In 2021, companies will have to report to statistical authorities using updated forms. Rosstat finalized the reports on prices and finances, and also made a number of technical and substantive amendments to the reporting on the activities of companies, on the availability and movement of fixed assets, and on wages. The changes affected both the forms themselves and the procedure for filling them out.
A general change for all Rosstat forms - if there are no indicators to reflect the observed event, it is necessary to send a blank report to the statistical authorities. According to the new rules, it will not be possible to send an information letter.
Companies with separate divisions will be able to submit both separate forms for each division and a consolidated report for all.
Form No. 12-F
Annual statistical form No. 12-F “Information on the use of funds” has not undergone significant changes, but the procedure for filling it out has been clarified.
Thus, from the report for 2021, the form must include indicators for separate divisions that operate outside the Russian Federation.
The list of capital investments (line 295) is supplemented with costs for the purchase of vehicles.
It is clarified that lines 312-321 of the form reflect labor costs and accruals for wage payments.
Filling out information about the organization[edit]
To fill out information about the organization in the program, do the following:
- First, download the template file that you need to connect to the program. To download the template, go to the Rosstat website using the link below, then find the desired template in the list that opens and click on the link Download in column XML template

- In the program that opens, click Organizations, click the Create organization button
or click Operations - Organizations - Create Organization
- A form will open for you to fill out your organization details; carefully fill in all the data. Then click Save
.
Attention! The OKPO code cannot be changed after the organization is created!
Form No. P-6
Clarifications have been made for filling out the quarterly form No. P-6 “Information on financial investments and liabilities” (applied from the report for January-March 2021).
The report must reflect indicators for separate divisions, including those operating abroad.
Data in lines 450 and 460 are entered without taking into account internal turnover: the turnover of material assets within the enterprise, including between divisions and settlements between them related to the movement of fixed and working capital, should not be taken into account.
Nonprofit organizations do not need to submit the form unless they have business income and operate from earmarked proceeds.
Form No. 2-RTs
Statistical form No. 2-RTs “Information on the composition of the retail price and costs of retail trade organizations for the sale of certain types of goods” has been simplified:
- the list of products has been moved to the Application, there are still empty lines that you need to fill in yourself;
- in the table the order of the lines “Product name” and “Line number” has been changed;
- The column “Unit of measurement of goods” has been excluded;
- added the column “Product code” (to be filled out in accordance with the list of codes in the application).
Separate divisions located in one subject of the Russian Federation can submit a consolidated report for all divisions. If the “isolation” operates outside the Russian Federation, information on it is not included in the organization’s report.
The procedure for submitting the form by reorganized legal entities has been clarified: the legal successor submits a report from the beginning of the reporting month in which the reorganization took place. According to the current rules, it is necessary to submit a report from the beginning of the year of transformation, that is, for the reorganized entity.
The company can send a zero report if there is no data to fill out the form or if the retail organization pays UTII.
Form No. 2 - purchase prices
From the reporting for January of the next year, you need to use the adjusted form No. 2 - purchase prices “Information on purchase prices of certain types of goods”.
The table is supplemented by column 8 “Reasons for changes in the volume of acquisition”, where you need to indicate one of seven codes explaining the change in volume.
The list of respondents includes individual entrepreneurs whose number of employees exceeds 100 people.
According to the recommendation, when selecting information to fill out the form, you should select the most representative product groups, and from them - individual types of goods regularly purchased during the reporting year.
To simplify filling out the columns “Name of product type” and “Product code OKPD2”, the instructions provided a list of types of goods that are included in the report.
For the column “Reasons for price changes”, a new code 13 has been added: “There is no change in price/tariff or the change is insignificant.”
Form No. 1 - manufacturer prices
A number of changes have also been made to price form No. 1:
- sections of the form were given new names;
- section 1: a new code “13” has been added for the column “Reasons for price changes”, and code “10” for the column “Reasons for changes in shipment volume”.
A list of control ratios has also been added to check the correctness of entering information into the form.

