cars and trucks after 01/01/2020?

An organization or individual entrepreneur has the right to use independently developed travel forms or forms approved by the State Statistics Committee or industry departments and modified to meet current legal requirements. In any case, the organization’s forms of waybills must be fixed in its Accounting Policies for accounting purposes.

Registration period

In 2021, important rules for compiling travel sheets apply. If before 2021 this document could be issued for several trips on different working days or shifts, then from 2021 this is prohibited by law. The ban is effective from March 1, 2019.

According to the new rules, the waybill must be issued (clause 10 of the order of the Ministry of Transport dated September 18, 2008 No. 152):

• before each flight, if the flight is longer than a work shift or working day;
• before the start of the first trip, if the trip is shorter than a shift or working day, and the driver has one or more trips during the day.

Thus, the validity period of a passenger car waybill cannot exceed the duration of the flight or the driver’s working day. A similar rule applies to trucks.
