Where to get certified as a professional accountant

To obtain a professional accountant certificate, you need to undergo training at the Institute of Professional Accountants (IPB).
IPB is an association of accountants and auditors in the Russian Federation. Has been certifying accountants since 1997.

Having passed the IPB exam, the accountant receives a certificate confirming his high qualifications.

Training and certification itself can be completed not only at the IPB. Now there are professional training centers that have a license to carry out educational activities and are accredited by the IPB RF. This gives them the right to issue and endorse professional accountant certification.

About the professional standard “Accountant”

The certificate of a professional accountant and membership in the largest association of accountants and auditors in Russia (IABR) is highly valued by employers when appointing candidates to leading positions in our country and abroad. IPBR is the only Russian association of accountants and auditors that is a member of IFAC (International Association of Professional Accountants).

IPB of Russia is vested with the powers of the CSC

On October 15, 2015, the Council for Professional Qualifications of the Financial Market vested the IPB of Russia with the powers of a qualification assessment center (QAC). This decision was approved by the National Council under the President of the Russian Federation for Professional Qualifications.

CSCs are one of the most important elements of the system of independent assessment of qualifications, which is in its infancy. In particular, the functioning of the CSC is provided for by the draft law on the assessment of professional qualifications for compliance with professional standards, which was developed by the Russian Ministry of Labor.

An independent assessment of qualifications is intended to confirm that the applicant’s qualification level meets the requirements of the relevant professional standard. Such an assessment can only be carried out by organizations authorized by the CSC. An assessment carried out by organizations that are not CSCs cannot guarantee the reliability of the result to the employer and society, and therefore does not contribute to increasing the transparency of the labor market.

IPB Russia has many years of experience in certifying specialists in the field of accounting, successfully works as a subject of non-state regulation of accounting, and is able to operate in the constituent entities of the Russian Federation thanks to a wide corporate network. In addition, the IPB of Russia is the developer of the professional standard “Accountant” and currently carries out the functions of monitoring the application and clarification of its provisions. Why do you need a professional accountant certificate?

How many types of certificates are there?

There are several types of certificates:

  • Accountant certificate. It confirms the professional level of the employee performing the functions of an accountant, which must correspond to the qualifications of the professional standard “Accountant” of the 5th level.
  • Chief accountant certificate. Confirms the professional level of the employee performing the functions of the chief accountant. This must be consistent with the Accountant Professional Standard Level 6 qualification.
  • Certificate of the chief accountant of an organization that has separate divisions. This is a qualification of the 7th level of the professional standard “Accountant”.

To obtain a certificate, it is not enough to have the necessary knowledge and skills - there are certain qualification requirements that an individual must meet. Accountant: categories, qualification requirements, main aspects of the new professional standard

The new professional standard uses the division of the labor functions of accountants into five groups:

  • Group “A”: accounting – ordinary specialists (accountants with and without categories, qualification level 5);
  • Group “B”: preparation of reporting (accounting, financial) - chief accountants and heads of accounting departments (skill level 6);
  • Group “C”: reporting - chief accountants working in enterprises with branches (skill level 7);
  • Group “D”: preparation of consolidated statements – specialists preparing consolidated statements (skill level 8);
  • Group “E”: provision of accounting and reporting services – accounting consultants (qualification level 8).

According to the new Professional Standard, accounting specialists received the following job titles:

  • Accountant - specialists with secondary vocational education, or non-core secondary education and additional vocational education (according to professional retraining programs);
  • Accountant of the 2nd category are specialists with a similar level of education and experience in the position of “accountant” for at least one year;
  • Accountant of the 1st category are specialists who have worked for at least 1 year in the position of “accountant of the 2nd category” and have the above level of education.

It should be noted that in the new Professional Standard, which defines the categories of accountants, the “leading accountant” is not designated as a specialist in the field of accounting. Enterprises that are guided by the new professional standard in their work should bring their staffing schedule and categories of specialists into line with it.

To figure out which accountant belongs to category 1, 2 or does not have one, you should analyze section II of the professional standard “Description of labor functions” and section 3.1 “Generalized labor function”, which details the types of work and requirements for qualifications and level of education for specialists specific categories.

According to the level of qualification, the chief accountant belongs to the sixth, seventh, and eighth categories, and there are no categories for him by analogy with ordinary accountants (first, second, etc.).

The use of professional standards, and therefore categorization for accountants, is advisory in nature, which gives business entities the right to independently decide whether to use such a professional gradation of specialists or not.

What else you need to know about preparing and conducting certification

You can prepare for the exam in several ways:

  • take a full-time course at an accredited training center;
  • take a distance course at an accredited training center;
  • prepare yourself.

After you have chosen the training method that is suitable for you, you must become a full member of the IPB RF. To do this, you need to write an application, attach documents confirming your qualifications, and pay the entrance fee.

It is possible to take the exam at the territorial IPB or at an accredited training center.

The exam takes place in 2 stages:

1. Interim certification at the center where you studied.

2. Electronic testing on the IPB RF website. You receive the login details for the site from the accredited center where the training took place, or from the IPB representative office.

Testing for a chief accountant may include about 48 questions, for an accountant - 24 questions.

During the exam, you are allowed to use regulations and reporting forms.

It is not enough to simply receive a chief accountant certificate one day and happily forget about it. You will have to spend forty hours annually on training for the document to remain valid. Information about candidates who have successfully completed the qualification exam is entered into the Unified Register. From it, the employer can learn a lot about his employee, namely: the date of entry into the IPB, the moment of the last advanced training. Information is stored for five years.

The validity period of the certificate is three years. If during this period the accountant regularly made contributions and upgraded his qualifications in a timely manner, the document will be extended for a similar period. You will not have to take the exam again.
