What are protective equipment?

This is property that workers use to reduce the negative impact of harmful substances and protect the body from pollution.

Classified into:

  • Collective . Used to ensure the safety of the entire team.
  • Individual . They are used to preserve the health of only one person.

Protection from the influence of external factors that negatively affect working personnel must be provided by the facility manager.

Who should issue registration cards for the issue of workwear?

The procedure for providing workers with workwear, as well as the procedure for storing, replacing, repairing, washing, drying it, including the procedure for issuing personal cards for registering the issue of workwear, the employer must determine by local regulations (regulations, orders, organizational standards). In this case, it is necessary to take into account the distance of the units from the central warehouse. The employer may assign the responsibility for issuing personal PPE registration cards to the site manager, warehouse manager or other materially responsible employees. It is not allowed to assign responsibilities for maintaining workwear accounting cards to a labor protection engineer, since in accordance with his job responsibilities he must control the correctness of maintaining these documents (clause 7.23 of the Appendix to the Resolution of the Ministry of Labor of Russia dated 02/08/2000 N14).

Categories of protective equipment

Means for maintaining health are classified and divided into subgroups:

  • First . From general pollution, mechanical impacts, from fumes of non-toxic compounds, from slipping. This includes protection from abrasion, vibration, cuts and punctures, noise, and from falling from a height.
  • Second . For protection against chemical products (vapors of aerosols, varnishes and paints, petroleum products, fats, oils of various compositions).
  • Third . To protect personnel from the effects of biological factors (insects and various microorganisms).
  • Fourth . To preserve the health of personnel from radiation and ionizing radiation.
  • Fifth . To ensure protection of the body from temperature changes, thermal study, as well as contact with heated and cold surfaces.
  • Sixth . From exposure to electric current, shocks formed by an electric arc, static electricity, electromagnetic fields and radiation.
  • Seventh . This is protective clothing for signal recognition when the worker is at a distance in the field of view.
  • Eighth . Complex protective equipment. For example, a gas mask that simultaneously protects the organs of vision and smell from dust, gas contamination, as well as mechanical damage to the skin.
  • Ninth . Dermatological products: they provide protection against low temperatures, ultraviolet exposure, microorganisms, and insects. Varieties: hydrophobic and hydrophilic action.

PPE is issued depending on production conditions.

Collective protective equipment


Means for protecting the collective are divided into the following categories:

  • To bring the air environment to standard indicators . This is a device for ventilation units, pressure normalization and conditioning, signaling the presence of harmful substances and hazards found in the air of work areas.
  • To normalize the lighting level (installation of light filters, light openings, lighting devices).
  • From ionizing radiation (equipment for air purification, trapping harmful radiation, including the use of protective coatings).
  • From infrared radiation (thermal insulation equipment or automatic alarm devices).
  • From ultraviolet radiation (ventilation units and protective devices).
  • From noise (soundproofing and sound-absorbing equipment).
  • From electric shock (grounding devices, lightning rods, grounding).
  • From mechanical influences (protective casings, blocking).

Means of collective protection of personnel are provided for by regulatory documents and local acts.

Individual protection means


Personnel are provided with the issuance of property to protect them from the negative effects of harmful substances on the body.

List of issued property:

  • Workwear (winter and summer suits, scarves, hats, aprons and much more).
  • Working shoes (shoes, boots, ankle boots, sandals).*
  • Special means that provide respiratory protection (respirators of various types, gas masks).
  • Hearing protection equipment (headphones, earplugs).

* Slippers are classified as technical clothing, as they do not provide ankle protection. Footwear used in production must be closed type.

In order to prevent or at least make less aggressive the impact of harmful production factors on the worker’s body, personal protective equipment is used. Such equipment includes protective clothing and safety footwear, means to reduce the negative impact on the respiratory system (for example, a respirator), eye protection items (for example, safety glasses) and more. Specific personal protective equipment for workers of different professions is determined by standard standards established by the Ministry of Health and Social Development of Russia or the Ministry of Labor of Russia.

The employer provides the issuance of special clothing at his own expense; in addition, their storage and, if necessary, repair and replacement must be ensured. If the performance of a certain job requires the use of protective clothing, shoes, or other equipment, then the employer does not have the right to allow the employee to perform work duties without protective equipment.

Procedure and standards for issuing PPE


All personal protective equipment issued by the enterprise must correspond to the physiological parameters of a person. Control over the collateral must be carried out within certain periods, and the issuance must be documented.

