How can an employee view his email?
The electronic certificate can be viewed by both the employee and the employer. It should be borne in mind that this document is confidential, so some points in the email may not be visible to the employer (for example, the employer usually does not know the type of disease his employee had).
In order for an employee to view an email, you need to use the following algorithm:
- Register on the State Services portal according to the general algorithm (go through initial authorization using a login and password, enter your information in special fields, authenticate in any way convenient for you, and so on).
- After this, open the official portal of the Social Insurance Fund and select “Personal Account” or follow the direct link https://cabinets.fss.ru
- Select the “Insured Person’s Account” item and enter the login and password that you use to log into the State Services portal.
- If you entered your login and password correctly, then a special window will open, where all the information about the services that the Social Insurance Fund provided you will be listed (mainly various benefits - for disability, maternity, unemployment, and so on). You can also find and print a copy of your e-sheet here.
- Please note that through the account of the insured person, you can also find out the ELN number, which you must provide to your employer in order to receive benefits. Therefore, if you have lost the number that the doctor gave you, then through your FSS personal account you can find out the lost number. How to find out the number of the certificate of incapacity for work
As a rule, the need to verify data on a sick leave certificate arises when the employer doubts the authenticity of the document, as well as the lawful actions of the employee. The other side of the issue is the employee’s doubts about the accrued benefits.
Having SNILS in hand, an employee can find out the electronic sick leave number and all related information. To do this, go to the official website of the FSS and log in to your personal account (lk.fss.ru). In the section “Certificates of Incapacity for Work” there is a form where you can search for documents by SNILS number.
The status of b/l may change, depending on the stage of its processing:
- 010 – ELN is active;
- 020 – sick leave extended by 2 weeks;
- 030 – ELN is closed;
- 040 – considered by the commission;
- 050 – adjustments have been made;
- 060 – change of information by the policyholder;
- 070 – benefit calculated;
- 080 – payments made;
- 090 – ELN is inactive.
Reference! Processing of electronic sick leave takes place in a strict order. For example, an employer will not be able to access the electronic health information while it is in the possession of a medical organization. It is also impossible to correct sheets that have already been paid.
How to find and check?
Since ENL were introduced relatively recently (in July 2021), not all enterprises had time to get acquainted with them. A pressing question is how to find an electronic sick leave certificate by number. This can be done on the official website of the FSS.
To do this, you need to have a personal account on the portal https://cabinets.fss.ru. The algorithm of actions depends on who wants to check the certificate of incapacity for work: the employee, the employer or the doctor.
Employee actions
An employee who wants to access his temporary disability certificate on the Social Insurance Fund website must have a profile on the State Services portal. It is not required to issue an electronic digital signature (EDS) from the Certification Center. You just need to go through a simple registration procedure on the State Services website or log in by confirming your identity. It's absolutely free.
The algorithm for how to view an electronic sick leave certificate on the FSS website is given below:
- obtain a unique virtual certificate number from the doctor;
- log in to the official FSS portal;
- log into the personal account of the insured person;
- find sick leave by unique number;
- open it and read the contents.
The account of the insured person allows you not only to view certificates of incapacity for work issued for a certain period, to check the accuracy of the personal data entered, but also to print such documents, find out up-to-date information on status, accruals, sick leave benefits, etc.
There are special filters that make it easier to find the information you need. In the personal account, the patient can set up an electronic sick leave certificate in such a way as to receive notification of all changes by email.

Employer verification
Many enterprise specialists who have just started working with such sick leave certificates often have a question about how to check the electronic sick leave certificate.
Reviewing this document may be required to fill out certain fields for the purpose of subsequent sending to the department and verifying the correctness of the information entered by the doctor. To perform such actions, the employer needs to have an electronic signature and an account on the State Services portal. An electronic digital signature can be obtained from an accredited Certification Center. It is issued to the head of the company.
Algorithm for checking a virtual sick leave certificate on the Social Insurance Fund website for an employer:
- receive from the employee a unique identification number of an electronic certificate of temporary disability;
- go to the website https://cabinets.fss.ru;
- log in to the Policyholder's Account;
- select the “Electronic sheets” tab;
- click on “Request a sheet”;
- enter the employee’s SNILS number and the unique number of the sick leave certificate in the appropriate fields;
- select a certificate that certifies the right of the enterprise to send requests to the Social Insurance Fund;
- wait until the required document appears in the list of sheets;
- open sick leave;
- check the correctness of the information about the employee entered by the doctor. If you need to fill out the fields provided for the company, then you should select the “Filled out by the employer” option. Enter the required data, check it and save it by activating the appropriate input field.
