PC-2021 or the production calendar for 2021, in contrast to the calendar familiar to everyone, includes a number of features inherent in the calculation of calendar time in connection with labor relations. Work time
In accordance with Art. Art. 91, 92 of the Labor Code, in the Russian Federation a gradation of working time is established, namely 24, 35, 36 and 40 hours.
For the convenience of users, our PC 2021:
- unifies this scale quarterly with appropriate differentiation;
- divides the upper values of the working hours of the scale by the number of working days in the week, that is, calculates the daily rate for each value of the scale;
- multiplies daily standard hours by the number of working days in a month to calculate the monthly standard for each of the scale values;
- in order to establish the maximum working time values for one year for each value of the scale, it multiplies the daily standard hours by the number of working days in the year as a whole.
Of course, no production calendar can take into account all possible variations of indicators that may exist within the framework of specific employment contracts. That is, the indicators of working time in the PC are leveled at the level of the upper limits of standard hours provided for by the Labor Code of the Russian Federation.
This means that some adjustment will be required in the calculations if the terms of the employment contract do not fit into the framework of standard hours. For example, exceeding the limits provided for by the Labor Code and calculated in our PC-2021 should be spent as overtime hours worked.
Determination of standard working hours
The procedure approved by order of the Ministry of Health and Social Development of Russia dated August 13, 2009 No. 588n provides that the standard working time for certain periods is calculated:
- depending on the established duration of working hours per week - according to the calculated schedule of a 5-day work week with 2 days off (Saturday and Sunday);
- based on the duration of daily work (shift).
Working hours are:
- 8 hours – with a 40-hour work week;
- 7.2 hours – with a 36-hour work week;
- 4.8 hours – with a 24-hour work week.
The standard working time calculated in this order applies to all work and rest regimes.
The duration of the working day (shift) preceding a non-working holiday is reduced by 1 hour - in accordance with Part 1 of Art. 95 Labor Code of the Russian Federation.
It is also necessary to take into account that in accordance with the Procedure, approved. Order No. 588n, if a day off is transferred to a working day by decision of the Government of the Russian Federation, then the duration of work on this day must correspond to the duration of the working day to which the day off was transferred.
Thus, in 2021 (as already mentioned above), workers will work 1 hour less on February 20 (Saturday is a shortened working day), April 30, June 11 and November 3.

Holidays and shortened days in the calendar
The following national holidays have been established for 2021:

Holidays
There are two types of holidays - all-Russian, that is, federal and local.
Federal holidays are named in Art. 112 of the Labor Code of the Russian Federation and their transfer or cancellation are unacceptable without the adoption of the corresponding federal regulatory act.
This production calendar for 2021 presents all-Russian holidays. As for regional PCs, they include both all-Russian and local holidays of national or religious significance.
Shortened days
In accordance with the Labor Code of the Russian Federation, working hours on the days preceding a holiday are subject to reduction.
In PC-2021, shortened pre-holiday days are marked with a sign (*), which allows the employer not to forget to let employees go early, and the accountant not to miss the reduction in working hours when calculating the actual time worked.
Rules for determining non-working days
According to Article 112 of the Labor Code of the Russian Federation, holidays in the Russian Federation are:
- January 1, 2, 3, 4, 5, 6 and 8 - New Year,
- January 7 - Nativity of Christ,
- February 23 - Defender of the Fatherland Day,
- March 8 - International Women's Day,
- May 1 - Spring and Labor Festival,
- May 9 - Victory Day,
- June 12 - Russia Day,
- November 4 — National Unity Day
If a holiday falls on a Saturday or Sunday, it is transferred, and not necessarily to the next working day. Thus, non-working days that fall on the first Saturday or Sunday of January can be moved to May. Sometimes a day of rest, Saturday or Sunday, can be made a working day in order for the subsequent segment of holidays to be longer and more continuous. An unambiguous decision on exactly what transfers will be and what non-working days will be next year is formulated by the Russian government in its own separate resolution. As a rule, such a resolution is issued in the fall and regulates only the situation in the next year. Until this order is issued, we can only make assumptions for future years. Obviously, it is not possible to accurately calculate what date will occur, say, 1,000 business days from today's date. Therefore, if your calculations include such periods from the future, you need to be prepared that today we can only talk about approximate estimates.
Postponement of holidays in 2021
In cases where a holiday falls on a calendar day off, the day off may be transferred to a working day.
It should be understood that it is not the holiday that is postponed, but the day off on which the holiday falls.
So, in accordance with the provisions of Art. 112 of the Labor Code of the Russian Federation, an ordinary day off that coincides with a holiday is transferred to the working day following the holiday.
Since the transfer of days off is permissible only on legal grounds, the opportunity to move it to the next working day arises only as a result of the issuance of the corresponding Government Resolution.
On October 16, 2020, Decree of the Government of the Russian Federation of October 10, 2020 No. 1648 “On the postponement of holidays in 2021”, signed by the Chairman of the Government of the Russian Federation M.V. Mishustin, came into force.
The transfers will be as follows:
- From Saturday January 2 to Friday November 5
- From Sunday January 3rd to Friday December 31st
- From Saturday 20 February to Monday 22 February
- From Saturday May 1st to Monday May 3rd
- From Sunday 9 May to Monday 10 May
- From Saturday 12 June to Monday 14 June

Accountant's production calendar for 2021
Using the production calendar, the accountant specifies the number of working days and days of rest, working hours and other indicators. Without this, it is impossible to calculate salaries, vacation pay and sick leave. For workers, the production calendar shows weekends and holidays throughout the year, taking into account postponements, and helps them plan vacations.
For Russian citizens who work 5- and 6-day weeks, a schedule of working days, weekends and holidays is approved annually. This is what the Government is doing: officials are deciding how to reschedule holidays that coincide with weekends. For 2021, the schedule was approved by Decree of the Government of the Russian Federation dated October 10, 2020 No. 1468.
