Calendar with 5-day week

Working time standards

Holidays and shortened days

Transfers of days off

Calendar with 6-day week

The production calendar has been introduced into all modern accounting systems.

The PC can be used in both paper and electronic formats. The second one is preferable because:

  • many services have a pre-notification function, and the calendar user will never miss holidays and their periods, as well as official transfers;
  • makes the calculation part easier thanks to built-in working time calculators

Clarifications on working time standards

Art. Art. 91 and 92 of the Labor Code of the Russian Federation standardize the working hours for certain categories of workers:

  • generally accepted - 40-hour work week;
  • for company employees under 16 years old – up to 24 hours/week;
  • from 16 to 18 years – up to 35 hours/week;
  • for disabled people of 1st and 2nd degree – up to 35 hours/week;
  • for workers in hazardous and heavy industries – up to 36 hours/week.

There are also special regimes for students and part-time workers. According to the Labor Code of the Russian Federation and Order of the Ministry of Health and Social Development No. 588n dated August 13, 2009, any company by collective agreement can establish a different working time, which cannot exceed the maximum established by the Labor Code.

Important!

  • In organizations with summarized time recording for periods equal to a month or a year or another period of time, their daily, weekly and monthly norms are calculated based on the work period norms established in the Labor Code of the Russian Federation.
  • When accounting for overtime in aggregate, work on holidays and weekends included in this period will not be recognized. This is considered to be overtime processing.
  • So, if the period is the 3rd quarter of 2021, then the norm will be 520 hours. This means that overtime is recognized as time worked from 521 hours.
  • It is worth noting that there will be no violation of the Labor Code of the Russian Federation in this case, since payment for work on holidays/weekends will have to be made in double amount.

But in any case, the daily rate is calculated from the standard assumption about the length of the week - 5/2. Even if the organization is on a 6-day schedule. The norm is calculated by dividing the weekly time by 5:

  • 40 hours / 5 = 8 hours
  • 36h. / 5 = 7.2 hours.
  • 24 hours / 5 = 4.8 hours
  • And so on.

The standard version of the production calendar takes into account all working time standards provided for by the Labor Code of the Russian Federation. The accountant can only find out the category of the employee in order to calculate his salary.

The monthly norm (MN) is calculated based on the daily norm (DN):

DN* number of working days in a month = MN,

if a reduction in working hours is expected in a month due to a subsequent holiday, then the number of hours of reduction is subtracted from the MT.

For example, the monthly working hours in November 2021 with a 5-day (40-hour) week:

(40 hours / 5)* 21 = 8*21 = 168 hours.

The annual working hours are calculated using the formula:

DN* number of working days in a year – “decreasing” hours.

First quarter of 2021 – production calendar

The first quarter of the new year has the largest number of weekends and holidays:

  1. January is the shortest working month: there are 14 days for weekends and holidays, and only 17 for work.
  2. In February there are 9 days of rest and 21 days of work.
  3. And in March, 11 days were allocated for rest and 20 for work.

Remember that February 22 and March 7 are shortened pre-holiday days.

By moving one day off (Saturday, January 6) to a weekday (Friday, March 9), it was possible to extend the spring break and form it into 4 full days off.

Let us note important information, taking into account all approved holidays in the first three months of 2021:

  1. Total - 56 working days.
  2. There are 34 days allocated for weekends and holidays in the first quarter.

Working hours standards for the first quarter of 2021:

  1. With a 5-day working week (40 hours), 446 hours are allocated for working time over three months: in January - 136, in February - 151, in March - 159.
  2. With a 36-hour work week, working time is 401.2 hours: in the first month - 122.4, in the second - 135.8, in the third - 143.
  3. With a 24-hour week, the total working time will be 266.8 hours: in January - 81.6, in February - 90.2, in March - 95.

Holidays and shortened days according to the calendar

So, what holidays await us in 2021 and what days will be shortened before these holidays will be described in detail below.

Holidays

Thus, the list of official non-working holidays at the federal level is given in Article 112 of the Labor Code.

HolidaysHolidayShortened days
January 1-8New Year holidays
Jan. 7Nativity
February 23-25Defender of the Fatherland DayFebruary 22
March 8-11International Women's DayMarch 7
April 29 - May 2Labour DayApril 28
9th MayVictory DayMay 8
June 10-12Russia Daythe 9th of June
November 3-5National Unity Day
1st of JanuaryNew Year 2021December 29th

But Russia is a multi-religious country, and its citizens’ holidays may differ. Therefore, Art. 6 of the Labor Code of the Russian Federation and Article 4 of the Federal Law “On Freedom of Conscience and Religious Associations” stipulate that the authorities of the constituent entities of the Russian Federation can declare other days as holidays, taking into account local traditions and beliefs. So, for example, in the Republic of Tatarstan these are: June 25, August 30, September 1. The subject's holidays are included in the subject's PC and affect the standard working hours.

Holiday-day off

Part 2 of Article 112 states: if a holiday falls on a non-working Saturday or Sunday, then in exchange for this day off, another day of rest is provided - the next working day. This rule is valid for all times except the New Year holidays. So, November 4, 2021, National Unity Day, is Sunday, so the weekend will be November 3, 4 and 5.

