Who should report to Rosstat

Statistical reporting is provided for any business entity, regardless of the type of their activity. Large organizations are required to report regularly; they often submit several reporting forms at once. Representatives of small and medium-sized businesses, as well as micro-enterprises, submit statistical reports when they participate in continuous statistical observations once every 5 years, and in the period between this they can be included in the Rosstat sample based on various criteria - type of activity, revenue volume, number, etc. (Resolution of the Government of the Russian Federation dated February 16, 2008 No.).

Reports within the framework of sample studies can be submitted quarterly or monthly, and for micro-enterprises only annual statistical reporting is acceptable (Clause 3, Article 5 of Law No. 209-FZ dated July 24, 2007).

Rosstat: templates for statistical reporting forms 2021 can now be downloaded from a special online resource

Moscow, 02/05/2021, 16:11:36, editorial office PRONEDRA.RU, author Dmitry Minyailo.

Since changes have now been made to the legislation, private entrepreneurs from 2021 are required to submit not only annual reports, but also quarterly and monthly ones.

From the beginning of this year, small business owners need to submit the following reporting forms:

a) Data on the production of micro-enterprises;

b) Summary information on production, volume of shipment of finished products and available production capacity;

c) Information on generated and distributed electrical energy;

d) Data related to the activities of the individual entrepreneur.

For entrepreneurs, so that they do not miss deadlines for making the necessary reports and are always aware of the reporting calendar, a special online resource has been created - https://statreg.gks.ru/.

By following the link, you will find a special request form, which consists of several fields. They will need to be filled out. There are four fields in total:

The first is the type of notification depending on the legal form of ownership. It includes all legal entities, as well as their branches, including individual entrepreneurs and notaries.

The second is the OKPO organization, the so-called All-Russian Classifier. Please note that you can view the parameters in a special extract from the Unified State Register of Legal Entities or in the enterprise card;

Third, the company’s TIN, which is the main characteristic of absolutely any commercial organization;

The fourth is OGRN, the main registration number of a legal entity or individual entrepreneur.

Let us remind you that today Rosstat carries out two types of monitoring.

Random or complete checks are created in order to carry out a distribution of companies or individual entrepreneurs in order to collect statistical data. All information will be used to post it in external sources, as well as during planning of annual regional budgets. In the event that continuous sampling is carried out only once every five years, then selective observation as one of the control tools will be carried out every year.

You can submit reports through your Personal Account, which you can create on the website. The report is sent after applying a special electronic signature. The service also provides the ability to view the results of reviewing all reports you sent.

For ease of use of the service, it provides all the necessary information on one of the specified parameters. After a special verification code is entered, the accountant or entrepreneur gets access to all the necessary reports. A list of all reports is provided in PDF format.

Any registered company or individual entrepreneur is obliged to promptly submit all the necessary reporting forms that the site will issue upon request. Note that neglecting this resource is fraught with unpleasant consequences. This site is also regularly used by department employees. Therefore, they have the right at any time to impose penalties on an individual entrepreneur or a company that has not sent any of the reports on time.

How to find out which forms of statistical reporting you need to report on

Having formed the sample, the territorial bodies of Rosstat are obliged to notify the individual entrepreneurs and organizations included in it of the need to submit the relevant reports, as well as provide forms for completion. If there was no such notification, individual entrepreneurs and companies can independently find out what forms they will use to report in 2018.

How can I find out from the statistics agency which reports (by TIN, OGRN or OKPO) need to be submitted in 2021? The easiest and fastest way is to go to the Rosstat website, on the page ]]>statreg.gks.ru]]> indicate your status (legal entity, individual entrepreneur, branch, etc.) and enter one of the listed details in the special fields. As a result, the system will generate a list of statistical reporting forms that a person must submit, indicating their name, frequency and submission deadline. If the list of statistical reporting forms for 2021 is empty, you do not need to report to Rosstat in this period. Information on the site is updated monthly.