Several rules of procedure and norms of issuance:

  • When combining professions, workers must be provided with additional PPE in accordance with the conditions regulated for these working conditions.
  • Duty PPE is needed to carry out various tasks and work related to eliminating the consequences of accidents.
  • PPE can be assigned to individuals based on hygiene requirements.
  • If PPE is intended for a particular season, then at the end of it it must be put in the storeroom.
  • The manager must provide instructions on the rules for using personal protective equipment, such as a gas mask, respirator or safety belts.

The standards for issuing PPE are specified in regulations and in special assessment cards for working conditions.

The employer's obligation to provide workers with PPE

According to Art. 221 of the Labor Code of the Russian Federation there are special types of work:

  • working under harmful and (or) dangerous working conditions;
  • work performed in special temperature conditions;
  • work related to pollution.

In the event that employees are involved in these types of work, they are provided with free of charge: (click to expand)

  • special clothing;
  • special shoes;
  • other personal protective equipment;
  • flushing and (or) neutralizing agents.

Special clothing, shoes, and other personal protective equipment must undergo mandatory certification or declaration of conformity.

The employer has the right, taking into account the opinion of the elected body of the primary trade union organization or other representative body of workers and its financial and economic situation, to establish standards for the free issuance of special clothing, special shoes and other personal protective equipment to employees, improving the protection of employees from harmful and (or ) hazardous factors, as well as special temperature conditions or contamination.

The employer, at his own expense, is obliged not only to ensure the timely issuance of special clothing, special shoes and other personal protective equipment, but also:

  • storage;
  • washing;
  • drying;
  • repair;
  • replacement.

Thus, each employee involved in special types of work must have a cabinet for storing PPE. Maintenance of special clothing is carried out at the enterprise where he works.

Example:

ABV LLC performs work under special temperature conditions (high temperature). The employer refuses to pay the wages of the housekeeper, whose responsibility is to monitor the condition of special clothing. The manager decided that the employee was able to sew on buttons and carry out minor repairs to clothing on his own. During an inspection by the labor inspectorate, the director of ABV LLC was brought to disciplinary liability for violating labor legislation, namely Art. 221 Labor Code of the Russian Federation.

Accounting for the issuance of personal protective equipment


Records of the issuance of PPE are kept in a special journal. The organization of work at the enterprise takes place according to the following scheme:

  • The administrative document appoints a responsible person.
  • Issue sheets are created, which indicate which personal protective equipment was issued and for what period.

To control the issuance of personal protective equipment, a statement of the established form is maintained. The document is filled out in 2 copies, one is given to the storekeeper, and the second is sent to the accounting department. After the PPE is issued, the employee signs.

How to issue a personal PPE card

Information about the employee, protective equipment that needs to be issued, body measurements, headgear, safety shoes are displayed in the document for issuing PPE. Using the card, it is easy to monitor the provision and compliance with wear deadlines.


Front side of the card

The following information is entered into the form:

  • Last name and initials. Indicated in full.
  • Employee personnel number.
  • Number of the area where the personnel work.
  • Position held.
  • Date of entry into the enterprise.
  • The number when the employee changed his profession or transferred to another job.
  • Information is recorded: gender, height, sizes of clothes, shoes, hats, personal protective equipment, gloves.

The table indicates the name of the PPE, the item number from the standards, how it is measured and the quantity for 12 months.

How to properly organize PPE accounting?

The procedure for issuing, using, organizing the storage and care of PPE is regulated by Order of the Ministry of Health and Social Development of the Russian Federation dated June 1, 2009 No. 290n “On approval of the Intersectoral Rules for Providing Workers with Special Clothing, Special Footwear and Other Personal Protective Equipment.”

According to the law, the employer has the right:

  • purchase personal protective equipment at your own expense;
  • purchase personal protective equipment for temporary use under a lease agreement.

When conducting induction training, the employee must be familiar with the Intersectoral Rules for Providing Workers with Special Clothing, Special Footwear and Other Personal Protective Equipment, as well as the standard standards for issuing PPE corresponding to his profession and position.

The employer is obliged to ensure that employees are informed about the PPE they are entitled to.

It is important to note that PPE issued to employees must necessarily comply with:

  • semi;
  • growth;
  • sizes;
  • the nature of the work performed;
  • conditions of work performed by employees.

The employer is obliged to organize proper accounting and control over the issuance of personal protective equipment to employees within the established time frame.

The employee, for his part, is obliged to: (click to expand)

  • correctly use the PPE issued to him in the prescribed manner;
  • do not start work without properly issued PPE, as well as with faulty, unrepaired or contaminated PPE;
  • use PPE only during working hours.

It is important to pay attention to the fact that if an employee engaged in work with harmful and (or) dangerous working conditions, as well as with special temperature conditions or associated with pollution, is not provided with PPE, he has the right to refuse to perform work duties, and the employer does not have the right to demand that the employee fulfill them and is obliged to pay for the downtime that arises for this reason.

