Does the pension depend on length of service?

The influence of the length of work experience on the size of the pension should not be overestimated. We should talk about it only in cases where we are talking about a really long period of work. You can count on the provision of additional payments and upward recalculation only if you have 40 years of experience.

The size of pension provision is influenced to a much greater extent by another indicator. This is the amount of deductions from the salary that the employer constantly makes. The amount of transfers depends on the salary received by the employee.

Considering the criterion for length of service, it should be noted that the supplement to the regular pension depends on:

  • categories of work performed;
  • location of the employing organization;
  • receiving bonuses.

The rates are different for women and men. Thus, 30 years of work experience for a woman and 35 years of work for a man give the right to one point in the additional payment system. If they worked for 40 and 45 years, respectively, then each has the right to receive 5 additional points.

In 2021, one point corresponds to 78.58 rubles. The Russian government, taking into account the inflation process, promises a regular increase in the value of pension points. This is how the state maintains guarantees for pensioners.

It is important whether the citizen continues to work. In recent years, pension supplements for non-working pensioners have remained at the same level. For those who continue to work, this indicator also does not change. In the near future, it is planned to increase the amount of allowances for citizens who have not stopped working.

The amount of the assigned pension can be increased slightly if you apply for it later. In this case, points accrued for the period when the citizen could receive a pension, but did not apply for it, will be taken into account. In a number of situations, when a person cannot confirm a high salary with documents, it is possible to replace the period of maternity leave, military service and other periods with pension points. "Experience of the North"

This concept implies labor activity in the Far North and areas that are equivalent to it. Territorial distribution is carried out on the basis of orders of the Government of the Russian Federation.

This type of experience has several advantages. First of all, the individual pension indicator increases. Secondly, the person receives the right to increase the fixed part of the payment by 50%. Provided that the pensioner worked in the specified area for 15 years. A 30% increase is carried out in cases where a person has worked for at least 20 years in a territory equated to the Far North.

Experience in the Soviet Union until 1990

Thanks to valorization, you can get an additional increase in your pension. Thus, each retired person receives 10% of the estimated pension capital (as of 2002), and 1% for each year of work up to January 1, 1990 inclusive.

The amount of pension provision is currently quite difficult to calculate. Three formulas are taken into account for certain periods. In particular, for work before the first of January 2002, from the first of January of the specified year until the first of January 2015, and from the first of January of the last specified year to the present.

The first formula contains an indicator of experience. It is determined based on the total number of years that the citizen worked until December thirty-first, 2001. Since 2002, pensions have been calculated on the basis of insurance contributions, which are transferred to a personalized account. Therefore, the dominant importance of length of service at this stage was leveled out.

How to get pension experience for non-working periods

The most valuable is the length of service that a person has developed before 2002. Because it is based on this that the length of service is calculated. It is defined like this:

  1. If the stronger sex has 25 years of experience before 2002, and a woman has 20 years of experience, then the indicator is taken as 0.55.
  2. When the work experience is less, for example, 15 and 10 years, respectively, the indicator decreases in proportion to the ratio of the required and available experience.
  3. When the length of service is longer, for example, 35 and 30 years, then for every 12 months in excess of the required duration, the indicator increases by 0.01. However, there is a maximum increase limit, which is 0.75.

All periods of working activity are counted exclusively in calendar days; they do not include periods of higher education.

Preferential experience

This is a special experience that allows you to retire early. In addition to this benefit, a person can count on increased pension benefits. And we are again talking about periods of working activity that occurred before 2002. To calculate the length of service, you can use not only the general one, but also on preferential terms. The calculation rules are simple; they use a coefficient of 0.55.

What length of service is taken into account when calculating?

During the Soviet period and until 2002, pensions were assigned based on the length of the employee’s total length of service. In 2002, a new procedure prescribed that calculations should be based on the amount of insurance contributions to the fund.

Currently, the Federal Law “On Insurance Pensions” N 400-FZot dated December 28, 2013, applied since 2015, is in force. He introduced a different procedure for calculating payments to citizens, different from the previous one.