Statistical reporting
We are waiting for updated statistical reporting forms regarding wages and employees who rent out LLCs and individual entrepreneurs (Rosstat Order No. 412 dated July 24, 2020).
Already in the first quarter of 2021, it is necessary to submit to Rosstat (quarterly):
- ZP-health “Information on the number and remuneration of healthcare workers by categories of personnel”;
- ZP-culture “Information on the number and remuneration of cultural workers by categories of personnel”;
- Salary education “Information on the number and remuneration of employees in the education sector by personnel category”;
- ZP-science “Information on the number and remuneration of employees of organizations carrying out scientific research and development, by personnel category”;
- ZP-social “Information on the number and remuneration of workers in the social service sector by personnel category”;
- P-4 (NZ) “Information on underemployment and movement of workers.”
And from February 1, 2021, you must provide (monthly):
- P-4 “Information on the number and wages of employees”;
- 1-Z “Labor Force Sample Survey Questionnaire”;
- 1-PR “Information on the suspension (strike) and resumption of work of labor collectives”;
- 3-F “Information on overdue wages” (from the report as of February 1, 2021).
And for starters, periodically, you need to provide information in the form:
- 1-T (professional) “Information on the number and needs of organizations for workers by professional groups” (once every 2 years for even-numbered years);
- 1-frames “Information on training (vocational education and vocational training) and additional education of employees of organizations” (once every 3-4 years).

Form No. 11 and 11 (short)
For section 1 of form No. 11, a table of correspondence of OKOF codes to the type structure of funds was added to the instructions. A clarifying footnote has been added to column 4: completion, modernization, reconstruction must be reflected regardless of the amount of costs incurred.
Section 2 of the report for 2021 is filled out only for fixed assets by type of economic activity - there is no need to indicate general indicators for all objects. For column D “FEA code according to OKVED2”, a table of correspondence between the alphabetic and digital FEA codes has been added to the instructions.
For both sections, control ratios for columns 6 and 13 have been added.
The table in section 5 has been formatted, but its content has not changed.
Similar adjustments have been made to Form No. 11 (short).
How to add and update statistical reporting forms in 1C: Accounting?

But there are times when the user cannot find any statistical report, or the form of this report has not yet been updated. What to do in such a situation? There are two options: 1) download the required form from the statistics website and upload it into the program manually; 2) download or update statistics forms directly from the 1C program. In this publication we will look at both options.
We will immediately provide the resource address https://websbor.gks.ru/webstat/#!/gs/statistic-codes, which will be useful to all accountants. On this site, by entering your INN or OGRN, you can find out what statistical codes are assigned to your organization, as well as see a list of required statistical reports. We recommend that you visit this resource more often in order to avoid misunderstandings with statistical authorities, especially in light of huge fines for late submission of reports. Remember that ignorance of the law does not exempt you from responsibility!
Let's move on to the topic of our article and consider options for downloading and updating statistical data in the program.
Uploading a statistical report form template manually.
The user can download the form from the statistics website, in the “Album of Federal Statistical Observation Forms” section and upload it to 1C.
Let's look at the steps step by step.
Step 1. Open the “Reports” - “Regulated Reports” section.
Step 2. Click the "Create" button.
Step 3. In the window that opens, go to the “Statistics” section and find the “Other forms” item.
To avoid searching through a huge list of forms, enter the name in the search bar at the top.
Step 4: Click the select button in the Template field.
Suppose we need to upload the forms “Information on fuel reserves (4-reserves)” and “Information on livestock production and livestock (3-farmer)”.
First, we downloaded form templates from the statistics website. But before downloading the forms, check first to see if these forms are included in the reporting kit.
Step 5: In the Template Selection Forms window, click Upload.
Step 6: Specify the form files in XML format. You can select multiple shapes at once using the Shift button. Click “Open” to transfer the forms to 1C.
The message “All XML templates have been successfully loaded” will appear and the user will be able to select a report form from the list.
