The pension reform adopted in 2021 affected every Russian citizen. It concerns increasing the age when a person can receive a payment from the state, as well as retire.

The changes are considered so serious and drastic that officials decided to introduce them gradually. To achieve this, the age of pensioners changes over the course of several years. The new retirement schedule will be discussed in the article.

New terms

All citizens retire on the basis of a special schedule. It has changed significantly after the introduction of pension reform. This is due to the increase in the age of pensioners, which affected both men and women, so now Russians will have to officially work 5 years more.

But a specific age is not the only requirement necessary to receive social benefits from the state. Therefore, additional conditions apply to length of service, as well as to accumulated points. These indicators increase annually until the value fixed at the legislative level is reached.

Attention! All introduced changes are intended to complicate the process of receiving pensions for Russians, so experts are confident that the number of pensioners will soon decrease.

Tables of ages for assigning pensions under state pension provision

Let us further note that the version of the table used in bill No. 489161-7 (namely in the already mentioned Appendix 1) also does not seem clear and does not shine with simplicity (for which a special “thank you” to the developers of the document!).

And in fact, is it really convenient for an ordinary Russian to operate with such a concept as “The year a person reaches age V”, and then use the given formulas to calculate the desired age when, finally, “you can retire”?

It is much more convenient to have in front of your eyes tables with years of birth and already calculated years of retirement.

Features of the adoption of pension reform

After the introduction of major changes to pension legislation, citizens are forced to understand the rules for receiving pensions in a new way. The conditions are listed in the provisions of Art. 8 Federal Law No. 400.

The main advantage of the reform is the absence of new requirements for pensioners, so the previously introduced conditions are only being tightened. They are adjusted gradually, so people who have less than 5 years left until retirement should study a special table to determine when they can start applying for benefits.

Formula for calculating retirement age

If we use the symbolism of this bill and designate the letter “V” as the age at which the right to a pension arose until 12/31/2018 inclusive (as is done in Appendix 1 to this document), then the year of retirement can be calculated using the following formula:

Year of retirement = V + N months,

where N is the number of months for which retirement is postponed by the new law compared to the old one. Moreover, the number N depends on V, and in order to make the calculation yourself, you will have to look at this very Appendix 1 of the law that came into force (and received its final details - number and date).

But since even a relatively simple formula or relationship is more suitable for lovers of mathematical leisure, and the main category of the population needs a simpler and more visual form of presenting information, when should a specific “grandmother” or “grandfather” retire according to the new rules, it makes sense to present these data in the form of tables, and separately for women and men.

Table by year of birth

For the first time, raising the retirement age began in 2021. The process is being implemented gradually for all Russians. These adjustments are especially important for citizens who planned to apply for state benefits within five years after the reform.

Therefore, according to Federal Law No. 350, a special plan has been developed, which takes into account the following points:

  • indications regarding age, length of service and points are increasing annually for five years from the beginning of January 2021, so the process of adopting changes is extended until 2023;
  • persons who were supposed to receive payments in 2021 or 2021 were able to receive them 6 months earlier;
  • accordingly, in 2021 the age of pensioners has increased not by 12 months, but only by six months;
  • by 2021 the increase was one and a half years, not 2.

All changes adopted by officials will be fully used only from 2023. After this, women will be able to count on pensions only after 60 years of age, and men will have to officially work for at least 65 years of their life.

At the same time, certain benefits remain regarding work under difficult or harmful conditions. Relaxations are offered to teachers and people who work in the Far North. They will be able to count on early retirement.

Amendments for citizens planning to retire in 2019-2020

So that future pensioners can get used to the new conditions, the timing will be adjusted gradually. Vladimir Putin initiated a reduction in the age for granting pensions to persons who, according to the old law, must retire in the next 2 years. The proposal reduced the period by six months.

Temporary labor guarantees for older people.