Also, a company or individual entrepreneur can contact the territorial body of Rosstat with an official written request for a list of reports, but this will take much more time (clause 2 of Rosstat’s letter dated January 22, 2018 No. 04-4-04-4/6-smi).

Where can I find forms in 2021?

If you have already clarified your individual schedule for submitting statistical reports for 2021, then all that remains is to find the necessary forms. It is recommended to download them from the website of the statistics department. Standards change from time to time, and the 17th year was no exception: changes affected a number of forms.

According to the rules, statistical reports submitted in 2021 must be sent to TOGS no later than the deadline provided for them. If this date falls on a weekend, the deadline is moved to the next working day.

You can choose the delivery methods and formats for statistical reporting for 2021. For those who pass on paper:

  • provide in person - this can be done by the manager or employee for whom the power of attorney is issued;
  • send by mail - you need to pack the documents in a registered letter, add an inventory and a receipt.

If an individual entrepreneur, non-profit organization, joint-stock company or LLC submits statistical reports electronically in 2021, then you can use the following channels:

  • through the Rosstat Internet service;
  • via a telecommunications channel.

In both cases, an electronic signature is required.

Statistical reporting forms and deadlines for their submission

Statistical forms can be grouped depending on the type of business entity: for example, statistical reporting of individual entrepreneurs, micro-enterprises, medium and small firms, large organizations; there are also forms on which all of the listed entities can report.

Some 2021 statistical reporting may only be intended for certain sectors of activity: agriculture, retail trade, construction, etc. You can also highlight statistical reports presented by the number and composition of personnel, volume of revenue, products produced, etc.

Each statistical form has its own deadlines for submission, violation of which can result in significant fines (Article 13.19 of the Code of Administrative Offenses of the Russian Federation): 10 – 20 thousand rubles. for officials, and 20-70 thousand rubles. For the company. Responsibility for repeated violation of deadlines for submitting statistical reports will increase to 30-50 thousand rubles. for responsible officials, and up to 100-150 thousand rubles. for the organization. The same penalties apply when submitting false statistical data.

If there are no indicators for filling out reporting, Rosstat must be notified about this in a letter, and it should be written every time the next reporting date occurs (clause 1 of Rosstat’s letter dated January 22, 2018 No. 04-4-04-4/6-smi).

Along with statistical reports, legal entities are required to submit a copy of their annual accounting reports to Rosstat. Accounting “statistical” reports (including those in simplified forms) are submitted no later than 3 months after the end of the reporting year (for 2017, the deadline is 04/02/2018). For violating the deadline, officials can be fined 300-500 rubles, and the company 3-5 thousand rubles. (Article 19.7 of the Code of Administrative Offenses of the Russian Federation).

New OKVED codes in 2021

All-Russian activity classifier codes are posted on the Rosstat website. You can also clarify them in TOGS. But in 17, new codes were approved. Many people have a question: what codes are included in the deadline for submitting statistical reports in 2021?

If the documentation is submitted before 16, then you should take the old codes. But if we are talking about statistical reporting on personnel in 2018, then it is necessary to use a new table.

According to official information from Rosstat, version codes dated January 1, 2021 should be used only for those statistical reports for education in 2021 and other labor areas that are submitted for the same year. This also explains why changes were made to some forms of statistics.

Forms for submitting statistical reporting of small enterprises 2018 table

The Federal Tax Service has edited the control ratios of VAT declaration indicators. This is due to the entry into force of the order amending the VAT reporting form.

If a company, in order to save on taxes, instead of recruiting a staff of employees, has entered into contracts for the provision of services with several individual entrepreneurs, tax authorities can still recognize the work of such individual entrepreneurs as labor activity and hold the cunning employer accountable for evading the duties of a tax agent for personal income tax.

Reporting to statistics in 2021 for small businesses

The activities of small enterprises are subject to continuous statistical observation once every five years (Part.