The web interface contains various filters that simplify the process of searching for the required document or information in a sheet. Sick leave can be found not only by its unique number, but also by the employee’s last name, first name and patronymic, date of registration, status, SNILS.
If an employee has provided an electronic personal information document to the head of an enterprise that is equipped with the equipment and programs necessary to view such documents, then the employer has no right to demand a paper version from the employee.
Doctor's actions
Doctors of medical institutions where a system for issuing electronic sick leave certificates is being introduced are usually introduced and trained to work with the program and directly with the relevant documents. But difficulties may still arise at first. For such work, the doctor also needs to obtain an electronic signature.

What is an electronic form of a document?
The document has the same legal force as a regular paper certificate of incapacity for work. An electronic sick leave is generated in a database and certified with the digital signatures of a specialist, and, if necessary, the head of a medical organization or the chairman of a commission.
The patient does not receive an electronic certificate of incapacity for work. All information is reflected in a database, which can be checked by the employer, the Social Insurance Fund and the insured person himself.
Why is it necessary?
First of all, there are no queues. An electronic certificate of incapacity for work relieves the employee of the tedious wait for a paper form. The latter, as a rule, needs to be additionally certified by the office of the medical institution or related specialists.
Advantages of electronic sick leave over paper sick leave:
- no errors;
- there is no need to organize accounting and storage of paper forms;
- electronic sick leave cannot be lost or damaged;
- prompt receipt of information on the sheet for both the employer and the employee.
How the system works
When an employee goes to a medical institution for help, the doctor gives him a unique sick leave number. The employer's accounting can track all the data necessary for calculating payments.
Sick leave can be issued by specialists working in clinics, dispensaries and hospitals. Each doctor has his own unique electronic signature, through which he certifies the electronic signature.
Employees cannot receive forms of such a plan:
- ambulance services;
- Forensic Medicine Department;
- sanatorium institutions;
- blood collection stations.
Important! An employee has the right to refuse to issue an electronic certificate of incapacity for work in favor of a classic paper sick leave. To do this, you will need to write a corresponding application.
How to check the accuracy of a sick leave certificate using your phone
If assessing the authenticity of a document based on the quality of the paper seems insufficient to you, “arm yourself” with a telephone and call the medical organization that issued it. Since all certificates of incapacity for work are subject to strict recording, information will be found on all actually issued papers: both originals and duplicates. But for this you will have to provide your sick leave number.
It should also be taken into account that sick leave can be issued to an employee not only in a state, but also in a private medical organization, and not only in the locality where he actually lives, but also in another city, for example, if the employee fell ill during a business trip. Therefore, first check whether such an organization exists in principle, and then check with its employees whether they have issued a certificate of incapacity for work to an employee of your company.
Some clinics refuse to provide information regarding the issuance of sick leave certificates because they believe that this violates the rights of their patients. If there is no other option, write an official request on the organization’s letterhead or send by fax with approximately the following content:
If you do not want to contact a medical institution, you can contact directly the territorial branch of the Social Insurance Fund where the company is registered and ask to confirm the authenticity of the issued sick leave by number. The employees will help you understand the situation, but most likely you will have to come to the Fund and show the document the employee brought.
It is important not to delay checking. The employer is given only 10 days to calculate the benefit. And violation of this deadline may result in liability if the employee wants to complain about the company to the labor inspectorate.
Features of calculating payments on a certificate of incapacity for work
Regardless of the chosen format of the certificate of incapacity for work, the principle of its calculation does not change. Sick leave payments for the first three days are borne by the employer, while the rest of the period is paid by the Social Insurance Fund. But in some cases there are exceptions.
The Social Insurance Fund makes disability payments from the first day if the employee:
- in quarantine;
- cares for a family member;
- is undergoing further treatment in a health facility;
- is undergoing prosthetics.
Sick leave benefits are paid for all days specified in the document form. If during this time the employer did not accrue wages (disciplinary violations, suspension from work), then the payments are canceled.
The amount of the benefit depends on the actual length of service of the employee:
- production < 5 years – 60% of earnings;
- from 5 to 8 – 80%;
- after 8 – 100%.
