Maternity leave up to 3 years is paid from the Social Insurance Fund. Which categories of persons are entitled to support:

  • working insured citizens;
  • unemployed;
  • disabled;
  • full-time students;
  • IP;

The monthly benefit is calculated based on the income for the last 24 months preceding the year in which the mother went on maternity leave. The amount of security is 40% of the average salary for 2 years. If there are several children under 1.5 years of age in a family, then the payments are added up, but their amount does not exceed the full average earnings for the last 2 years.

It should be borne in mind that the maximum amount of income on which the payment is calculated should not be greater than the maximum rate for calculating insurance premiums. In 2021, this maximum is 912 thousand rubles.

Funds are paid within one and a half years after birth. Then, from one and a half to three years, the mother or guardian receives monetary compensation at the place of work.

The truth about payments for children under three years of age

These are not the same payments that were 50 rubles. Here's how it really is:

  1. The compensation payment for children under three years of age has not been increased. It will be 50 rubles per month, as before. The employer pays it at his own expense.
  2. The changes apply only to what are called Putin payments - for the first and second child.
  3. They are only available to families in which children were born starting in 2021.
  4. Starting from 2021, payments will be given to families whose average per capita income is no more than two subsistence minimums per person per month. In 2021 - no more than one and a half.
  5. Payments will be provided until the child’s third birthday. In 2021, up to one and a half years are prescribed.
  6. You can apply for benefits at any time until the child turns three years old. If you are not currently eligible for state support due to income, it may become available in 2021.
  7. An application with a package of income documents will need to be submitted every year.
  8. The amount of the benefit will not change - one subsistence minimum per child per month.
  9. There are no payments for the third child. Even if he was born in 2021 or later.

The state has canceled monthly compensation payments in the amount of 50 rubles for child care, which are paid from one and a half to three years.

What has changed: the term for assigning these payments has been increased to three years, the limit on average per capita income has been increased to two subsistence minimums, and the amounts by region have changed.

Starting this year, this payment is due to families whose average income over the last 12 months does not exceed two regional subsistence levels per person. Today, it is possible to receive such money until the child turns 3. At the same time, the first-born or second child should be born no earlier than 2021. If the child is the third, fourth or subsequent child, this option of state support does not apply.

The amount of the monthly payment is equal to the subsistence minimum per child established in a particular region for the second quarter of the previous year. For the first child, money comes from the federal budget, for the second - from maternity capital.

Temporary benefits

1. Allowance for children born between 04/01/2017 and 06/30/2021 – 5 thousand rubles per month

for April, May and June 2021. The payment is due only for those months when the child actually falls within these age limits, that is, if the child is born in June of this year, the family is entitled to only 5 thousand rubles.

2. Benefit for children born between 05/11/2004 and 06/30. 2017 – 10 thousand rubles at a time.

3. Allowance for children from birth to 16 years – 10 thousand for July.

3. All minor children of citizens who are registered with Employment Centers are entitled to a payment of 3 thousand rubles per month

for April, May and June. Benefits for those in need

Let me clarify right away: the official status of “poor” has nothing to do with these benefits. Payments to low-income children come from regional budgets; they differ in different regions. In this article I describe “means testing” - a new concept in law.

1. Monthly payments for the first or second children from 0 to 3 years old, born after 01/01/2021, in the amount of the subsistence minimum for a child in the region, the national average is 11 thousand rubles.

Rely only on families where the average per capita income does not exceed TWO subsistence levels of the population in the region. To calculate it, you need to add up the family income and divide it by the number of family members. (All about this abstruse calculation here). It is issued at the State Services, or at the MFC or the center for social protection of the population.

2. Monthly payments for children from 3 to 7 years old (inclusive), in the amount of half the subsistence minimum for a child in the region, the national average is 5.5 thousand rubles. Rely only on families where the average per capita income does not exceed ONE subsistence level of the population in the region. You can apply for benefits at the State Services, or at the MFC or social protection center from June 1, but you will be paid for the entire year retroactively for all months of 2021 (of course, if the child has already turned 3 by that time). Benefits for everyone

1. Maternity benefit. In fact, this is payment for sick leave. It is entitled only to working women, in the amount of the average monthly full earnings before tax for the 2 years preceding the year of sick leave, but not more than 322,191 rubles and not less than

4. Maternity capital.

Families in which their second children were born before January 1, 2021, or their first child was born after January 1, 2021, can receive a certificate for

Important:

The amount of maternity capital depends not on the year of birth of the child, but on the year the certificate was used. That is, if a child was born this year, and you use the certificate in 5 years, its amount may still increase.

5. Families in which the 3rd child is born between 01/01/2021 and 12/31/2022 can take advantage of mortgage loan compensation in the amount of 450 thousand rubles.

6. Families with children studying in grades 1-4 of primary school, regardless of income or place of residence, will receive daily free hot lunches from 2021. Residents of Moscow or St. Petersburg will be able to save about 1-3 thousand rubles per year per child on them.

Replacing the 50 ruble benefit

From January 1, 2021, instead of an allowance of 50 rubles, a new allowance will be paid in the amount of the child’s subsistence level in the region.

To receive this benefit, you must obtain a certificate of average earnings. Low-income families are entitled to a new child benefit.

Families whose average per capita income is no more than twice the subsistence level of the working-age population of their region for the 2nd quarter of the previous year will receive additional social support.

Who is entitled to benefits for up to 3 years?

