The amount is determined as follows:

  • the initial amount is determined by Article 12 of the Federal Law on State Benefits for Citizens with Children (No. 81 of May 19, 1995);

Who is eligible to receive?

According to Article 11 of Federal Law No. 81 of May 19, 1995, the right to receive a lump sum payment has the following features:

  • money is paid to one of the parents or the one who replaces the parents;
  • if two children were born, then payments are made for each of them;
  • If the newborn died, then no payments are made for him.

The same thing happens with adoption. The nuances of this situation are established by Art. 12.1 Federal Law No. 81:

  1. The money is paid to one of the adoptive parents or guardians;
  2. If there are two children in a family, then payments are made for each of them.

ATTENTION! Since only one of the parents (guardians, adoptive parents) has the right to be a recipient of such state assistance, the second one needs to receive confirmation from the place of work (or from the Social Insurance Fund - if he is not officially employed) that he is not provided with payments.

One-time benefit

Such a subsidy is a small number of benefits currently in force that are provided to one of the parent spouses or the person who replaces them.

The payment of money is made regardless of the labor merits and social status of the persons who care for the newborn. True, working parents receive assistance in the form of compulsory social insurance, and non-working parents receive assistance in the form of state social security.

In the unfortunate circumstance where the child is stillborn, such financial assistance is not awarded. If several offspring are born, then funds are paid for each of them.

Where to get it?

The place to apply for government assistance depends on the applicant’s form of employment:

  • Officially employed citizens contact their employer and give him the collected papers.
    Payment is made at the place of work;
  • non-working parents submit an application to social security;
  • Full-time students must also submit papers to the social service.

When deciding which parent (if both are available) will receive one-time assistance, the following principle applies: the state will provide support to a working citizen (if one works and the other does not).

If both legal representatives of the newborn work (or do not work), then the issue is resolved by the parents themselves. That is, it is possible to receive a payment from the father’s work.

Amount and principle of issuing child benefit

The amount of such monetary assistance is not fixed - its amount is indexed and changes every year. For 2015, this is 14,497.8 rubles, but in 2021 it is expected that it will be equal to 15,294 rubles.

This type of financial assistance is issued to one of the parents who has a job. When only one of them is employed, then assistance is calculated and issued at the enterprise where the mother or father is registered. In the event of a combination of circumstances when both guardians are deprived of work, they receive subsidized funds from the Social Insurance Fund.

What do you need to receive?

In order to receive a payment, you need to contact your employer or social security office and present the following package of documents:

  1. Actually an application requesting one-time government assistance.
  2. Certificate in form 24 from the registry office.
  3. A copy of the work book with an entry from the last workplace.
  4. If the applicant is unemployed, he submits a paper confirming his status.
  5. If the marriage between the parents is dissolved, then a corresponding certificate is submitted.
  6. A certificate stating that the second parent does not receive similar state benefits at his place of employment or registration.

ATTENTION! The latter is not provided if there has been a divorce. In this case, it is replaced by a certificate of the relevant legal fact. Then one-time assistance will be given to the citizen with whom the newborn lives (clause 27 of Order of the Ministry of Health No. 1012n dated December 23, 2009).

Many divorced parents ask the question: is a social security certificate required for alimony when applying for this benefit? No such certificate is needed.

All of the listed papers are submitted no later than six months from the birth of the child (clause 80 of Order 1012n).

Who is the assistance intended for and who pays for it?

Childbirth assistance is provided to one family member at the place of his main job. If parents are not employed, they will need to contact their local Social Security office.

It will be necessary to take into account that:

  • For parents who have permanent employment or are in the civil service, the accrual is carried out at the place of permanent work from the Social Insurance Fund.
  • If a marriage is dissolved, benefits are assigned to the parent with whom the child permanently resides.

Benefits for workers are issued at the main place of work from the social insurance fund.

The amount of financial assistance for unemployed citizens is calculated and paid by the State Social Protection Fund.

Registration of payment from the employer

To calculate one-time assistance from your institution, you need to submit the following documents to the accounting department:

  1. Statement.
  2. A document confirming the birth of a baby, issued by the Civil Registry Office (form 24), and is issued when registering a newborn.
  3. Originals and photocopies of parents' passports.
  4. Original and photocopy of the child's birth certificate.
  5. A document confirming that the other parent did not receive such assistance at his enterprise.

The documents will be checked and the originals returned to the applicant.

Material assistance through the social protection fund

Now let’s look at how to receive a one-time benefit for a non-working parent at the birth of a child. First of all, even parents who are unemployed for one reason or another have the right to receive social assistance.

Registration of the benefit involves the collection of the documents listed below. Required:

  1. Application for assistance.
  2. Certificate from the maternity institution about the birth of the baby.
  3. Documents confirming parents' pension insurance.
  4. A certificate from the management company stating that they live with the child.
  5. Original passports of parents and their photocopies or documents replacing them, which have a registration mark.
  6. Excerpt from the labor report, which indicates the real place of work.
  7. A document from the territorial department of social protection about the non-allocation of such assistance earlier.

