But the taxpayer himself is also interested in checking tax reporting. Preliminary control makes it possible to avoid inaccuracies and errors, which, in turn, makes it possible to reduce the degree of attention paid to it by tax authorities. Therefore, it is important for everyone who interacts with controllers along the reporting line to know not only the rules for filling out declarations, but also to have information and tools suitable for checking them.

How to find a certificate or declaration in the Register on the Rosakcreditation website?
In Russia, as well as in the countries of the Eurasian Economic Union (EEC), there is a mandatory procedure for confirming the conformity of products. Mandatory certificates and declarations issued in accordance with the established procedure are published in the Unified Register of the Federal Service for Rosacreditation www.fsa.gov.ru
To verify the authenticity of the certificate of conformity, you must go to the Rosacreditatsiya portal fsa.gov.ru and select the “Manufacturability” menu and the “Electronic registers” section in it.
The general certificate search window combines four registries (certificate types):
- Unified register of certificates of conformity. Here you can check the authenticity of the certificate, issued according to the unified form of the Eurasian Economic Union. Certificate numbers here begin with the symbols “EAEU RU C”
- Register of certificates of conformity issued in accordance with the requirements of the technical regulations of the Eurasian Economic Union (technical regulations of the Customs Union). The certificate numbers here begin with the symbols “EAEU RU C” (formerly TS RU C”).
- Register of certificates of conformity issued in accordance with the requirements of technical regulations of the Russian Federation. Certificate numbers here begin with the characters “RU C”.
- Register of certificates of conformity for products included in the unified list of products subject to mandatory certification (Resolution of the Government of the Russian Federation dated December 1, 2009 No. 982). This register contains certificates issued for products that do not fall within the scope of technical regulations, but which must be certified in the national conformity assessment system. The first characters in the certificate number of this type are “ROSS RU C”.
You can check the authenticity of the certificate of conformity on the Rosacreditation website or by clicking on the link on our page.
Features of filling out the declaration
Filling out the 3-NDFL declaration is a very difficult task. Especially for those people who are encountering this operation for the first time. Let's clarify some points and look at the nuances.
Who should fill out 3-NDFL?
Only individuals can submit this tax reporting form. But there are also features here:
- residents of the Russian Federation - for income not only within the country, but also outside its borders;
- citizens of other countries if they receive income within the borders of the Russian Federation;
- persons wishing to receive a personal income tax refund.
Peculiarity! If a citizen of the Russian Federation is employed on an official basis, then the declarative documents for him are filled out by the employer represented by the accounting department. But there are exceptions - some employers do not want to take on such a burden; they indicate in advance in the contract the fact that filing a declaration is the employee’s responsibility.
For what income is required to file 3-NDFL?
If a civilian has only a salary and does not receive income in any other way, the employer himself pays a tax for him in the amount of 13% of the employee’s salary. In this case, you do not need to submit a declaration.
When to submit it:
- when property that has been in possession for less than 36 months has been alienated;
- from the sale of securities and shares in business, shares;
- if the property is rented out for a fee;
- if a citizen conducts business activities;
- if a winning was received in the amount of more than 4,000 banknotes of the Russian Federation.
Check the authenticity of the certificate of conformity
You can check the certificate of conformity:
- by certificate status;
- by document number;
- registration date within the established range;
- expiration date of the certificate;
- the applicant;
- product manufacturer;
- product name.
You can partially enter data to search for a certificate.
You can also sort data from the certificate registry by:
-type of certification object (single product, batch, serial production),
- country of origin,
— product groups of the EAEU, Russian Federation,
- product lists,
— technical regulations (TR CU, TR EAEU, TR RF, 126-FZ),
- type of applicant (person authorized by the manufacturer, seller, supplier, manufacturer, performer).
Please note:
- Information about the new certificate can be published and displayed to the user in the Registry not instantly, but within up to three days. At the same time, the time for displaying information for the personal account of the Certification Body and for a regular user may differ.
- Information about a change in status or loss of relevance of a certificate should be reflected on the Registry website as soon as possible after its receipt, but it does not happen immediately, but within up to three days.
- Entering certificates into the Register or changing their statuses occurs free of charge for all applicants.
The status of each certificate in the registry is color coded for ease of searching:
- green – active;
- orange – suspended (the reason for suspension is in the description of the certificate);
- red - canceled - (in the certificate description you can see the reason and date of cancellation of the certificate; such certificates cannot be restored);
- purple - archival (the certificate has expired or was canceled by decision of the FSA, and certificates must be stored in the archive for 10 years).
Adjustment number in 3-NDFL - what is it?
When filing the first declaration in a particular calendar year, the personal income tax payer must indicate the number “0”. For the recipient of the reporting, this means that there were no adjustments in it. An error in the personal income tax form will result in the submission of a new document marked “1” in the correction column.
When filling out reporting information, some taxpayers write “1”, thinking that this is the declaration number. This error is considered a technical inaccuracy and is not grounds for correction.
If, for one reason or another, corrections were made to the document more than once, the required code is indicated in its form, allowing you to see whether changes were made before (number 2, number 3, etc.). This is carried out on the basis of the requirements of the tax authorities, enshrined in the relevant regulations. The number of clarifications is not limited. The field in which you enter marks is located in the upper left corner of the title page. It includes three cells.
Similar values are used by payers of other tax payments: value added, profit, etc.

