What it is?
The system has a fairly simple operating principle. Truck drivers pay money to drive on federal highways and thereby cause damage to roads. The name consists of two words - fee and ton. Taxes are levied on vehicles weighing more than 12 tons. In addition, Platon allows continuous monitoring of the movement of trucks along highways.
Every year the number of heavy trucks on Russian roads increases. It is not surprising that roads soon fall into disrepair again after repairs. And renovation, as you know, is not a cheap pleasure. So in 2013, a decision was made to levy a tax on cars over 12 tons.
A year later, a competition was announced to create a payment system. Initially, the task fell on the shoulders of foreign developers. But at the end of 2014, domestic companies took the initiative into their own hands. At that time, travel for 12-ton trucks cost 3.5 rubles. for every kilometer. In mid-2015, changes occurred and the price increased by 23 kopecks, but after applying a special coefficient it amounted to 1.53 rubles. for every kilometer.
Documents and regulations
The development of the Platon toll collection system was carried out on the basis of the following regulations and documents:
- Transport strategy of the Russian Federation 2010-2020 and until 2030
- Federal Law No. 257-FZ “On highways and road activities in the Russian Federation.” Establishes the procedure for the movement of vehicles heavier than 12 tons on federal highways.
- Federal Law No. 68-F. On introducing certain changes to the budget code, as well as to legislative acts.
- Decree of the Government of Russia No. 928. On the list of federal roads intended for public use.
- Order of the Government of Russia No. 1662-r. On concluding a mutually beneficial agreement with RT-Invest Transport Systems regarding the implementation of the Platon toll system.
- Government Decree No92/8. On the issues of collecting tolls from vehicles weighing more than 12 tons to compensate for damage caused to federal roads.
- Resolution of the Government of the Russian Federation No. 474. On the suspension of action and amendments to certain acts of the Government of the Russian Federation.

Who is the system intended for?
The system's field of view includes all vehicles weighing at least 12 tons. Moreover, this applies to both foreign and domestic heavyweights, regardless of the carrier’s company. When calculating the fee, the weight of the cargo, as well as the weight of the driver and other passengers, are taken into account. But there are also exceptions. Thus, “Plato” does not take into account:
- army vehicles and military equipment;
- Special services vehicles (ambulance, fire, intensive care);
- passenger transport, except cargo-passenger transport.
History and background of system development
The Platon system was developed by analogy with foreign programs. One of the main prerequisites for the implementation of the system is the unsatisfactory condition of federal public roads and the lack of budget funds for their restoration. The Russian government has come to the logical conclusion that the main damage to asphalt pavement is caused by multi-ton trucks. They wear out the road surface and push through the “cushion” of crushed stone and sand, which causes the formation of “dents” and ruts on the asphalt.

There were not enough federal budget funds to constantly restore “worn out” roads. The program developers decided to use the funds raised to repair and build new routes.
System in figures and facts
The first country to introduce a system for collecting funds from heavy trucks is Austria. In Russia, the program began to function only in the fall of 2015. The introduction of the Platon system caused a lot of outrage among drivers and owners of multi-ton vehicles. In order to reduce the financial burden on them, it was decided to exempt the owners of heavy trucks from paying transport tax if the amount of contributions to the system exceeded the tax accruals for the current billing period.
However, starting from 2021, this relaxation measure has been abolished. Now owners of multi-ton trucks will have to pay both types of mandatory contributions.
How does it work?
The system is actually simple and even a beginner can easily understand it. To take a vehicle into account, the driver needs to perform a number of simple actions. First of all, register in the system and open an account with the bank through which payments will be made. The latter, by the way, come in two types:
- using a special device installed in the vehicle, which monitors movement on the satellite and debits the required amounts from the driver’s account, automatically carrying out all the necessary calculations;
- using a special route card, which must be purchased in advance.
The disadvantage is that the driver will not be able to change his route, even if there is an extreme need for this, for example, a breakdown, traffic jam, unexpected road closure, etc.
Constant monitoring and data processing is carried out by the Information Processing Center. Specialist. devices count the weight of the car, determine whether a tracker is installed in it or payment is made through a card.
Plato's toll system
There are two options for withdrawing funds to the account of the Platon payment system:
- Automatic transfer of money from a bank personal account to the payment system account;
- By bank card through the payment system terminal to her account.
- The system does not accept cash. If a driver violates a rule of law and drives onto a federal highway without appropriate payment and documents, he is subject to administrative punishment.
Platon system for heavy trucks
If a Russian driver does not fulfill the obligation to pay a fee to compensate for damage to roads, then administrative punishment entails fines, which are listed in Article 12.21.3 of the Code of Administrative Offenses.
Light freight transport that transports people, heavy transport that transports military equipment and also special-purpose transport are exempt from paying the mandatory fee.
