In order to provide methodological assistance to employers operating in the territory of the Republic of Tatarstan, the Ministry of Labor, Employment and Social Protection of the Republic of Tatarstan has developed a Production Calendar for 2021.
The Production Calendar for 2021 for employers operating in the territory of the Republic of Tatarstan provides the standard working time for months, quarters and 2021 as a whole for 40-, 39-, 36-35- and 24-hour working weeks, as well as the number working days and weekends with a five-day work week with two days off on Saturday and Sunday. Order of the Ministry of Health and Social Development of the Russian Federation dated August 13, 2009 No. 588n approved the Procedure for calculating the standard working time for certain calendar periods of time (month, quarter, year) depending on the established duration of working time per week (hereinafter referred to as the Procedure). In accordance with the Procedure, the standard working time for certain calendar periods of time is calculated according to the calculated schedule of a five-day work week with two days off on Saturday and Sunday, based on the following duration of daily work (shift): with a 40-hour work week - 8 hours; with a working week of less than 40 hours - the number of hours obtained by dividing the established working week by five days (for example, with a 39-hour work week - 7.8 hours; with a 36-hour work week - 7.2 hours; with 35-hour work week - 7 hours; 24-hour work week - 4.8 hours). The duration of the working day or shift immediately preceding a non-working holiday is reduced by one hour (Article 95 of the Labor Code of the Russian Federation). In accordance with Article 112 of the Labor Code of the Russian Federation and Article 1 of the Law of the Republic of Tatarstan dated February 19, 1992 No. 1448-XII “On holidays and memorable dates of the Republic of Tatarstan” (as amended by the Law of the Republic of Tatarstan dated September 29, 2021 No. 67-ZRT) non-working holidays in the Republic of Tatarstan are: January 1, 2, 3, 4, 5, 6 and 8 - New Year holidays; January 7—Christmas Day; February 23 - Defender of the Fatherland Day; March 8—International Women's Day; May 1 - Spring and Labor Day; May 9 - Victory Day; June 12—Russia Day; August 30 - Day of the Republic of Tatarstan; November 4—National Unity Day; November 6 — Constitution Day of the Republic of Tatarstan; Eid al Adha; Eid al-Fitr. The days on which, in accordance with the lunar calendar and established traditions, the holidays of Eid al-Adha and Kurban Bayram begin are determined by the Decree of the President of the Republic of Tatarstan. According to information from the Spiritual Administration of Muslims of the Republic of Tatarstan, the preliminary date for celebrating the religious Muslim holidays of Eid al-Adha and Kurban Bayram in 2021 are June 15 and August 21, respectively. Article 112 of the Labor Code of the Russian Federation establishes that if a day off coincides with a non-working holiday, the day off is transferred to the next working day after the holiday, with the exception of weekends coinciding with non-working holidays in January. At the same time, it is stipulated that the Government of the Russian Federation has the right to postpone weekends, incl. two days off from the number of days off coinciding with non-working holidays in January, on other days in the next calendar year. Thus, by Decree of the Government of the Russian Federation dated October 14, 2017 No. 1250 “On the postponement of days off in 2021”, in order to rationally use weekends and non-working holidays by employees in 2021, the following days off were postponed: from Saturday, January 6 to Friday, March 9; from Sunday January 7 to Wednesday May 2; from Saturday 28 April to Monday 30 April; from Saturday 9 June to Monday 11 June; from Saturday 29 December to Monday 31 December. Taking into account the above, in the Republic of Tatarstan in 2021, with a five-day working week with two days off, the number of working days will be 243 days, including 9 working days reduced by one hour (February 22, March 7, April 28, May 8, 9 and 14 June, August 20 and 29, December 29), and the number of days off will be 122 days, including 18 non-working holidays and 2 additional days of rest (March 9 and May 2 due to the coincidence of non-working holidays on January 6 and 7 with weekends days on Saturday and Sunday). The standard working time in 2021 will be: with a 40-hour work week - 1935 hours (40 hours: 5 days x 243 days - 9 hours); with a 39-hour work week - 1886.4 hours (39 hours: 5 days x 243 days - 9 hours); with a 36-hour work week - 1740.6 hours (36 hours: 5 days x 243 days - 9 hours); with a 35-hour work week - 1692 hours (35 hours: 5 days x 243 days - 9 hours); with a 24-hour work week - 1157.4 hours (24 hours: 5 days x 243 days - 9 hours). The annual norm of working time with a different established length of the working week is calculated in a similar way: the length of the working week is divided by 5, multiplied by the number of working days according to the calendar of a five-day working week per year, and from the resulting number of hours the number of hours by which working time is reduced on the eve of non-working days is subtracted holidays throughout the year. The standard time calculated in the specified order, depending on the established duration of working hours per week, applies to all work and rest regimes.

Calendar structure
For convenience and uniform reading, a special form of the calendar has been adopted. In addition to the standard grid with a visual designation of “red” dates, it contains data on accepted work standards by hours and days for three types of schedules: 40, 36 and 24-hour work weeks. The amount of time that should be devoted to work is given in total monthly, quarterly and at the end of the year.
This presentation of information greatly facilitates accounting and eliminates discrepancies when carrying out various calculations. The calendar is always accompanied by comments, which provide explanations of the decisions made with reference to the legislative grounds.
Its own regime in Tatarstan
The production calendar of the Republic of Tatarstan is developed on the basis of the federal calendar. Its main difference is additional non-working days on Eid al-Fitr and Kurban Bayram, as well as on republican events - Republic and Constitution Days.