The actual length of service is reflected in the work book. In case of loss of the latter, the terms are calculated based on certificates and contracts from previous employers. In the absence of these, the employee can contact the local branch of the pension fund, where, upon request, he will be given wage information on paper.
Average earnings are calculated taking into account income from the previous two years. The maximum amount for calculating benefits in 2021 is 1,680,000. It includes the bases of the two previous calendar years: 815 and 865 thousand for 2021 and 2019, respectively. The resulting average earnings are then divided by 730 to obtain the daily average.
For example , an employee received 650,000 in 2021, and 750,000 in 2021 with an actual work experience of 6 years. We add 650,000 + 750,000, divide by 730, multiply by the length of service of 80% and get 1,534 rubles. This is the amount of the daily allowance.
The resulting figure is multiplied by the number of days spent on sick leave, from which personal income tax should be subtracted.
That is, within 10 days, according to the document drawn up, the employee will receive:
- 650,000 + 750,000 = 1,400,000. Average earnings for 2021 and 2019.
- 1,400,000 / 730 = 1918. Average daily earnings.
- 1918 x 80% = 1534. Length of service.
- 1534 x 10 = 15,340. Number of days on sick leave.
- 15,340 x 13% = 1994. Personal income tax.
- 15,340 – 1994 = 13,346 rubles. Sick leave benefit for 10 days.
In some cases, sick leave payments are calculated according to the minimum wage (minimum wage), which for 2021 is 12,130 rubles.
Scenarios when payments are calculated according to the minimum wage:
- the employee did not have any earnings during the pay period;
- actual experience is less than six months;
- the employee’s monthly income is below the minimum wage;
- violation of hospital regulations;
- A certificate of incapacity for work was issued for disciplinary violations: alcohol, drugs.
If an employee was employed in two jobs at the same time (part-time work), then he needs to obtain two certificates of incapacity for work from a medical institution. Each employer must pay him benefits.
How can an employer check an electronic sick leave certificate?
Currently, all medium and large employers are required to acquire access to a special information base from the Social Insurance Fund, which allows them to organize the recording of electronic sick leave certificates.
It should be taken into account here that if an employee decides to fill out an electronic form, then the employer has an obligation to fill out his part of the document via a personal computer. This will need to be done after the enterprise employee has recovered and been discharged from the medical institution.
An electronic document allows the employer to count on compensation payments from the Social Insurance Fund budget for an employee. At the same time, the amount of financial payment when using the electronic and paper versions of the sick leave certificate is the same.
The following standard procedure for filling out sick leave certificates and receiving financial payments is provided:
- The employer signs a special agreement with the regional office of the Social Insurance Fund to gain access to the information base.
- The employer goes through the registration procedure in a special application from the Social Insurance Fund, called the Unified IIS “Sotsstrakh”. The organization of accounting and registration of paper and electronic documents is carried out using this software.
- The employer undertakes to train its accountant, which should result in successful mastery of the Social Insurance application. At the legislative level, it is also permitted to hire another accountant who has already mastered the basic principles of using the program.
- An accountant will need a special electronic signature after completing the training course. It can be obtained from a government institution (for example, the MFC). Using this signature, electronic documents confirming that employees have completed the treatment procedure are confirmed. All registration costs are borne by the employer.
- The registration procedure is completed. If someone has opened a certificate of completion of a course of treatment, then after its completion such employee must transfer to the accounting department a special code that acts as an electronic identifier. Next, the accountant searches for the employee’s sick leave in the Social Insurance application and fills out the corresponding part of the document. Then they make a calculation and pay compensation for treatment within 10 calendar days after receiving the document. Additionally, data on sick leave is sent to the Social Insurance Fund so that the employer can subsequently receive financial compensation from the Social Insurance Fund budget for the treatment of its employee.
How to track a payment
You can check the correctness of accrual of payments for temporary disability in your personal account on the FSS website. To access the data, you will need to register on the “Portal of State Services of the Russian Federation” at the address: www.gosuslugi.ru.
The resource has two account options – simplified and verified. To access FSS data, you will need the latter. To confirm your identity, you need a passport and SNILS. You can submit documents in person to one of the service centers, or undergo verification through an online client of one of the banks, or receive a registered letter from the State Services by Russian Post.
After authorization on the FSS website with a confirmed account, all resource tools will become available to the user. They also allow you to check the accrual of benefits payments: in the insured person’s account, select the “Temporary Disability Sheets” section, and then click on the desired ENL.
