Concept: what is UIP in a payment plan?
UIP is a unique payment identifier, which consists of 20 or 25 digits. It is used to quickly and correctly credit an incoming payment to your account. The numbers in this code indicate the payment administrator, the type of payment and the document that obliges it to be made. Therefore, each payment is assigned an individual identifier. But not always.
Unfortunately, the current legislation does not clearly explain where to get the UIP in a payment order starting from 2021. Although in certain cases, affixing this code to the payment document is formally mandatory. Therefore, it is necessary to have an idea of how to find out the UIP. At the same time, the legislation does not establish the obligation of the payer to independently determine the meaning of the UIP.
This code is assigned to the payment by the recipient of the funds and then communicates it to the payer on the basis of the agreement. The bank in which the obligated person has an account opens, when servicing it, checks the presence and correctness of the UIP value in the payment order. In some situations, if this information is filled out incorrectly, the payment may be rejected by the bank.
What is the difference between UIN and UIP?
It would be nice for the average user to know what the difference is between these identifiers, and what nuances there are in connection with the UIN compared to the UIP.
Payers often confuse these consonant terms, since both identifiers must be written in the same column under number “22” in the receipt. However, these codes have one significant difference. The UIN is intended for transfers in favor of the state and is formed by the relevant authorities (for example, the Federal Tax Service). The UIP is necessary for transferring money to the accounts of non-governmental institutions and is assigned by the recipient of the payment.
When filling out a receipt, it is enough to enter the code from the receipt or other document instructing you to pay a certain amount. For example, when making a payment in favor of the tax service, you need to rely on the resolution. It contains the details that must be transferred to the appropriate field when paying the receipt.
Important! It happens that the document instructing you to pay the bill indicates the UIN, but the bank requires you to enter the UIN. Then it will be enough to enter the code that is available, that is, the UIN. This is not considered an error and the payment will be processed successfully.
Most computerized services and banking programs have abandoned the use of the concepts “UIN” and “UIP”. They limited themselves to the general term “Payment ID”.
When to specify a unique payment identifier
Cases when affixing the UIP code in a payment order is mandatory are listed in the aforementioned Regulation on the Rules of Money Transfers No. 383-P of the Bank of Russia. In accordance with this document, the UIP is included in the payment if it has already been assigned by the recipient of the funds. And the assignment of a UIP to a payment is possible in 2 cases:
- The identifier is assigned to the payment by the recipient of the funds, and he is obliged to provide this information to the payer in accordance with the agreement. In this case, the recipient’s bank, on the basis of a banking service agreement, can control the correctness of the reflection of the UIP in the order for the transfer of funds (for example, when paying for government services to the payer, including an individual, the UIP is reported to transfer funds).
- When an obligated person pays contributions to extra-budgetary funds and taxes on the basis of a demand for payment. The UIP code is reflected in the requirement and is required to be included in the payment order.
When transferring sums of money, the UIP is indicated on the payment slip only when it is known to the payer. If there is no information about this detail, then put “0” in field 22, since it is unacceptable to leave it blank. The bank will not accept payment orders with unfilled mandatory details.
For groups of taxpayers such as individual entrepreneurs, lawyers, notaries, farm managers, etc., there are some special features when filling out the details for 22 payments. When transferring funds to the budget in the payment order, they indicate:
- or your TIN in the “Payer TIN” field;
- or UIP in the “Code” field.
If the document contains a TIN, then a zero is entered in the “Code” detail. In such cases, banks do not have the right to require simultaneous completion of both details, as happens in some cases. Each digital position of the code has a meaning and a specific decoding:
- the first three are the manager’s code (for example, for the tax office it is 182, for the traffic police it is 188);
- the fourth digit is the organization accepting the payment;
- the remaining positions are the purpose of the transfer, indicating other necessary specific information for its identification.
What to do if the UIP is indicated incorrectly
When the UIP is entered incorrectly on a payment slip, the bank is still obliged to fulfill the client’s payment order. The following cases are exceptions:
- when the accounts of the recipient and the payer are opened in the same bank;
- when the account to which the funds are transferred is opened for the purpose of identifying the payment.
In these situations, the bank of the obligated person, after checking all the details, will cancel the payment if there is no UIP in it.
If a payment order is executed but the code is entered incorrectly, a problem with payment identification may arise. And then the obligation to pay debts on taxes, contributions, as well as penalties and/or fines will be considered unfulfilled. The payer may need time to identify and clarify the payment. And this will lead to additional penalties.

Differences between UIP and UIN
The first abbreviation is a unique transaction identifier containing information:
- type of money transfer;
- information about the receiving party;
- documentation requiring payment to be made.
The second value shows the unique accrual identifier assigned to each transaction carried out towards a state or municipal body of Russia. The main purpose of the UIN is to obtain information regarding money received into the state budget treasury.
To fill out a payment statement, you must enter the twenty-digit digital combination indicated on the form instructing you to make the payment. A striking example is payment to the tax office, when it is required to be based on a resolution. The documentation form will contain the required details for filling out the payment.
Occasionally, cases arise when at a bank branch it is required to enter the UIP value on the payment order form, but the resolution contains the UIN. An ambiguous situation will require you to enter UIP data, and Sberbank will carry out the financial transaction. Modern computer programs and banking structures are gradually abandoning these abbreviations in favor of the phrase “payment identifier”.
Who should indicate it?
Both ordinary citizens, entrepreneurs (individuals), and legal entities can indicate a unique payment identifier. This can be done when paying taxes directly in the information system account or through a bank. When transferring, you should take into account that payment through Sberbank has its own characteristics. They have their own special form, when filling it out, a unique identifier does not need to be specified. The UIN is indicated when paying taxes and state duties through the State Services service or a bank branch.
If an individual or legal entity fills out payment documents for the payment of taxes and fees, the payment deadline for which has not yet expired, then he may not enter a unique identifier, but insert a zero in the due date for entering the details. Although this method of filling out the line is permitted by law, when paying through a bank, the employee may require filling out the line with a 20-digit payment number and has the right to refuse to accept the payment. What is IPGU and how does it stand for?

In 2021, the Ministry of Finance, by a special order, initiated the creation of an IPGU code, that is, an identifier for the recipient of public services .
The fact is that, according to the same order, the payer must present the UIN or Taxpayer Identification Number when paying any invoices issued by government agencies. But not all individuals have these documents, which is why the concept of IPGU was introduced. Thanks to it, instead of UIN and TIN, you can enter the number of any document that identifies the payer in the appropriate field. SNILS or passport, military ID or license will do.
The reform affected only payments for government services, but in order to avoid situations with failed payments, all potential payers should be aware of such innovations.
SUIP in the payment order-receipt
Every payer should know how to correctly fill out the payment form itself . The following information is required:
- payer's TIN;
- coding of the reason for registration (registration) of the taxpayer;
- BIC of the institution where the transaction is made;
- full name of the bank and its legal address;
- transaction designation (transfer type code);
- date of the operation performed.
The encoding of the unique number is indicated in column “22”. If the transaction is carried out exactly on time, then “0” is written in this field.
Why do you need a unique number?
Every day, millions of people make electronic payments through Sberbank. What to do if the system fails and the payment does not go through? The money could have gone to the wrong place and due to an error in the details, perhaps the account to which it was sent no longer exists.