In accordance with Article 113, it is prohibited to involve employees in work on holidays. It’s easy to remember this when using a PC: dates are highlighted and when you hover an arrow over them, pop-up tips - warnings - appear.

Shortening the working day before a holiday

In addition to holidays, the calendar also marks pre-holiday days with a note about the obligatory reduction of the working day by one hour (according to Article 95 of the Labor Code). The “smart” PC will also take into account the days when holidays are moved from a weekend to a weekday.

Pre-holiday days according to the Labor Code

The labor legislation of the Russian Federation regulates the relationship between employers, including individual entrepreneurs, and employees. Employees perform their official duties during working hours, the usual duration of which is established as a 40-hour week of employment according to the statute. 91. At the same time, employees have the opportunity to go home early on the eve of generally recognized public holidays (Article 95).

What days are considered pre-holiday in 2018 ? These are the days immediately preceding the onset of the holiday. For example, February 23 is Defenders of the Fatherland Day, and February 22 is the pre-holiday day. According to the norms of the Labor Code of the Russian Federation - 2021, pre-holiday days are declared shortened by 1 hour. All employees have the right to such a privilege, regardless of specialty, position, length of service, part-time employment, etc. The norm also applies to employees on part-time or reduced work schedules.

Short pre-holiday days in 2021 are provided to the following categories of personnel:

  • Employees employed on a 5-day or 6-day basis according to contractual terms.
  • Part-time workers of an external nature, as well as internal ones.
  • Workers on reduced or part-time employment.

Note! If specialists cannot be provided with short pre-holiday days in 2021 due to the continuity of the organization’s activities, such overtime is subject to payment at an increased rate. The calculation is carried out according to the rules for calculating overtime payments, that is, based on one and a half or double amounts. Or, at the request of the employee, paid time off must be arranged (Part 3 of Article 95 of the Labor Code).

Postponement of holidays in 2021

There are many holidays in the Russian Federation and sometimes these days are not very convenient for citizens. In order to optimize rest time, the legislator, in the same Article 6 of the Labor Code of the Russian Federation, provided for the possibility of transferring holidays to other days. It is formalized by an annual Government Decree. No more than 2 days can be transferred from the New Year holidays, which has been done for several years in a row.

In 2021, the transfers will be as follows:

  • From Saturday January 6th to Friday March 9th
  • From Sunday January 7th to Wednesday May 2nd
  • From Saturday 28 April to Monday 30 April
  • From Saturday 9 June to Monday 11 June
  • From Saturday 29 December to Monday 31 December

All transfers became officially known in the fall of 2021, but nevertheless, adjustments are still possible, keep this in mind.

Second quarter of 2021 – production calendar

In the second quarter, holidays do not change - they fall on May 1, May 9 and June 12.

There will be no long holidays, as in the first quarter, so the number of working days and weekends in all the following months is almost the same:

  1. In April, 9 days are allotted for rest; note, April 28 is considered a working day, but a shortened one. And 21 days are allocated for work.
  2. In May we will rest for 11 days and work for 20 days.
  3. June also has 20 working days, 10 days off and 1 shortened day before the holiday.

Thus, there are 91 calendar days, of which 61 are working days and 30 are weekends.

Moving weekends to weekdays will allow extending the May and June holidays by 4 days:

  1. Sunday January 7th has been moved to Wednesday May 2nd.
  2. Saturday 28 April – Monday 30 April.
  3. Saturday 9 June – Monday 11 June.

Pre-holiday days were reduced by 1 hour.

Working hours in the second quarter are as follows:

  1. With a 40-hour work week, 485 hours are allocated for work: in April - 167, in May - 159, in June - 159.
  2. With a 36-hour week, the time to work is 436.2 hours: for the 4th month - 150.2, and for the 5th and 6th - 143 each.
  3. With a 24-hour week, the shift time will be 289.8 hours: in April – 99.8, and in May and June – 95 each.

A few more words about the calendar

What data can be seen on the production calendar

PC is an unofficial document; its introduction and use is not regulated by law. However, in essence, PC is a reflection of some articles of laws on a regular calendar.

In addition to, in fact, the usual calendar with notes on working, weekends and holidays (official and national) days, the PC includes:

  • tables with calculated working/non-working time standards by month and quarter,
  • numerical information about the number of working hours and days off in each reporting period (from month to year),
  • information about postponing holidays and reducing the length of the working day before them.

Fourth quarter of 2021 – production calendar

There is only one holiday in the fourth quarter, it falls on November 4th, a day off, so we will also have a rest on Monday, November 5th.

The months have almost the same number of rest days and work days:

  1. In October there are 8 days off and 23 working days.
  2. In November, 9 days are allocated for rest and 21 for work.
  3. In December we will rest for 10 days and work for 21. December 29 is considered a shortened pre-holiday day.

There are 92 reporting days in the fourth quarter, of which 27 are for rest and 65 for work.

Standard working hours for different working weeks:

  1. With a 40-hour week, working time for the quarter is 519 hours: for October - 184, November - 168, December - 167.
  2. With a 36-hour week, the time allocated for work is 467 hours: in October - 165.6, in November - 151.2, in December - 150.2.