The President introduced a new concept into the law on retirement age - pre-retirement age. It covers five years before pension entitlement becomes available. Vladimir Putin’s recommendations for the protection of citizens of this category:

  • Punishing employers for terminating an employment contract or refusing to hire;
  • taking measures to strengthen labor relationships;
  • approval of the state program for retraining and improving skills;
  • a significant increase in the maximum amount of unemployment benefits this year;
  • payment for two days for medical examination according to average earnings.

Reduction of length of service for early retirement

Latest news on benefits for people who went to work early. For them, the special length of service for early termination of work has been reduced: 37 years for women, 42 years for men. Previous values ​​are 40 and 45 years.

What hasn't changed in the new pension law

The presidential amendments did not affect the final increase in the retirement age for men - 65 years; benefits for workers in hazardous and hazardous industries; pension periods for mothers with 5 children or more.

Left behind the reforms were increased pension payments to State Duma deputies, civil servants, and early pensions for law enforcement agencies.

Conditions of registration

To receive a payment from the state, you must not only reach a certain age, but also take into account several other mandatory conditions.

Therefore, retirement is possible only if the following requirements are met:

  • Reaching the age required by law. Now the process of entering the well-deserved air is available only to men over 65 years of age and women over 60 years of age.
  • The optimal length of experience, which from 2024 is 15 years. Some periods of work allow you to accumulate experience much faster, and it also includes maternity leave and some other periods.
  • Accumulation of the required number of points. From 2021, this value increases by 2.4 points over 12 months. After the end of the transition period, you will have to accumulate 30 points in order to count on an insurance pension.

If a citizen, upon reaching the age of a pensioner, is unable to accumulate the required number of points or length of service, then he will only be able to apply for a social pension, which is calculated on the basis of the cost of living, and he will also have to wait another 5 years to receive it.

Where it all started

On June 14, 2021, Prime Minister Medvedev, at a meeting of the Cabinet of Ministers, formulated the following conditions for pension reform:

  • retirement for women - 63 years (plus 8 years);
  • The retirement age for men is increased by 5 years (reaches 65 years).

According to the prime minister, this will benefit all Russian pensioners, as it will improve their financial situation: it will be possible to annually index pensions by an average of 1,000 rubles, which more than doubles the current amount of indexation. But this can only happen if the country’s economy grows, which is what able-bodied citizens must ensure (according to statistics, now only a quarter of pensioners retire upon reaching retirement age). Alexey Kudrin also stated that this is beneficial to citizens.

The Prime Minister also announced that the changes will not be immediate:

It is proposed to introduce a fairly long transition period: it is proposed to start in 2021 in order to step by step achieve retirement at 65 years for men in 2028 and at 63 years for women in 2034.

Features of the formation of experience

To receive payment from the state, you need to work for the officially prescribed period. According to Federal Law No. 400, starting from 2024, you must work on an official basis for at least 15 years.

This indicator increases gradually from 2021, so the following rules are taken into account:

  • the length of service will increase by 12 months from 2021;
  • the limit will be reached in 2024, so it will be 15 years;
  • if a woman’s work experience is 37 years, and a man’s is 42 years, then you can apply for a pension early, for which it is proposed to reduce the retirement age by 2 years;
  • in 2021, 11 years of experience is required, in 2021 - 12 years, and in 2022 - 13 years;
  • To grant a pension in 2023, you need 14 years of service.

Reference! The length of service includes many periods, which include military service, maternity leave, or the period of caring for a disabled child. Other requirements are determined by the provisions of Federal Law No. 400.

How will pensions grow?

To annually increase the pensions of non-working pensioners by 1 thousand rubles, so that the average old-age pension reaches 20 thousand rubles. by 2024, it is still planned to spend about 3 trillion rubles. The presidential amendments to the pension reform established the parameters for indexing insurance pensions in 2019–2024, as well as the procedure for their increase from 2025.