How to check the authenticity of the declaration of conformity?
The authenticity of the declaration of conformity is verified by searching for it in the Register of Declarations, which is located on the official website of the Russian Accreditation Agency, where you can find not only declarations of conformity with the CU TR, but also declarations of conformity with GOST R.
In the general declaration search window, four registers (types of declarations) are combined:
- Declaration of conformity with the requirements of the technical regulations of the Eurasian Economic Union (technical regulations of the Customs Union)

We have developed a free online service for checking XML files for tax and electronic document filing.
Follow the link below and check any of your XML files for tax and e-document flow without registration. It is recommended to check the prepared XML file of an electronic document before sending it to the tax office or for electronic document filing, especially if the format of the document has changed or uploading to the XML format for this document is not yet a well-established automated procedure in the company. To check XML files, you can install, for example, a special program from the Federal Tax Service - “Tester” (https://forum.npul.ru/), but this is not always applicable for various reasons. In addition, checking the XML file with Tester can take a long time. Also, “Tester” does not check all possible XML formats with which a business works, but only formats accepted directly by the tax office (in particular, it does not check XML files of electronic document flow between counterparties). For such situations, our Online service for checking XML files for tax and e-document flow is ideal.
- The online service performs format-logical verification of XML files using XSD schemas of the corresponding formats;
- The online service checks all XML file formats sent electronically to the Federal Tax Service through TKS/EDO operators (Kontur, Taxcom, SBIS, etc.), for example, individual sections of the VAT Declaration, all Tax Declarations and attachments to them, Tax calculations, DAM, Balance sheets, Profit and loss statements, Reports on changes in capital, Cash flow reports, other reports for the tax office (Notices, Notifications, Statements, Certificates, Messages, Registers of documents, etc.), Reporting for an international group of companies (Notification of controlled transactions, Notification of participation in the IGC, Country report) and so on;
- The online service checks all XML file formats for EDI, for example, invoices, adjustment invoices, UPD, etc.;
- Auto-detection of the format is implemented by the file identifier prefix, as well as by the format version in the file;
- The online service is free and has no restrictions on use.

Checking SGR and Rospotrebnadzor conclusions
The Unified Register of State Registration Certificates (SGR) is a general information resource containing open data on SGR products produced and sold in the countries of the Customs Union. It is formed using the means of the unified information system of the Eurasian Economic Union. The main Register of state registration certificates is maintained by the Eurasian Economic Commission.
National parts of the Unified Register of SGR in different countries are maintained by different authorities. In Russia, the register of state registration certificates is maintained by the Federal Service for Supervision of Consumer Rights Protection and Human Welfare - Rospotrebnadzor, the national register of SGR can be viewed on the Rospotrebnadzor website
Check the SGR in the Rospotrebnadzor register
The general register of SGR is maintained by the Eurasian Economic Commission; it can be viewed on the website of the Eurasian Economic Commission. As the name suggests, this register contains all certificates of state registration. The EEC register contains information about all certificates on the territory of the EAEU, while the Rospotrebnadzor register contains information only about those issued in Russia.
Let us remind you that from July 20 it is no longer necessary to issue “paper” certificates of state registration; it is enough to make an entry about the certificate in the above-mentioned register.
In order to find the required SGR in the register, you need to fill out a form by entering the following data:
- product name
- name of the manufacturer or recipient
- SGR certificate number.
