According to the production calendar approved by the Russian government, in 2021 there will be 26 official holidays in Russia:
- 8 days of New Year holidays from January 1 to January 8, 2021 inclusive. December 31, 2021 has also been declared an official holiday
- 4 days in honor of Defender of the Fatherland Day from February 23 to 26, 2021
- 1 day on International Women's Day March 8
- 3 days on the first May holidays from April 29 to May 1
- 4 days in honor of Victory Day from May 6 to 9
- 3 days from June 10 to 12 in honor of Russia Day
- 3 days in November from 4 to 6 November
Holidays that coincide with weekends are postponed as follows:
- January 1 is moved to February 24

Transfers of weekends and holidays in 2017
Every year, moving holidays to workdays is quite common.
2021 was no exception. There are two types of transfer. If a holiday falls on a weekend, it is moved to the next working day. For example, November 4, 2021 falls on a Saturday, i.e. on a day off, which means it will be postponed to Monday - November 6, therefore, in total we will rest for 3 days from November 4 to November 6, 2017 inclusive. The transfer can also be remote. This means that holidays that fall on weekends can be transferred from one month to another. Of course, in another month these days must be adjacent to some holiday date. For example, January 1, 2017 will be moved to Friday, February 24 (the day adjacent to Defender of the Fatherland Day), and January 7 will be moved to Monday, May 8 (the day adjacent to Victory Day).
So, according to the Resolution signed by the Chairman of the Government of the Russian Federation D.A. Medvedev. dated August 4, 2021 No. 756 “On the transfer of holidays in 2021”, follows:
January 1 (Sunday) is moved to February 24 (Friday)
January 7 (Saturday) is moved to May 8 (Monday)
November 4 (Saturday) is moved to November 6 (Monday)

How to calculate the norm for the year
First, let's explain the term itself. As a general rule, the standard working time is the number of hours spent on work during a calendar period. Usually. The basis is 40 hours a week.
Next, we will consider the legislative basis for calculating the standard working hours for 2021.
Today it is calculated on the basis of the procedure set out in the order of the Ministry of Health and Social Development of the Russian Federation dated August 13, 2009 No. 588n (hereinafter also referred to as the Procedure).
According to the provisions of this regulatory act, the length of the working week (with a norm of 40 working hours, and sometimes less) is divided by the number 5 (if a person works on a 5-day schedule) and multiplied by the number of working days in a year. Then, from the result obtained, the number of hours by which the working days were shortened, which occur right before official public holidays, is subtracted:
- New Year;
- 9th May;
- other similar holidays.
By law, a working day and at the same time a pre-holiday day are usually considered shortened by 1 working hour.
ATTENTION
The standard working hours for the next year must be calculated before the end of the previous year. In this case, you need to take into account:
- Requirements of the labor legislation of the Russian Federation.
- Decrees of the Government of the Russian Federation adjusting working days and holidays for the next year.

Local features
The above figures apply to the entire Russian Federation. But some regions may declare their own days of rest associated with local religious holidays. Namely, on the basis of Article 4 of the Law “On Freedom of Conscience and Religious Associations” dated September 26, 1997 No. 125-FZ.
There are also additional provisions that allow the authorities of the constituent entities of the Russian Federation to make some calendar dates holidays for reasons other than religious ones. This is Article 6 of the Labor Code and paragraph 8 of the letter of the Ministry of Labor of Russia dated June 10, 2003 No. 1139-21.
In such cases, the calculated standard working hours for 2017 will look different than generally for Russia.
Local weekends have a significant feature. If they are introduced, then the region will compensate itself for all losses in income.

Hourly standards
Working time standards are regulated by government acts and orders of the Ministry of Health and Social Development of the Russian Federation.
The norm of work time for certain calendar periods is calculated according to a schedule that is developed for a standard working week, taking into account the average length of the working day. By standard we mean one in which there are five working days and 2 days off.
For example, a 40-hour work week implies an 8-hour work schedule (based on 40/5). The duration of the working day for 24-hour weekly activity (24/5) and 36-hour (36/5) is also subject to calculation.
This is how work time standards are calculated for a certain calendar period - month, quarter, half-year, year.
For example, working time standards for a certain period (month) are calculated as follows: weekly working hours (24-36-40) are divided by the number of days provided for in the enterprise schedule and multiplied by the total monthly number of working days in accordance with the calendar.

Changes for 2021
Federal Law No. 125-FZ dated June 18, 2017 amended the Labor Code. Now, from June 29, 2021, additional payments for work on weekends and holidays are calculated according to new rules.
If an employee works on a holiday or day off beyond normal working hours, then pay double for these days (Article 152 of the Labor Code of the Russian Federation). You do not need to pay the same hours as overtime (just pay double):
- The first two hours are in time and a half.
- The remaining hours are in double.