  • In 2021, the indexation of insurance pensions for non-working pensioners will be 7.05%, in 2020 - 6.6%, in 2021 - 6.3%, in 2022 - 5.9%, in 2023 - 5.6 %, in 2024 - 5.5%. The increases will take effect on January 1 of each year.
  • From 2025, insurance pensions on February 1 will increase annually by the inflation of the previous year; their additional indexation from April 1 will be possible if the average monthly nominal salary for the previous year grew faster than inflation (for example, if nominal salaries increased by 6%, and consumer prices by 4%, then additional indexation in April will be 2%).

Pension points

The third significant factor for assigning a state payment is the accumulation of points, which are otherwise called IPC. Only persons who have at least 30 points will be able to apply for a pension.

The number of IPCs increases gradually:

  • in 2015, 6.6 points were needed, but from this date the indicator increases by 2.4;
  • the exact value of 30 points will be established from 2025.

If a citizen has reached the established age, but for various reasons was unable to accumulate points, then he will be able to receive a state payment only after receiving 30 IPC, so he will have to continue working.

In 2021, to apply for a pension you need to accumulate 21 points, but next year this value will increase to 23.4 points. In 2023, retirees will need 25.8 points.

conclusions

This article touched upon various aspects of the pension reform, which Russian society is on the threshold of. But since the emphasis, as the name suggests, is on the years of retirement according to the year of birth, then, to draw the line, we localize the conclusions within the framework of this particular topic.

So.

  1. First of all, “almost pensioners” who managed to reach 60 (men) or 55 years (women) in the remaining months of 2021 can feel especially “happy”: they were able to actually retire (or retain the right to retire) while still in old age rules.
  2. Of the citizens who will be affected by the pension reform, the luckiest are men born in 1959 and women born in 1964 : thanks to the presidential proposals, they will have to “rework” only 6 months.
  3. Representatives of the stronger sex born in 1960 and the weaker sex in 1965 will have to work 1.5 years longer, although they also received a mini-benefit of 6 months of earlier retirement.
  4. Men born in 1961 and women born in 1966 will have to work more for 3 years; by 4 – 1962 and 1967, respectively. But we also managed to get into the transition period, when the new retirement age ceiling has not yet been reached.
  5. And younger compatriots will feel the pension reform in full: plus 5 years of additional (than before) work - and only then the long-awaited pension.
  6. At first glance, it is unexpected, but 2023 promises to be very specific in the light of the pension reform, since during this year a mass “exodus” of Russians to retire is not expected (this can be seen from the tables above). During this year, the influx of new pensioners will be possible only due to certain categories of citizens (not particularly numerous compared to the main one): those who earned this right in previous years, but for their own reasons postponed the registration of a pension, as well as preferential categories of workers and mothers of many children.

Who does the change not apply to?

There are some people who have retained the right to receive a preferential pension, so they are not affected by the adjustments made by officials. They won't have to work until they're 60 or 65.

All beneficiaries are listed in Federal Law No. 400. These include the following citizens:

  • persons who are forced to work in dangerous or harmful conditions, including miners, tractor drivers or specialists in chemical production;
  • workers who cannot continue to work due to social difficulties or deteriorating health, and these include disabled people who were injured during participation in hostilities, parents of disabled children or women who gave birth to more than 4 children;
  • persons affected by radiation exposure and Chernobyl victims;
  • members of flight test crews.

When assigning a pension for each beneficiary, their own requirements related to length of service, age or other characteristics are taken into account.

New reform of raising the retirement age from January 1, 2019

The existing age limits, after which a person is recognized as disabled, were established by law in the middle of the last century. According to Russian Prime Minister Dmitry Medvedev, the life expectancy of people in the country has increased over the past 25 years. Their ability to work also increased. This was achieved thanks to the state program 80+. According to Russian President Vladimir Putin, the life expectancy of the population should reach 80 years by 2030, according to the goals and objectives of the program.

The pension reform raising the age began to be developed by the Russian government from the beginning of 2021. According to her criteria: there is a negative demographic situation in the state. It is expressed in a significant difference between the number of working citizens paying insurance premiums and pensioners. At the same time, the income of the Pension Fund (PFR) in the near future will not be able to cover its expenses on the payment of pension benefits.