The basis of the new policy was the delimitation of the total length of service from the insurance period.

Their difference is as follows:

  • total length of service is the summed time of the citizen’s activity period, during which the employer made contributions to the Pension Fund;
  • insurance period is all the periods during which the organization contributed the necessary amounts to pension insurance. This also includes periods when the citizen did not work, but payments were made. It is important to take into account not only the period of work on the territory of Russia, but also activities outside its borders, accompanied by the transfer of contributions.

The longer the period of regular contributions, the higher the assigned pension.

The concept of total length of service is no longer of decisive importance. This indicator applies only to persons who worked before the introduction of pension reform in 2002.

To find out the size of the pension, you will have to calculate the length of service.

This is done as follows:

  • First, the person’s work activity in the period up to 2015 is considered. To calculate the length of service, the rules in force at that time period are applied, using existing benefits;
  • Next, the citizen’s working time from the moment Law No. 400-FZ came into force is considered. A new order is used here.

How does length of service affect retirement age?

The legislation provides for the following types of accruals for older people:

The rules for calculating payments have been established since 2015, the amount depends on indicators influenced by length of service:

  • Individual pension coefficient (IPK) or score . Its value depends on the amount of annual contributions for the employee to the Pension Fund. The longer a person has worked beyond the pension eligibility age, the higher the IPC. For labor activity from the beginning of 2002 to the end of 2014, additional coefficients are calculated using a special method. In 2021 you need to score 18.6 points.
  • Minimum insurance period . From January 2021 its size is 11 years.

When assigning a social pension

This benefit is provided when a person does not have enough years of work to receive insurance payments. This is possible if the citizen was ill for a long time, did not have an official job, or life circumstances interfered with this. When a social pension is calculated, the age for receiving it is increased by 5 years compared to the insurance one.

Social benefits are prescribed for old age, disability, and loss of a breadwinner. A prerequisite is residence in Russia for at least 15 years and Russian citizenship.

On a preferential basis

The retirement age based on length of service, according to the new pension reform, has been changed for several categories of citizens:

  • Persons who worked in the Far North and equivalent territories . The changes did not affect the duration of work - 15 years for women, 20 for men. If previously the age for receiving benefits was 50/55, then according to the new procedure in 2021 it became 51.5/56.5.
  • Medical workers and educators . According to the new reform, the age for granting a pension for them remains the same, but the registration period is shifted by five years.

For early retirement with long service

The increase in the age for receiving benefits affected older citizens who had a long period of working activity. Early registration is due to women who have worked for 37 years, men - 42. When this grace period is determined, it does not include military service, study, or child care under one and a half years old.

Such citizens are allowed to apply for an insurance pension two years earlier than others. According to the new law, there is a limitation - you can use this right only when a woman turns 55 and a man 60 years old. Taking into account the reform, this change cannot be fully implemented in 2021. The retirement age should not be less than that established by law - 55.5/60.5.

Requirements for length of service when calculating pensions

Until the Law of the Russian Federation No. 400-FZ began to be applied, to receive a pension it was enough to have 5 years of experience. The new rules tighten existing requirements, constantly increasing the minimum duration of work.

In 2015, the mandatory length of service to receive a pension was recognized as 6 years, in 2021 it increased to 7 years, and in 2018 to 8 years. This figure will grow every year and by 2025 will increase to 15 years. At this point it is planned to stop making changes.

Today, the conditions for pension provision are as follows. If a person’s work experience is at least 35 years, and the salary level is close to the national average, the citizen has the right to apply for a labor pension.

Its minimum amount will be 40% of the average salary. The exact size of the applied coefficient is determined by the length of service.

Important! The more experience a person has, the higher the coefficient when assigning a pension. Also, the later a citizen applies for its assignment, the higher the size of the pension.

Additional payments due to long work experience

What you need to remember first of all regarding the relationship between length of service and pension payments: the more working periods there were, the more coefficients will be accumulated

The issue of pension provision is relevant not only for those citizens who have already retired and continue to work, but also for those who, for various reasons, were unable to work the minimum number of years. The former increase their experience, the latter have a formal disadvantage.