The decision to grant benefits in connection with the birth of a child is made within no more than ten days from the time the documents are submitted. If assistance is refused, the applicant will be informed about this within five days. The full package of documentation is returned to him.

Do you need copies of documents?

According to clause 28 of the Order of the Ministry of Health and Social Development of Russia dated December 23, 2009 No. 1012n, when submitting papers for the appointment of one-time state assistance, copies of the following papers are required (if there are relevant legal facts):

  1. Birth certificates, if the birth occurred abroad: then it is issued by the consulate or other authorized body.
  2. Court decision on adoption.
  3. Agreement on the transition of a minor to a family;
  4. Identity cards – for foreigners and stateless persons.
  5. Refugee certificates - for refugees.
  6. Temporary residence permits in Russia (as of December 31, 2006) - for persons who are not Russian citizens and who are not subject to compulsory social insurance.
  7. Confirming certificates - for those individuals who are individual entrepreneurs, notaries, lawyers and are engaged in other professional activities that require state registration or a license.

IMPORTANT! Along with photocopies of these papers, the originals must also be submitted.

Where can these documents be obtained?

The necessary certificates can be obtained depending on their purpose:

  • a birth certificate is received at the maternity hospital and then transferred to the registry office, where on its basis a birth certificate is immediately issued and a certificate is issued in form 24;
  • a copy from the work book is issued at the place of work;
  • if the applicant is unemployed, he submits a certificate confirming his status, obtained from the labor exchange or social security;
  • if the marriage is dissolved, then a corresponding certificate obtained from the civil registry office is submitted;
  • a certificate stating that the second legal representative does not receive similar state benefits at his place of work or from the social security authorities is obtained, respectively, either from the employer or from the social security authority.

The issuance of the above papers takes some time, so it is advisable to attend to this immediately after the birth, since the submission period is only six months.

One-time payments

One-time payments are the amount of material support that is allocated in full immediately. The expectant mother can receive some of these subsidies even before birth:

  • payments to working women who registered before the 12th week of pregnancy - 675.15 rubles;
  • maternity benefit from the 28th week - 100% of the average salary for the last 2 years.

The latter can be applied for not only by working mothers. Unemployed women who were fired from their last job less than 1 year ago due to the liquidation of the enterprise can count on maternity leave. The employer is also obliged to accept an application for maternity benefits if a woman goes on maternity leave within a month after dismissal for special reasons.

Birth benefit

After the birth of the baby, the mother has the right to a lump sum birth benefit. The amount in 2021 is 17,479.73 rubles, however, increased coefficients are applied in the northern regions of the country. You can apply for money from the moment your baby is born until he is 6 months old.

A lump sum benefit is not received for the birth of a stillborn child.

Parents or legal guardians receive the money. The application is submitted to the accounting department of the organization where one of the parents works or studies. If both guardians are unemployed, then the documents are submitted to the district social protection department. Along with the application for a one-time benefit, you will need a standard package of documents:

  • parent's passport;
  • medical certificate of the child’s birth in form No. 24;
  • child's birth certificate.

How to write an application for a one-time benefit at the birth of a child

Depending on where the documents are submitted, their list may be increased. At the place of work, these are enough, but to the social security authorities you need to bring SNILS, a certificate from the Criminal Code or Housing Office about joint residence and a copy of the last completed pages of the work book.

A mandatory requirement is a certificate of non-payment of benefits to the second parent. It is necessary if the parents are married. The document is ordered from the accounting department of the organization where the second spouse works, and if he is unemployed, from the social security department. This certificate confirms that the benefit was not previously received.

When twins are born, the benefit must be received separately for each, that is, in double size.

Other types of lump sum payments

At the birth of their second and subsequent children, parents receive a certificate for maternity capital in the amount of 453,026 rubles. This subsidy is issued to families where the second and subsequent children were born or adopted after January 1, 2007. You can receive a certificate before the child turns 18 years old at the regional branch of the Pension Fund.

Until what year is the maternity capital program valid?

Pregnant wives of conscripts receive additional support. After the 28th week of pregnancy, the spouse can receive a subsidy in the amount of 27,680 rubles. The application is submitted at the husband's place of service.

Regional benefits

In the regions there is an additional system of incentives for young parents. However, the types of compensation vary greatly. For example, the federal maternity capital program has regional analogues.

In Bashkiria, upon the birth of their first child, young families are paid 300,000 rubles to improve their living conditions. In the Sverdlovsk region they receive 126,405 rubles for the third child.

As in the case of federal maternity capital, money can only be used for certain needs.

How long does it take to complete the necessary documents?

The processing time also depends on the type of paper issued:

  • a birth certificate is issued at the maternity hospital upon discharge, which means this happens, on average, 5 days after birth;
  • a copy from the work book is issued at the place of work immediately upon application;
  • if the applicant is unemployed, then he can receive a certificate confirming that he has such status immediately upon application;
  • a divorce certificate is received within three days one month after submitting the relevant application;
  • a certificate stating that the second legal representative does not receive similar assistance at his place of work or from the social security authorities is obtained, respectively, either from the employer or from the social security authority upon application.