By mid-summer, the corresponding reform bill had been prepared.
On June 16, it was registered by the State Duma and accepted for consideration. The legal document number is 489161-7. The new law on retirement age implies amendments to certain articles of regulatory documents governing the deadline for processing payments through the Pension Fund. The bill provides for the possibility of receiving insurance payments for men after 65 years of age.
Women will be able to apply for a similar benefit after 63 years of age. The innovations also affected recipients of social pensions. Payments will be made according to the following scheme:

  • After 70 years for men;
  • After 68 years for women.

Thanks to the innovation, it will be possible to increase benefits for existing pensioners. The reform will allow for an additional annual indexation of pensions by 1,000 rubles. The specified amount must increase each calendar period.

On July 19, 2021, the bill was adopted in the 1st reading. More than three hundred deputies voted for the new law. Just over a hundred spoke out against the amendments. One deputy abstained from voting. Deputies from United Russia voted “for” the adoption of the pension reform. Deputies of the Communist Party of the Russian Federation, Liberal Democratic Party, and A Just Russia are “against” the adoption of reforms. After discussion, opposition delegates submitted a number of amendments to the new law for consideration.

Indexation and increase in pensions in 2021

The increase in the amount of payments to persons of disabled age is carried out due to changes in the inflation rate.
Since 2015, this procedure applies only to unemployed persons. For working pensioners and self-employed citizens, the growth of cash benefits has been suspended. The increase in payments occurs through indexation, that is, by comparing the coefficients of price growth and the accrued pension. It is carried out in February and April. In winter, insurance pensions increase, in spring - social pensions.

According to the PFR budget plan, the promised indexation percentage is 7.05%. If the increase reaches this level, the average pension will reach 15,000 rubles. Currently – 14,200 rubles.

Indexation affects the main components of payment:

  • Pension point or IPC. The cost of one pension point in 2019 will be 87.24 rubles.
  • Basic or fixed part of the benefit. The amount in 2021 will be 5,334 rubles.

The Pension Fund's forecast assumes indexation of social payments in 2019 by 0.4%.

If this happens, the main types of such benefits will be:

  • Upon reaching retirement age in 2021 – 5,200.96 rubles;
  • Children with limited health conditions – 12,482.17 rubles;
  • For disabled people 1 gr. – 10,401.96 rubles.

As of 2021, the estimated age for receiving pension payments for male citizens is 60 years. If the new bill to raise this age is adopted, men will begin to retire at 65. For doctors, teachers and artists, the retirement age depends on length of service.

For example, doctors receive this right after working for:

Since July 2021, the State Duma has been considering a bill affecting age limits. It will also affect health workers and teachers. Retirement procedure under the new reform for residents of the Far North (Old version)

On August 29, 2021, Vladimir Putin proposed in a televised address not to raise the retirement age for residents of the Far North.

Due to harsh climatic conditions, certain regions are considered difficult to live in. In order to stimulate demographic growth, increased payments are awarded here. As an additional benefit, the retirement period is reduced.

Among the population of such regions, one can distinguish indigenous and non-indigenous residents. The first category deals exclusively with the tribal sphere of activity: reindeer husbandry, fishing, commercial hunting. Life expectancy for indigenous people is low. Therefore, the age of incapacity for work has been reduced for them.

Today it is:

  • 55 years for men;
  • 50 years for women.

The reform being discussed will also affect this category of citizens. If it is adopted, the age limit will increase by 5 years for men and 8 years for women.

After growth it will reach:

  • 60 years old for men;
  • 58 years old women.

For the second layer of the population or for non-indigenous residents who work and pay insurance premiums for this, early retirement is provided. After the reform is approved, benefits will remain, but will be provided with a delay.

Features of registration of preferential payment

The new rules even apply to some individuals who have the right to apply for a preferential pension. Therefore, starting from 2021, the rules for processing payments have been adjusted.