On average, a Russian citizen has 30–35 years of service for the entire (total) working period. The time period is very long and it involves “substantial” payments.

  2. With 40–45 years of experience, the additional payment will be 5 points.

Every year, the Russian Pension Fund calculates the amount of monthly subsidies for those citizens who continue to work officially. In this case, you do not need to present any papers to apply for the allowance. Contributions are transferred from the employer to a personal account, and the pension will grow annually automatically.

Important! People employed in jobs that are dangerous to health and life, in hazardous industries, in government agencies, serving in military units and the police, etc., also receive additional payments. This is enshrined in law. They can also retire early.

The Ministry of Internal Affairs and the Ministry of Defense, respectively, are responsible for providing pensions to military and police officers. Additional payments to representatives of these professions are also provided by their departments.

Periods of incapacity that are taken into account

The insurance period includes some periods when the person did not actually work.

They are taken into account in the simultaneous presence of the following circumstances:

  • the citizen worked before or after the end of the specified “non-work” period;
  • During this time, contributions to the Pension Fund were regularly paid.

These time periods include:

  • service in the Armed Forces;
  • caring for a citizen with group 1 disability;
  • caring for a disabled child under 18 years of age;
  • care for a citizen over 80 years of age;
  • for military wives - the time when they were forced to stay at their spouse’s place of service, where there was absolutely no opportunity for employment;
  • for spouses of employees of consulates and other diplomatic institutions - time spent in another state. It is important to stay outside Russia due to business needs;
  • the time when the person was officially recognized as unemployed and was registered with the Employment Service with the corresponding benefits accrued;
  • the period of serving an illegally imposed sentence associated with deprivation of liberty. Official recognition of the wrongful conviction of a citizen is necessary.

Selected cases of employment

The law obliges the following periods of work to be included in the length of service that affects the calculation of a pension:

  • during the probationary period when applying for a job. Art. 79 of the Labor Code of the Russian Federation indicates that it does not matter what type of contract was concluded during employment;
  • working time on a part-time basis. A citizen’s employment does not matter; he has the right to work at 0.5 or 0.3 wages. The main thing is to regularly make contributions to the fund;
  • if a person works part-time, only information about the main place of work is included in the length of service. But if contributions were transferred by two employers, their amount is summed up. Increasing contributions also increases your pension. Also in this case, the presence of special types of experience is taken into account.

Continuity of experience

The previous procedure for calculating payments took into account the criterion of continuity of service. This term means the period of work of a person in one or more organizations, if the period between dismissal from the previous place and placement in a new one was no more than a certain interval. It ranged from 30 to 90 calendar days and was applied depending on individual situations.

Previously, having continuous work experience made it possible to receive a higher pension. Now this indicator is practically unimportant, since only transfers made to the Pension Fund are taken into account.

What if the length of service is much greater than the minimum value?

A citizen who has worked the required number of years can retire before reaching the normal retirement age ( in 2021 this is 62 years for men and 57 years for women ).

In what cases can this be implemented:

  • Mothers of many children who had at least 5 young (under 8 years old) children - their own or adopted.
  • Parents or guardians of a disabled child who raised him from 0-8 years.
  • Teachers.
  • Workers in some creative professions (for example, ballerinas).
  • Persons diagnosed with dwarfism.

However, you still need to achieve a certain length of service ( usually 20 years for women, 25 for men ). So, if by the age of 55 the father of a disabled child has accumulated 20 years of experience, he has the right to submit documents to the Pension Fund and apply for disability benefits.

Exceptions:

  1. Medical workers and teachers working with children can apply for a pension at any age: the main thing is that their experience is at least 20 years for women and 25 years for men.
  2. People who are blind from birth or who acquire this disability later can apply for a pension if: a man has reached the age of 50 and worked 15 years, a woman has lived to be 40 years old and worked 10 of them.

Each citizen can find out whether it is possible to retire early from the Pension Fund on an individual basis.
