How to fill out an application for connection to electronic document management with the Pension Fund of Russia

If the average number of employees is equal to or exceeds 25 people, the organization is required to report electronically. Moreover, the headcount indicator is established for the previous reporting period. How to conclude an agreement on the exchange of electronic documents with the Pension Fund of Russia

To do this, the budget organization must submit:

  1. Application to the Pension Fund for connection of electronic reporting. The standard form must be drawn up in triplicate.
  2. Agreement with the Pension Fund of the Russian Federation on electronic document management 2021. Drawed up in two copies on a special form. One copy remains with the applicant organization, and the second - with representatives of the Pension Fund.
  3. Power of attorney. The document is needed if the registration is not carried out by the manager, but by a responsible person. For example, an accountant or lawyer. It is drawn up in any form, certified by the signature of the head and the seal of the organization.

How to fill out

Step 4. Go to the third table. We indicate the name of the organization-operator of complex services in the EDMS. Sometimes representatives of the Pension Fund of the Russian Federation require additional information. Step 5. We sign the application with the manager, put a stamp, indicate the date of preparation.

The last table in the application is filled out by employees of the Pension Fund of the Russian Federation.

Connecting an exchange with the Pension Fund of Russia


To activate the service, you need:

  1. Submit an application through your “Personal Account”:
    • on the “Service Management” tab, click on the “Connection” link and confirm your agreement with the procedure for connecting the service;
    • fill out the application form and send it to Taxi.

  2. In response, we will send a confirmation to your mailbox that it has been accepted.
    If the details in your application are incorrect, we will send you a notification indicating the reason for its rejection. If the information in the application is correct, we will, within 3 business days after receiving it, calculate the cost of the ordered services in accordance with the current prices published on our website and recalculate the subscription fee from the period in which the service was activated (in accordance with clause 2.3 of the Procedure for payment for services in the Systems EDO).

  3. Enter into an agreement with the UPFR.
    In accordance with the Order of the Board of the Pension Fund of the Russian Federation No. 190r dated October 11, 2007, you can send documents to the Pension Fund of Russia in electronic form only if you have entered into an “Agreement on the exchange of electronic documents in the electronic document management system of the Pension Fund of Russia via telecommunication channels” with the Pension Fund of the Russian Federation.

  • in the Taxcom-Docliner program - on the “Mail” tab in the “Inbox” section.
  • Wait for your personal certificate to be registered with the Pension Fund of Russia. Registration of certificates with the Pension Fund of Russia is carried out within 3 business hours from the moment the service is activated.
  • Set up the software. If you are using the Sprinter PC, just restart the Referent program - the settings will be updated automatically. If, due to some features of your system, the settings do not load automatically, you can update them manually: in the “Referent” program, sequentially select “Options” - “Box settings” from the command menu, in the “Settings” window that appears, in the “Brief” column organization name" select the required company and click the "Load settings" button.   • click the “Settings” button on the control panel;

  • in the window that appears, select the personal certificate for your organization and click the “Select” button;