Key features include:

  • teachers and medical workers will be able to go on vacation only after accumulating a certain length of service, which is called length of service, and it varies from 25 to 30 years;
  • some features are taken into account for beneficiaries, since a special period has been introduced that must be worked even after accumulating the required experience, for example, a teacher in 2021, after 25 years of official work, will have to wait another 3 years to receive a pension, although he may stop working;
  • residents of the northern regions can receive payments 5 years earlier than other citizens, but it is not the old age that is taken into account, but the new age.

Important! The transition period applies even to northerners, so all adjustments are introduced gradually.

As originally planned

The pension reform will affect men born in 1959 and women born in 1964: these are the oldest future pensioners, for whom the retirement age will be postponed by 1 year. That is, if, according to the previous rules, they would have retired in 2021, at the ages of 60 (men) and 55 (women), now they will receive this right only in 2021, when they turn 61 and 56 years old.

Women born later must add a year for the calculation. Arithmetic will not be needed for those born in 1971 and later: for them, the age of 63 will become a reality.

Men born between 1960 and 1962 also need to increment one year at a time to reach their retirement age, while for those born in 1963 and later, the age is already set at 65 years.

Teachers, doctors and creative workers who had the right to retire early will retain this right, but they will be able to exercise it 8 years later than now.

For “northerners” (working in the Far North) and those equivalent to them, the retirement age is also postponed: 60 years for men and 58 for women.

How much will the retirement age increase in Russia?

At what age will Russians retire?

The retirement age in Russia will be raised from 60 to 65 years for men and from 55 to 63 years for women.

The government proposes to do this in stages.

The transition period will begin in 2021 and last until 2028 for men and until 2034 for women.

“The younger generation still has enough time ahead simply to adapt to new borders,” Medvedev added. And the money saved by raising the retirement age “will allow us to allocate additional funds to increase pensions above the inflation rate.”

Who will be affected by the increase in retirement age?

The working age will increase not only for citizens applying for an old-age insurance pension . a social pension to disabled citizens will also change . Citizens who do not have sufficient work experience to receive an insurance pension will retire not at 60 years (for women) and 65 years (for men), as was envisaged back in 2021, but at 65 and 70 years, respectively . However, the social disability pension will continue to be awarded regardless of age.

The retirement age will also increase for the following categories of workers retiring early:

  1. For workers working in the Far North and areas equivalent to such areas. For this category of citizens, the retirement age will also increase by 5 years . After the transition period, Northern workers will retire not at 50 and 55 years old, but at 55 and 60 years old , respectively.
  2. For citizens working in pedagogical, medical and creative areas, the age for early retirement will be increased by 5 years. The new retirement age will be determined based on the date of completion of the required length of service:
    • in 2021, these categories of workers needed to develop work experience for a period of 25 to 30 years - this preferential length of service remains unchanged under the new law;
    • the age at which the length of service necessary to assign an old-age insurance pension will be completed is fixed, however, to retire after completing the length of service, another 5 years must pass (starting from 2026) or less if a citizen applies during the transition period (for this category persons, the year of retirement can be seen in the table below).

The retirement age will not be increased for citizens working under difficult and harmful conditions, as well as for persons whose pensions are assigned for social reasons or due to radiation exposure. The law also provides for an increase in the rate of growth of the retirement age for civil servants - one year per year, starting in 2021 (remember, the retirement age for civil servants is already increasing from 2021, but at a slower pace - six months per year).

The retirement age will not be increased for:

  • Employees working in dangerous and harmful working conditions , for whom the employer pays the required contributions at the rates established when assessing working conditions.
  • Persons retiring earlier than due due to health or social reasons .
  • Citizens who have been exposed to radiation or suffered as a result of man-made disasters .
  • Former flight test (men and women) who were directly involved in testing aviation, space, aeronautical and parachute equipment.

The law on increasing the retirement age was signed on October 3, 2018, immediately after approval by the Federation Council.