We uploaded the 3-farmer and 4-stock forms. By clicking the “Select” button, the user continues working with the loaded form.
The second option for loading a form is to use the form update web service.
Uploading and updating statistical reporting forms via the 1C web service.
To update reporting form templates via the 1C web service, click the button of the same name in the template selection form.
To update forms, click the “Updates Only” button. The computer itself will mark the forms available in the program and, by clicking the “Update Templates” button, will update them.
To download a separate form, find it in the list and check the box. Click Update Templates. The form will be loaded into the program and displayed in the list of reports.
Wait until the download completes.
Once the download is complete, a window will appear confirming that the form templates have been loaded into the program.
Please note that if you log into the service again, there will be no “Updates Only” button - because... no forms to update.
To make your search easier, you can use the sort and search buttons.
When the user selects a loaded form, information about it is displayed under the template: “The latest version of the template is being used” and the revision of the form is indicated.
Click “Create” and a form will open for you to fill out.
Please note once again that all forms uploaded by the user themselves are generated in the “Statistics” – “Other Forms” section.
From the template selection form, the user can follow hyperlinks to the website of the Federal State Statistics Service.
Today there are a huge number of statistical forms. We have already looked at examples of filling out statistical reporting forms P-1 and P-4; perhaps this information will be useful to you.
There are situations when the above methods do not help. Then we recommend trying a few more options developed by 1C programmers.
Additional method No. 1: Downloading and updating reporting forms through the “Settings” section
The same steps for downloading and updating statistical report forms can be performed in the “Settings” section of regulated reporting.
Perhaps this option will be more convenient for you.
Step 1. Go to the “Reports” - “Regulated Reports” section.
Step 2. Switch to the “Settings” section and follow the hyperlink “Configuring XML templates for electronic versions of reports” in the “Reports to Rosstat” subsection.
In the reference book “Templates for electronic versions of statistical report forms”, you can also update forms via a web service by clicking the “Update via web service” button of the same name, or download a form template downloaded from the Rosstat website using the “Download” button.
Using the hyperlink “Go to the Rosstat website with a complete list of current templates” you can download the required form.
Let's consider both options: updating forms and uploading a new template through this section.
By clicking the “SCO server address setting” button, in the form of a “wrench”, the user can view the ON-line module server address setting for updating templates.
Step 3. Click the "Update via Web Service" button.
Step 4. In the update download window, select the required forms. By default, the templates available in the infobase are marked. Click the "Update Templates" button.
Upon completion of downloading the templates from the Rosstat website, the reporting forms will be updated in 1C.
Click OK.
Optional Method #2: Manually Upload XML Report Templates
To consider the second option for downloading the template form, first download it from the “Album of Federal Statistical Observation Forms” from the Rosstat website.
To do this, follow these steps:
Step 1. Follow the link “Go to the Rosstat website with a complete list of current templates.”
Step 2. In the forms album that opens, enter the name of the form in the search bar and click “Find”.
For example, we will search for the “1-entrepreneur” report form template.
Step 3. Expand the arrow in the name of the form and click on the icon – “Download XML”.
The template will be saved in your Downloads folder or another folder depending on your computer setup.
Step 4. Click the “Download” button and select the template downloaded from the site - a file in XML format.
In our example, the “1-entrepreneur” report form template is named f_misp_ip_01.
After loading the template, click "Ok".
The file with the form template has been exported to the 1C system.
In the future, downloaded templates can be generated in the “Statistics” - “Other” section, as we discussed above.
In the “Template” field, find the downloaded form and click “Select.” In our example, “Form No. 1 – entrepreneur” is loaded. Information on the activities of an individual entrepreneur for 2021.”
When generating forms of statistical reports in 1C and selecting forms from downloaded templates, the program monitors and checks the relevance of the form formats downloaded by the user.
During reporting periods and before generating reporting forms, it is recommended to update the program to the latest current release.

The deadline for submitting the statistical form for 2021 has been postponed to July 1 (previously it was June 30). Information on detachments outside the Russian Federation is not included in the report.
