Nuances of issuing a certificate

The certificate is issued in accordance with the administrative regulations of the Pension Fund of Russia. Let us highlight the main nuances that need to be taken into account when applying for this document:

  1. the issuance of a certificate can only be refused to a representative or authorized body who has not provided consent to receive personal data (courts and law enforcement agencies can do without such consent when sending an official request);
  2. the pensioner is not required to indicate the reason for applying for the certificate, but can mark it to include certain information in the document - for example, when issuing a certificate to assign benefits for housing and communal services, the contents of the document also include the amount of payments for a certain period;
  3. The law does not establish restrictions on the number of certificates issued and requests to the Pension Fund of the Russian Federation - each citizen can repeatedly submit a request and receive several certificates at once for submission to different authorities.

A certificate of the amount of pension payments is issued free of charge and without paying a state fee.

When a certificate is issued, it is registered in the Pension Fund's outgoing correspondence system. This allows you to use the document as evidence in court, when performing other legally significant actions. You can also check the authenticity of the certificate using the registration number. For example, when applying for benefits, an authorized state or municipal department may send a request to the Pension Fund department about the validity of the issued certificate.

The pension certificate does not have an expiration date. However, due to regular changes in the amount of payments, it is advisable to apply for the document directly as needed. For example, when submitting a loan application to a bank, you must submit a certificate issued no later than 10 days before submitting the documents.

Methods of obtaining

Regardless of the method you choose, the certificate will be provided to you in physical form - on paper, with signatures and seals of the department. Methods are now being developed to obtain a certificate online, in electronic format, but it is more reliable to have a physical document.

Why do you need an extract from the register?

The advent of electronic work books has eliminated the need for citizens to provide a paper record book when applying for employment. The pension certificate is received directly by the pensioner or by an official through a notarized power of attorney. Upon receipt of the book, the pensioner signs in a special data book.

Certificates that were previously issued to an elderly person continue to be valid despite the cancellation of the issuance of this document in 2015.

Types of document

The certificate discussed above was issued to old-age pensioners. However, in our country there are several categories of persons who have the right to count on pension provision, regardless of whether they reach the appropriate age.

This, first of all, includes employees of various state law enforcement agencies who are entitled to retirement based on length of service. Cash payments to them are awarded by the relevant departments, so the form of their pension certificates differs significantly from those issued by the Pension Fund. This applies to former employees of the Ministry of Internal Affairs, the FSB and the Armed Forces of the Russian Federation.

Their documents superficially resemble official IDs, which contain the following information:

  • the name of the department in which the owner of the paper served;
  • personal data and photograph of the established size;
  • rank (status).

These documents are also certified by the head of the unit that issued them, as well as by the seal of the relevant department.

As for survivors and disability pensioners, their identification documents did not differ in appearance from those issued for old age, but they stated the appropriate grounds for assigning pension payments.

How to apply for a new certificate?

Until 2015, older people received a corresponding certificate upon retirement. Now, instead of a certificate, an elderly person is given a certificate that contains the same information as the certificate.

To inform the insured persons about the information on compulsory health insurance, the Pension Fund uses the standardized form SZI-6; what kind of certificate it is and what information it carries – we will consider below.

The ILS (individual personal account) of the insured displays a set of information provided to the Pension Fund by policyholders for persons registered in the OPS system, and concerning factors affecting the accrual and calculation of pension benefits, including:

  • length of service until 2002 - data is indicated as of the time of registration in the personalized accounting system (such registration was carried out in 2003-2004, information about earlier work experience was entered into the ILS based on the data reflected in the work book of the insured person provided employer);
  • insurance period and the value of pension points (IPC);
  • deductions for a specific calendar period - information about personalized accounting of wages, amounts of insurance contributions;
  • information on investing pension savings.

Important!

The certificate of form SZI-6, generated according to the data of the Pension Fund, contains information only about the accrued and actually paid contributions for compulsory pension insurance by the policyholder. If the insured person’s compulsory health insurance contributions were not paid by the employer, information about them and the insurance period for this period is not included in the SZI-6 certificate. Claims for length of service actually worked, but not included in the insurance period due to non-payment, in accordance with current legislation (Article of the Law “On Personalized Accounting” No. 27-FZ) must be attributed to the employer, whose actions can be appealed in court .