Plato system reviews
The discussion of the Plato system has become the most heated among Russian freight transport carriers. Each driver pays a fee before the trip. As already noted, for each kilometer you will have to pay 1.53 rubles. However, the cost is likely to increase. As for the penalty system, it implies a fine of 5,000 rubles. from the owner of the vehicle (except for non-residents) and the driver if the owner of the car is a non-resident of the Russian Federation. If the fine is repeated, the amount doubles.
In the event that the same violation occurs multiple times during the day, payment is made only once. If several vehicles of the same owner are violated, the fee is paid for each separately.
Documents for obtaining the Plato device
To conclude an agreement, you must provide copies of documents certified in the prescribed manner.
For individuals – residents and non-residents of the Russian Federation:
Identification document (copy and original for verification).
For legal entities – residents of the Russian Federation:
OGRN certificate issued by the tax authority of the Russian Federation;
documents confirming the right of the representative to act on behalf of the organization.
For legal entities - non-residents of the Russian Federation:
Certificate of state registration;
certificate of registration with the tax authority of the Russian Federation, if the owner of the vehicle is a taxpayer of the Russian Federation;
provisions on a representative office or branch registered in the territory of the Russian Federation.
Documents provided by legal entities non-residents of the Russian Federation must be translated into Russian. The accuracy of the translation must be notarized in the manner prescribed by the legislation of the Russian Federation.
If a representative of the vehicle owner applies, you must provide a copy of the document confirming the authority of the representative, as well as the originals:
Identification document of the representative;
a document confirming the authority of the representative, valid on the date of application.
Copies of documents submitted to the service center must be certified as follows: below the “Signature” requisite, the certification inscription “True” is affixed; position of the person who certified the copy and seal (if any); personal signature; signature decryption; date of certification, as well as a mark on the location of the original document.
In conclusion, I would like to note that owners of vehicles not equipped with on-board devices are responsible for causing damage to public roads and are subject to fines in accordance with the rules for using the system.
Required Documentation
So what documents are needed to register with Plato? The list includes:
- certificate from a government agency for permission to conduct business activities;
- TIN;
- driver's license;
- registration address (passport and registration certificates).
If the application is submitted by a proxy, documents confirming his identity and the original power of attorney must also be available.
Transport companies, in turn, need to provide the following list when registering:
- certificate of entrepreneurial activity;
- legal status of the law firm;
- TIN of the law firm;
- vehicle passport.
Once the documents are in hand, you need to scan them, enter the data into the form on the Platon website and “upload” the documents. Next, they are entered into the register and into a single database.
5.1. For foreigners
For foreigners, including individuals. and legal entities, the registration procedure is slightly different. Or rather, the package of documents that must be provided when registering in the Platon system is different:
- vehicle passport;
- a copy of the registration certificate;
- legal document about the legal activities of a foreign organization;
- a copy of a foreign certificate confirming the legal status of a law firm or individual entrepreneur for work.
Website platon charging system
In order to be able to make mandatory payments, the Platon payment system requires mandatory registration of clients, which can be done in three ways through the official website platon.ru, through the service center, through a self-service terminal when filling out a road map. After registration, the Platon system for heavy trucks, represented by its Operator, at the request of the truck driver, offers to draw up an agreement for the free use of the On-Board Unit. All registered users of the payment system are issued an On-Board Unit free of charge.
Laws on the “Plato” payment system
The starting point for launching the entire toll collection system was the Law “On Amendments to the Legislation of the Russian Federation” dated April 6, 2011 No. 68-FZ. This document changed the articles and norms:
- Federal Law dated November 8, 2007 No. 257-FZ “On Highways”.
- Budget Code of the Russian Federation (approved by the Federal Law of July 31, 1998 No. 145-FZ).
- Code of Administrative Offenses of the Russian Federation (adopted by the State Duma on December 20, 2001).
The final chord was the Decree of the Government of the Russian Federation dated June 14, 2013 No. 504 “On charging fees to compensate for damage caused to roads.”
By the time Resolution No. 504 was issued, the main parameters of the new system had already been formed:
- the “Platon” collection system is tied directly to the moving vehicle: with the help of special procedures and means of accounting and control, the entire route of the heavy load is recorded in “Platon”. And that part of it that runs along federal highways is subject to payment. In this case, neither the ownership of the car nor even the country of its registration matters (foreigners pay the same as Russians);
- Payment collection at Plato is carried out by a specially appointed operator. He transfers the collected funds to the budget and also receives remuneration for his activities;
The Platon toll collection system for the budget is controlled by a private operator, RT-Invest Vehicles LLC.
- There are several ways to control the movement of heavy trucks. If an unpaid truck with a suitable tonnage is detected by control means on a federal road, information about this is sent to the traffic police, which imposes a fine in accordance with Art. 12.21.3 Code of Administrative Offenses of the Russian Federation.