Example:

Welder Petrov P.P. the employer did not provide gloves for welding work, which the employee informed his immediate supervisor about. The employee decided to refuse to perform the work. The employer, in turn, is obliged to pay for the employee’s downtime.

According to the Intersectoral Rules, the employer is required to keep records of PPE, but taking into account some recommendations:

Organization of accounting of issued PPE

The rules, common to all industries and any employer, in accordance with which the storage, issuance, use and care of PPE are carried out, are reflected in the order of the Ministry of Health and Social Development of Russia dated June 1, 2009 No. 290n.

According to this document, the employer is obliged:

  • purchase or rent personal protective equipment at your own expense and issue it to the employee free of charge;
  • use only certified personal protective equipment;
  • inform each employee about the PPE they are entitled to according to the standards;
  • ensure the issuance of protective clothing in accordance with the gender, height and size of the employee;
  • organize records of the issuance of personal protective equipment;
  • allow an employee to work only after receiving PPE and training in its use;
  • ensure timely inspection, replacement of personal protective equipment, their repair and care, as well as storage of personal protective equipment issued for the season in a warehouse;
  • arrange premises for routine storage of personal protective equipment.

The employer has the right to:

  • developing our own standards for issuing personal protective equipment that improve the provision of workers with them compared to standard industry standards;
  • replacing the PPE specified in the standard standards with others with similar protective properties;
  • use of an electronic method for recording the issuance of personal protective equipment;
  • issuance of “on-duty” PPE;
  • use of used PPE, if permitted by sanitary standards, after sanitary treatment;
  • issuance of double sets of personal protective equipment for the purpose of replacing them during the sanitization period.

The employee is assigned the following responsibilities:

  • correctly use the PPE issued to him;
  • use PPE only during working hours;
  • immediately inform the employer if PPE fails.

The rights of the employee are as follows:

  • to the possibility of refusing without negative consequences from performing work without PPE;
  • early replacement of personal protective equipment if it is lost or fails due to reasons beyond the employee’s control.

Accounting for the issuance of protective equipment is maintained using a special document, the form of which is given in the appendix to the order of the Ministry of Health and Social Development of Russia dated June 1, 2009 No. 290n. This is a personal record card for the issuance of PPE - in 2020-2021 it is used as amended by Order of the Ministry of Health and Social Development dated January 27, 2010 No. 28n.

The front side of the PPE issuance registration card contains the information:

  • about the employee (full name, personnel number, position), place and start date of his work, moves to another position or location;
  • employee parameters necessary to purchase PPE of the required size (height, size of clothes, shoes and other PPE);
  • details of the document justifying the standards for issuing PPE;
  • list of personal protective equipment required by the employee in accordance with the standards.

The reverse side reflects data on the actual movement of PPE for a specific employee: issuance of PPE, its return to the warehouse.

If PPE is not constantly in demand, but is needed for periodic use (for example, during periodic work or visits to sites by inspectors or a manager), a card with the entry “On duty” can be created for them instead of the employee’s data.

Rules for providing personnel with protective equipment

In Art. 221 of the Labor Code of the Russian Federation states that employing companies must provide employees with equipment and tools that protect their health if the production meets the following criteria:

  • found to be harmful or dangerous based on the results of a special assessment;
  • differs in exposure of workers to high temperatures or pollution.

Each industry sector has its own standards for providing personnel with PPE. They are recorded in sectoral orders of the Ministry of Labor and the Ministry of Health and Social Development. These regulations specify how many items are issued to each employee per year. The company has the right to increase these values ​​by enshrining new standards in local regulations. Their reduction is not permitted by current legislation.

The regulations separately stipulate the terms for the provision of PPE, calculated by the legislator taking into account the average time of their wear. The hiring company regularly replaces items that have become unusable, organizes washing, drying, and repairs of items whose properties have deteriorated due to prolonged use.

From Art. 239 of the Labor Code of the Russian Federation it follows that an employee who did not receive the required protective equipment is exempt from financial liability if his actions caused damage to the company or led to damage to its valuables.

Who should lead

Personal protective equipment (PPE)

The responsible labor safety official is responsible for maintaining this kind of documentation at the enterprise. Such an employee must have special knowledge and skills in the field of security, as well as undergo special training at a training center. Such an employee is also obliged to issue a new certificate to an employee sent to a specific area of ​​activity. Such an employee is also required to issue a new direction when a new worker enters the place of production, and during issuance he is obliged to check the equipment for the degree of compatibility if the work involves the use of uniforms.
