Registration with the fund as an employer
There are two ways to register as an individual entrepreneur. The first is to personally provide the collected documentation to the fund. To do this, you must fill out an application in the prescribed form. When filling out please indicate:
- date of;
- the name of the FSS body to which documents are submitted;
- details of the applicant (full name, place of residence, telephone number);
- passport data;
- information about state registration with tax authorities;
- the main type of activity of the businessman and the address of its implementation;
- number of the employment agreement, date of its conclusion;
- Bank account number;
- date of receipt of funds for payment of salaries.
If there are licenses, information about them is also included in the application. The form can be downloaded from the FSS website or obtained from its department. The application is submitted at the place of residence of the entrepreneur.
After receiving the package of documentation, the fund carries out registration of the individual entrepreneur:
- Assigns a registration number to the merchant.
- Enters data into a special register.
- Issues a certificate confirming registration (in 2 copies).
- Prepares a notification and sends it to the individual entrepreneur in the manner specified in the application for registration as an individual entrepreneur’s policyholder with the FSS.
At the same time, the employer’s file is created and stored in the prescribed manner. It is enough to go through this procedure once. It is not repeated when hiring new employees.
An individual entrepreneur has the right to register by submitting the necessary papers to the MFC. Submission is possible at any center, regardless of the place of registration of the policyholder.
The second option for registering an individual entrepreneur as an employer in 2021 is remote registration. The corresponding function is available on the State Services resource. The algorithm of actions will be as follows:
- Register on the site (for new users) or log in (for registered users).
- Find a catalog of services.
- Select the government section.
- Click on the link to the FSS.
- Select a territorial division.
Here is a link to register individual entrepreneurs. To complete the procedure, you need to click the button to receive the service and fill out the form. Scanned or photographed documents according to the list should be attached to the application, only in this case the fund will be able to register the individual entrepreneur. Each sheet is attached separately.
When is an individual entrepreneur required to register with the fund?
In the Social Insurance Fund, registration of an individual entrepreneur as an employer is carried out if a businessman hires employees with official registration through an employment contract. The same applies to concluding civil agreements that provide for the payment of contributions. An individual entrepreneur without employees can go through the registration procedure to pay contributions for himself. This provides insurance against disability.
After concluding the first contract with an employee, the individual entrepreneur is given 30 days to submit an application for registration with the Social Insurance Fund. It should be remembered that an entrepreneur does not need to send a notice of hiring an employee to the Federal Tax Service and the Pension Fund of the Russian Federation. Government agencies obtain this data from official documentation, which is submitted by individual entrepreneurs at certain intervals.
Important! Since a businessman does not have the right to enter into an employment agreement with himself, there will be no registration with the Social Insurance Fund as an employer if he does not have employees. To receive payments, an application for voluntary insurance of an individual is submitted.
Responsibility for lack of registration
If an entrepreneur is subject to mandatory registration with the fund (FSS and Pension Fund), but does not do this within the established time frame or refuses to go through the procedure, then he faces fines. A delay in submitting information for up to 90 days will result in a fine of 5,000 rubles, and for exceeding this period the penalties reach 10,000 rubles.
Sanctionary measures also include refusal by funds to accept reports if the employer is not registered. To check the information, you can check the FSS registration number using the TIN. The individual entrepreneur will be able to verify whether data about him as an insured is contained in the fund’s database or not.
How to find out the FSS subordination code by TIN
To do this you need to take a few simple steps.
Step 1. Go to the FSS website
To find out the FSS subordination code by TIN, go to the Foundation’s website in a special service. It is located in the “Policyholder” section of the main menu.
Step 2. Enter the organization’s TIN
Enter the policyholder’s TIN and click the “Search” button. It is not necessary to enter the checkpoint number.
Step 3: Getting information about the code
After entering the TIN, the system will generate a table with the database code and registration number. The database number is the first 4 digits of the subordination code. To it you just need to add the last 5 digit, which reflects the type of policyholder:
- “1” - organization;
- “2” - separate division;
- “3” – individual entrepreneur.
If, after entering the TIN, a table with numbers is not formed, there may be several reasons for this:
- TIN number was entered incorrectly;
- The individual entrepreneur does not have employees;
- the organization or individual entrepreneur has ceased its activities.
Responsibilities of an individual entrepreneur
Each entrepreneur registered with the fund is required to make monthly contributions no later than the 15th of the current month. The amount to be deposited is determined by the tariff rate specified in the notice of registration. Typically, the numbers range from 0.2 to 8.5. This indicator is calculated based on the classification of the level of professional risk.
Termination of the activities of an individual entrepreneur requires notification of the fund no later than 3 days from the date of the event. If new employees are hired, the entrepreneur is obliged to provide copies of work books at the location of the territorial office of the Social Insurance Fund along with quarterly reporting. When an employee is dismissed, a copy of the order is also sent with the report.

Code of subordination of the policyholder in the Social Insurance Fund: how to find out
Subordination code is a number assigned to an organization (or individual entrepreneur) upon registration with the Social Insurance Fund. It consists of 5 characters: the first 4 of them indicate the division that registered the policyholder, the last one indicates the type of policyholder (organization, individual entrepreneur, separate division).
The subordination code is reflected in the 4-FSS report submitted by all employers to Social Insurance based on the results of each quarter. In addition, the subordination code is entered on the sick leave certificate received from the employee.
You can find out the FSS subordination code in two ways:
- From the notification received from the FSS.
The period for issuing a notification to an organization is 3 days from the date of application. Individual entrepreneurs and separate units receive it on the day of registration with the Social Insurance Fund. The notification is sent to the insured person in one of the ways chosen by him: by TKS, by email or on paper. To receive a notification in paper form, you will need to make a separate written request to the FSS.
- By TIN.
You can find out your subordination code number quickly and free of charge without leaving your home: using a special service on the FSS website. To do this, you only need to indicate the organization’s TIN. Let's take a closer look at how to do this.
What is FSS registration number
An individual entrepreneur is required to register with the Social Insurance Fund in order for his activities to be legal. An individual code is a unique set of numbers that is assigned to each entrepreneur upon registration. Most often it is received during the company registration procedure.
Policyholder registration number
A 15-digit number is easy to decipher, because each group of numbers carries a specific meaning:
- the first four digits are information about the region where the registration took place;
- the fifth digit is recorded separately and determines the status: individual entrepreneur or legal entity;
- from the sixth to the ninth digit, the combination symbolizes the number of the FSS branch - the branch where the registration actions took place;
- the last six-digit code is the policyholder’s TIN number.
It is the last combination that in the future makes it possible to find out the individual number from the databases. With its help, an employee can find out additional information about the enterprise and even determine data on the Social Insurance Fund at the entrepreneur’s registered address.
For your information! This number must be indicated when filling out various forms and reporting.