In section 1, column 4 “Depreciation group number” is excluded from the table. The procedure for filling out column 3 “Order number of the object” has been clarified: the numbering is in Arabic numerals from 1 to 5. When moving to a new type of fixed assets, the numbering begins again. When filling out column 6 “Full accounting cost of the object at the time of sale in the reporting year,” if the object was acquired or sold at the end of the financial lease (leasing) agreement, you must indicate the full value under the agreement, and not the purchase price.
In section 2, column 5 “Depreciation group number” is excluded from the table. It is clarified that in column 7 “Full accounting cost of the object as of the end of the reporting year” for objects acquired under a financial lease (leasing) agreement, the full cost under the agreement is indicated. Rosstat has updated a number of forms on the activities of enterprises, including No. P-1 “Information on the production and shipment of goods and No. 1-enterprise.
Statistical reporting forms
Statistical observation forms are developed and approved by the Ministry of Finance and the Federal State Statistics Service.
For each form, a procedure for filling it out is developed. Submission of reports is possible both on paper forms and in electronic form. Let's consider the main forms of statistical reporting that legal entities submit to territorial statistical bodies.
Statistical reporting of small enterprises Small enterprises (except for microenterprises) submit quarterly to the statistical authorities form No. PM “Information on the main indicators of the activities of a small enterprise.” The form is filled out with a cumulative total for the period from the beginning of the year and is submitted no later than the 29th day of the month following the reporting quarter.
Thus, for the period from January to December 2021, the report must be submitted no later than January 29, 2021 on a form approved by Order of the Federal State Statistics Service No. 547 of September 4, 2014.
Also, organizations - small enterprises are required to submit to the territorial division of Rosstat a one-time form No. MP-SP “Information on the main indicators of the activities of a small enterprise for 2021” no later than March 31, 2021.
Individual Entrepreneur Reporting There is also separate reporting for individual entrepreneurs.
Individual entrepreneurs are required to submit a one-time form No. 1-entrepreneur “Information on the activities of an individual entrepreneur for 2021” no later than March 31, 2021.
Reporting of enterprises that are not small businesses Statistical reporting form No. P-1 “Information on the production and shipment of goods and services” is submitted by all legal entities that produce goods and provide services to organizations and citizens. The average number of employees of such enterprises for the previous year must exceed 15 people, including part-time workers and those working under civil contracts.
The form displays data only for the month. The deadline for submitting the report in Form No. P-1 is no later than the 4th day of the month following the reporting month.
Form No. P-3 “Information on the financial condition of the organization” is also presented monthly, but on an accrual basis at the end of the reporting period. At the end of the month, the report is submitted no later than the 28th day of the month following the reporting month; based on the results of the quarter - no later than the 30th day of the month following the reporting month.
If the last day of the reporting submission period coincides with a weekend, it is postponed to the next working day.
Thus, information in form No. P-3 as of February 29, 2021 must be submitted no later than March 28, 2021, and as of March 31, 2021, information must be submitted no later than May 4, 2021 inclusive (since April 30 is Saturday and taking into account the transfer of holidays).
Form No. P-4 “Information on the number, wages and movement of employees” of organizations with an average number of employees of more than 15 people is submitted to the statistical authorities every month no later than the 15th day of the month following the reporting month.
If the average number of employees does not exceed 15 people, this information is submitted quarterly.

14 statistical forms on pay and working conditions, number of personnel have been updated, and the procedure for filling them out has also been clarified. Among them:
- Form No. 1-T “Information on the number and wages of employees”
- Form No. P-4 “Information on the number and wages of employees.” The procedure for filling out the report has been adjusted. If there is no information, a blank report is sent to the statistical authorities. There is no need to include data on separate divisions operating outside Russia in the form.
- Form No. 3-F “Information on overdue wages.” We adjusted the years to fill in lines 09-11. Information on foreign divisions is not required to be included in the report.