IMPORTANT! Registration occurs 10 days after submitting the required package of documents.

Payment terms

After all the necessary documents have been submitted, the application will be considered and the money will be transferred within the established time frame:

  1. Until the 26th day of the next month - if the application is submitted to the Social Insurance Fund;
  2. Within 10 days – when submitting an application at work.

The transfer is made by the employer's accounting department (for employed citizens) or by mail or bank account number (for unemployed or full-time students).

Is it possible to apply for benefits through the State Services website or MFC?

Both one-time and other types of state benefits can be issued through the State Services website and in multifunctional centers (MFC).

Submitting an application through multifunctional centers is not particularly different .

This method is in some ways even more convenient.

For example, all necessary copies can be made directly at the MFC.

Before going to the MFC, you need to either register on the website or make an appointment by phone: this institution has an electronic queue.

To complete registration through the State Services website, you need to be authorized on it. To do this, register using passport and insurance data and receive a password.

Next, the algorithm of actions is as follows:

  • enter the website and select the “Pension, benefits and benefits” section;
  • select “Child benefits”;
  • click on the section “Public service for the appointment of a one-time…”;
  • enter the required data and check the “Agree” box on the user agreement;
  • indicate the details of the applicant, select the result of the service;
  • click “Submit”.

The application is registered within 1 business day. The transfer of money must occur within 10 days from the date of application.

Monthly allowance for child care up to 1.5 years

It can be received not only by mothers, but also by fathers, guardians and even relatives - grandparents. The main thing is that they actually care for the child.

The amount of child care benefit is 40% of average earnings for the previous 2 full years. At the same time, it cannot be lower than the minimum and higher than the maximum established by the state.

For this benefit, there are minimum and maximum possible values:

  • the maximum amount of child care benefits from January 1, 2021 is 29,600.48 rubles;
  • the minimum calculated amount (according to the minimum wage) from January 1, 2021 is 4,956.80 rubles, but not less than the benefit paid to unemployed caregivers.

Nuances when receiving benefits

In addition to the above, there are other features :

  • if both legal representatives of the newborn are full-time students, state assistance is assigned by the social service at the applicant’s place of registration;
  • In the event of divorce between father and mother, by the time the application is submitted, the money is transferred to the person with whom the newborn remains to live.

ATTENTION! In the latter case, the accrual, as in other cases, is made depending on the applicant’s employment status - at the place of work or registration.

Can they refuse to receive it?

According to legally established rules, money will not be paid in the following cases:

  1. If the baby died.
  2. The applicant is deprived of parental rights in relation to the newborn.
  3. The information provided for registration does not correspond to reality.
  4. The application was submitted later than the legally established deadline (six months after the baby was born in the family).

In the listed cases, the citizen will be denied registration at the place of application.

One-time state benefits can be obtained regardless of social status and employment: it is given to working people, students, and the unemployed.

The only thing that needs to be confirmed is that the baby lives together with the applicant, and also that the second legal representative does not receive similar government assistance at his place of registration or work.

What to do after the birth of a child

After the birth of the baby, the new mother can receive a lump sum benefit. From February 2021, the payment amount was 16,350.33 rubles.
From 1.02.2019 18,004.12 rub. Until the child turns 1.5 years old, the state pays a monthly allowance for his care.

The amount of financial assistance depends on the number of children in the family:

  • for the first baby you are entitled to almost 3,100 rubles,
  • for the second - about 6,100 rubles.

The maximum amount of payments should not exceed RUB 23,120.66.

You should know! According to the law, child care can be provided by the father, grandmother and other relatives.

Maternal capital

Women who have become mothers two or more times have the right to receive maternity capital.
The certificate amount in 2021 is 466,617 rubles. Use funds from this certificate only for specified purposes. Often, a certificate for maternity capital of regional significance is also issued.

Families in which a third child is born acquire the status of having many children. In addition, if children were born before the beginning of 2013, then it is possible to receive additional monthly benefits for up to 3 years.

Regional payments

Particular attention should be paid to regional programs.
If we talk about Moscow, it is worth highlighting:

  1. Payment at the birth of a child - for the first child its size is 5,500 rubles, and for subsequent children - 14,500 rubles.
  2. Luzhkov payments, which mean additional benefits for parents who are under 30 years of age.
  3. At the birth of three or more children, a one-time benefit in the amount of 50 thousand rubles is paid.

Additional financial assistance is provided to women whose husbands are serving in military service. The lump sum payment for this category is almost 25,900 rubles, and the monthly benefit is almost 11,100 rubles.

With the arrival of new family members, the need for a new, more spacious home arises. One way to satisfy this need is the “Affordable Housing for Young Families” program.

Considering that today it is quite difficult to place a child in a kindergarten, you can receive compensation for not providing a child with a place in a kindergarten. The amount of compensation is comparable to the payment that the mother receives for caring for the baby.

However, this type of financial assistance is still provided at the regional level. This means that not all mothers in Russia can receive compensation.

Tax deductions

The birth of a child also raises tax issues. Thus, young parents can take advantage of standard tax deductions. In this case, the state will not withhold income tax of 13% from the amount of income of father and mother.
