In OKVED, transport and forwarding services are presented in Section H “Transportation and Storage” by the following classes:
- 49 – includes areas in the field of land transport, including pipeline transport;
- 50 – all activities served by water transport;
- 51 – works and services in the field of air and space transport;
- 52 – warehousing services, other auxiliary activities in the field of transportation;
- 53 – additional directions, such as courier delivery service, postal services.
Each class has more detailed subclasses, the codes of which should be indicated when filling out the registration application.

List of OKVED codes for transporting goods in 2021
An entrepreneur can legally organize services for the transportation of goods of any type only after registering an individual entrepreneur with the obligatory indication of the OKVED code in the documentation. For 2021, the collection of codes OK 029–2014 or OKVED-2, approved at the legislative level in 2021, is valid. The industry related to the transportation of goods is included in section H “Transportation and storage”.
An entity who plans to open an individual entrepreneur for cargo transportation should choose the fundamental code from the list of “Transportation and Storage” codes, which indicates options for providing all kinds of cargo transportation services. According to current legal standards, a correct code must consist of at least three digital values. In practice, four-digit numbers for the main cipher are considered the most common and voluminous in terms of functionality.
The category “Transportation and storage” includes the transportation of goods and passengers, traveling or not traveling in accordance with the schedule along railways, highways, water and air routes, and pipelines. This section also includes supporting activities that include the operation of stations and parking lots, unloading and loading of goods, storage and processing of transported products, provision of postal services, leasing of vehicles with a driver or operator.
Section code H includes five subsidiary subsections, from 49 to 53. Code 49 provides for entrepreneurship, defined by land and pipeline transportation. The next two digits, after code 49, should be selected by the individual entrepreneur depending on whether he plans to engage in rail, pipeline or road transportation. Most often from this subgroup, entrepreneurs choose:
- Identifier 49.20, if the field of activity is classified as railway transportation of goods and provision of services.
- Coding 49.41 is selected for cargo transportation on highways using trucks and passenger vehicles with the possibility of renting a vehicle with a driver.
- Code 49.42 will allow individual entrepreneurs to provide transport services to organizations and private entities for relocations.
The subsection marked 50 is selected for individual entrepreneurs whose scope of activity involves transportation exclusively by water vehicles of both inland and maritime categories, with distribution for the transportation of passengers and cargo. For example, the area of passenger transportation by sea requires the choice of code 50.10. OKVED cargo transportation code 51 is intended to identify activities related to aviation and space transportation. In accordance with the type of activity envisaged, additional digits of the code are selected, for example, code 51.21 determines the possibility of cargo transportation by air trajectories with or without taking into account the flight schedule.
Marking 52 is selected by an individual entrepreneur if his industry of activity is related to warehouse management work or auxiliary transport services. This category of identifiers is often necessary for a business entity as an auxiliary one, if not only transportation activities are envisaged, but also the arrangement of facilities where transported goods and transport products will be stored. Code 53 OKVED identifies businesses that provide courier or postal services, which include loading, transportation and delivery of parcels and letters, and financial transfers.
Accordingly, before entering a code, it is important for a novice entrepreneur to analyze in detail the direction of the planned activity, on the basis of which to select the fundamental code from the list presented. Decoding codes
The main class for all areas in the provision of transport services according to OKVED is 49. Its subclasses contain codes for transportation by road, air, and rail. The class clearly separates the specialization of transportation on special highways and general highways.
Among the most popular class 49 codes are:
- 1-49.2 - transportation by rail: intercity, international passenger, freight;
- 20.1 - transportation of dangerous goods;
- 31.21 – entrepreneurship in the field of bus transportation;
- 31.24-25 - activities of the metro, funiculars, cable cars and ski lifts;
- 32 – work of private entrepreneurs in the taxi industry;
- 39.31 — rental of city and intercity buses with a driver;
- 41 — activities of road freight transport;
- 42 — transportation services;
- 5 – directions in the field of pipeline transport.
Other classes allow you to include in the Unified State Register of Legal Entities/Unified State Register of Individual Entrepreneurs all the necessary additional activities that an entrepreneur may encounter in this area of work. Thus, class 52 is a set of codes for the provision of auxiliary services in the form of warehousing, storage, and accounting. Almost every transport company provides similar services.
If an entrepreneur wants to expand the scope of his company’s activities, he should supplement the main code with several additional ones in different auxiliary areas. For example:
- 24 — cargo handling (loading and unloading of luggage, cargo of varying degrees of danger, freight railway cars);
- 29 – provision of auxiliary services related to transportation in various ways (for example, organization of transportation, services of customs brokers, forwarders, dispatch and escort of goods, preparation of all necessary documentation).
Also, for the normal operation of a modern transport enterprise, additional services such as loading, unloading, courier delivery, postal connections, etc. are important. Such codes can be found in class 53.
Selection of accompanying codes
To organize cargo transportation, OKVED provides a wide range of identifiers, maximally covering various sectors of business activity. However, often one identifier from the OKVED register is not enough to cover all types of work necessary for the correct functioning of a business. For this purpose, entrepreneurs are provided with the opportunity to enter additional codes into the registration documentation, which allow the individual entrepreneur to carry out operations that are important for business activities. The accompanying ciphers are selected from the same classifier as the main code.
For example, it is impossible to provide cargo transportation services without first loading them and then unloading them upon arrival at their destination. To perform these operations legally, it is worth entering code 52.24 into the additional ones, which allows you to carry out these works regardless of the type of transport used. Code 52.29 will allow you to issue road transport and accompanying waybills and provide services for the delivery of goods to private individuals.
Code 52.21 will allow the provision of technical assistance services to land transport on roads, while a similar service for water transportation facilities is authorized by code 52.22, and servicing of aircraft is permitted based on identifier 52.23 in the documentation. When providing motor transport services for the transportation of goods, entrepreneurs often use dispatch units, which are subject to licensing. In order to legitimize dispatch equipment and services, it is worth indicating 52.21.29 as an additional identifier. A special category of business is the organization of transportation of liquid and gas cargo. Often this line of business requires an extension identifier of 49.50, which authorizes the ability to operate a pipeline transportation service.
Accordingly, in order to legally carry out all the envisaged operations, the entrepreneur should scrupulously and in detail analyze all the working moments that are planned in the process of business operation, legalize their implementation by entering additional codes from OKVED into the documentation.
Choosing the main direction
To carry out transport transportation, you need to correctly select the main activity code in OKVED. Companies often combine the provision of transport services by several types of transport at once. But, the main type of activity on the basis of which the taxation system or the tariff for contributions to the Social Insurance Fund is determined can only be one. And in this case, the entrepreneur should study in detail the profitability of each direction, because if you indicate a code that brings in less income, this is fraught with fines from the tax office.

Only after the subject has decided on the main direction, it is possible to understand what transport will be used and what additional codes should be indicated in the registration application. Why are OKVED codes for transportation needed?
The digital OKVED code for any activity is an important indicator, without which it is impossible to fill out form P21001. If you do not include the codes in the application, then the individual entrepreneur will not simply be registered.
The rate of contributions for insurance of workers against occupational diseases and injuries depends on the OKVED code. Partners pay attention to it when concluding deals. The OKVED code must correspond to the actual activities of the individual entrepreneur.
And using the main code, it becomes clear whether an entrepreneur can choose a special tax regime or receive another benefit. For example, if the main activity of an individual entrepreneur is passenger or cargo transportation (by sea, river and aircraft), then transport tax is not levied on it.