Mothers can apply for child benefits:

  • those performing military service;
  • disabled people of groups 1 and 2;
  • unemployed as a result of the termination of the organization in which they were employed;
  • unemployed people who are undergoing retraining courses;
  • correspondence students of universities;
  • individual entrepreneurs;
  • those who care for a disabled child of group 1.

In addition to mothers themselves, the following people have the right to apply for this type of compensation for child care:

  • second parent;
  • children's guardian;
  • the person who took the child in for adoption;
  • grandmothers;
  • grandfathers;
  • other categories of citizens who are relatives of the children’s parents and who provide day-to-day care for the child.

What documents are needed to receive benefits?

The rest of the list of documents has not changed. As before, you need to fill out a lengthy application, consent to the processing of personal data and attach the following documents:

  • applicant's passport;
  • birth certificate;
  • certificates of income of all family members for the last 12 months;
  • account details.

The federal cost of living in 2021 for a child will be set at 11,004 rubles. Most Russian regions are guided by this amount. Therefore, for most parents, the benefit amount for up to 3 years in 2021 will be exactly 11,004 rubles.

Please note that Federal Law No. 418-FZ only applies to children born after January 1, 2018. Therefore, parents of children born in 2021 cannot claim benefits until they are 3 years old, despite the fact that their children have not yet reached this age.

How to apply for benefits?

Registration procedure:

  1. You must submit an application and documents at your place of work. If a woman is registered as an individual entrepreneur or unemployed, then she needs to submit papers to the social protection authorities.
  2. The documents are reviewed by the employer within 10 working days, after which benefits are assigned.
  3. If payments were made through the employer, they will be credited to the card on the day the salary is issued. Child benefits up to 18 years of age in 2021

From 2021, financial support for low-income families will be individual. Citizens whose average per capita income is below the subsistence level will be able to receive this benefit, provided they timely contact the social protection authorities and present a full package of documents.

It is too early to talk about the size of the benefit. The payment may be increased taking into account inflation over the past year, or it may remain at the same level.

Termination of payments

There are situations in which payments are suspended for up to 3 years:

  • the woman resigned of her own free will;
  • receives unemployment benefits;
  • early exit from vacation;
  • a woman goes from maternity leave to maternity leave;
  • the child was taken to a boarding school;
  • the mother was deprived of parental rights.

The termination of child benefit payments occurs from the next month after the occurrence of these circumstances.

What kind of extension?

The peculiarity of these payments for children is that they are assigned from the moment the application is submitted until the child turns 1, 2 or 3 years old. That is, if you submit an application when the child is 3 months old, benefits will be received in the next 9 months, after which the application will have to be submitted again.

This is not the easiest procedure - in addition to the fact that you need to go to the MFC or social security, every year you need to collect documents confirming your low level of income

. And these incomes are now calculated differently than usual - for the year (12 months), which ended 6 months ago. And if the family is truly in need, parents will have to confirm income with documents up to 3 times:

  • at the time of the first application for benefits;
  • when the child turns 1 year old;
  • when the child turns 2 years old.

But it is impossible to extend the payment through State Services

(because the social security department of a particular city is responsible for the registration), and in 2021 there is a coronavirus pandemic. What to do?

No, it will not be possible to receive benefits for several years; this is not provided for by law. After completing an application and submitting a package of documents, you can receive benefits a maximum of six months before the date of application. That is, if you submit documents in November, and the child is already 2.10, they can pay benefits for June-November. If you apply at the beginning of the year, you can only receive money for the current year; they will not pay for the previous year.

Can I get benefits for up to 3 years if I don’t work anywhere?

I receive an allowance of 50 rubles, can I get a new allowance for children under 3 years old?

If a child was born before January 1, 2020, then he is entitled to receive the benefit that he already receives. What changed?

A new benefit for child care under 3 years old will not be introduced in 2021. The changes affected benefits for the first or second child, which is currently paid only up to 1.5 years of age (Federal Law dated December 28, 2017 No. 418-FZ “On monthly payments to families with children”). Its size has not changed - this is the children's subsistence level of the region in which the family lives.

Not only did they extend child care benefits up to 3 years in Russia in 2020. The changes also affected the list of documents required to obtain it.

First of all, this applies to a certificate of family income and the procedure for submitting it. Currently, the payment of benefits is determined by the criterion of need. It is received only by those families whose income per person is less than one and a half times the subsistence level in the region. From January 1, the criterion for receiving benefits will be an income less than twice the subsistence minimum. Thus, the number of families who will receive child care benefits for up to 3 years should increase significantly from 2021.

The frequency of confirmation of need for this benefit has also changed. Currently, you only need to re-verify your income once. The procedure for assigning benefits is as follows:

  • when applying before the child is 6 months old, the benefit is assigned from birth;
  • when applying for benefits after the child is 6 months old, the benefit is assigned from the date of filing the application.

In both cases, the benefit was assigned for 1 calendar year. After this period, documents were required to be resubmitted to confirm family income for the past year.

Now there will be a different system for benefit payments. The new law from 2021 provides for twice resubmission of documents. And within strictly defined periods: when the child is one year old, and then two years old. Thus, regardless of the deadline for the initial submission, parents will have to re-submit income certificates in 1 year and 2 years. If the parents initially applied when the child was 9 months old, then the certificate must be submitted again not at 1.9 months (as in 2019), but already at 1 year. If a family’s income is significantly lower than the required norm, then such a change will not affect them much. But those families whose income is very close to twice the subsistence level and varies from month to month may lose several months of benefits due to strict deadlines for submitting documents.