Since the dates of religious holidays have a “sliding schedule,” they are established annually by a special Decree of the President of the Republic of Tajikistan based on information from the Spiritual Administration of Muslims.
How will we work and relax?
The federal production chronometer provides for 247 working days and 118 days off and holidays. In Tatarstan, exactly a third of the year is non-working - 122 days out of 365.
In the first eight days of January, all Russians will have a rest during the Christmas holidays. February 23 and March 8 are gender holidays. Then we rest in May on the 1st, 2nd and 9th. In June we celebrate Russia Day and in November - National Unity Day.
Working residents of Tatarstan, in addition to the listed holidays, will receive rest days on June 15 on Eid al-Adha, August 21 on Kurban Bayram, as well as on August 30 on Republic Day and November 6 on Constitution Day.
In 2021, the republican calendar establishes pre-holiday working days as February 22, March 7, May 8, June 14, August 21 and 29. They immediately precede the holidays and are officially shortened by an hour.
In addition, according to the current legislation, due to the transfer of holidays, it will also be possible to leave the workplace early on April 28, June 9 and December 29 next year. For comparison: in the coming year there are three fewer shortened days in the all-Russian calendar.
When to work?!
The result of optimizing the work and rest schedule was the emergence of so-called long weekends. These periods are a kind of respite in a series of everyday work, small vacations for adults, when you can take a break from work and gain strength for a new breakthrough. In Tatarstan, long weekends are expected in most half of the months. The first half of the year will be especially generous for holidays:
- in January - from the 1st to the 8th (8 days);
- in February - from 23-25 (3 days);
- in March - from 8 to 11 (4 days);
- in April-May - from 29 to 2 (4 days);
- in June - from 10 to 12 and from 15 to 17 (3 and 3 days).
The next mini-vacation for 4 days will come only in November - from the 3rd to the 6th. And the duration of the New Year holidays will be a whole decade, taking into account the weekends that fall on the last two days of the year.
As always, the shortest working month will be January - only 17 working days. By the way, these days will be the most “expensive” of the year, because the entire monthly salary when calculating the average daily earnings will be divided only into 17 days. Therefore, every missed January working day will have a noticeable impact on your salary. Of course, this is only relevant for employees on a fixed salary.
People who know how to count money recommend going on vacation in those months that have the least number of “red” dates: this way you get more vacation pay. In the coming year, the best months for holidays will be July and October.
Let's rest longer
For Tatarstan, the number of non-working days will increase in 2021.
Accordingly, the number of working hours will decrease slightly and, with a standard 8-hour working day, will be 1935 versus 1955 in the outgoing year. For those who work 36 hours a week, the stipulated standard of work will be 1740.6 hours. And if the working day is 4 hours, then the annual norm will be 1157.4 hours.
What holidays are available in Tatarstan in 2021?
As we noted above, in addition to the weekends and holidays established at the all-Russian level, each subject of the Federation has the right to introduce its own additional days of rest, which may have nothing to do with federal ones. The basis for determining holidays in Tatarstan are:
- Art. 112 Labor Code of the Russian Federation;
- Art. 1 of the Law of the Republic of Tatarstan “On holidays and memorable dates of the Republic of Tatarstan” dated 02.19.1992 No. 1448-XII (as amended by the Law of the Republic of Tatarstan dated 09.29.2016 No. 67-ZRT).

Production calendar 2021 (Tatarstan)
Residents of the Republic of Tatarstan, like other residents of Russia, rest on holidays established by the Labor Code. Thus, non-working holidays in Russia are:
- January 1-6, 8 – New Year holidays;
- January 7 – Holy Feast of the Nativity of Christ;
- February 23 is the Day of Defenders of the Fatherland;
- March 8 – International Women's Day;
- May 1 – Spring and Labor holiday;
- Victory Day is celebrated on May 9;
- Russia Day is celebrated on June 12;
- November 4 is National Unity Day.
If a holiday falls on a day off (Saturday or Sunday), then the day off is transferred to the day after the holiday. However, in this case, exceptions are provided: if the New Year's holiday weekend from January 1 to 8 coincides with the weekend, then two of the coincident days are transferred to other days in the calendar year (these may be days before the holidays or days after the holidays). For example, these days may be moved to the days immediately following International Women's Day or May Day.
Decree of the Government of the Russian Federation dated October 14, 2017 No. 1250 “On the transfer of weekends in 2021” establishes the following transfer procedure:
- from January 6 to March 9 (thus, the “long” weekend lasted from March 8 to March 11 inclusive);
- from January 7 (Christmas falls on a Sunday in 2021) to May 2;
- from April 28 (Saturday is a working day) to Monday, April 30 (thus, the weekend for the May 1 holiday was four days);
- from June 9 (Saturday) to Monday, June 11;
- from December 29 (Saturday) to Monday, December 31.
The length of the working day before a holiday is reduced by an hour.
In total, in 2021, with a “five-day week” (a working week of five working days and two days off) – 247 working days, including 6 shortened working days and 118 days of weekends, taking into account 14 non-working days of holidays. The standard working time for a working week of forty hours is 1970 hours.
Regional legislation may define additional non-working holidays, so the 2018 production calendar of Tatarstan with holidays will be somewhat different from the production calendar of Russia. The law of the Republic of Tatarstan establishes holidays that are days off. The production calendar 2018 of Tatarstan with holidays (approved by the Government of the Republic) includes:
- Republic Day of Tatarstan - celebrated on August 30;
- Constitution Day of the Republic - celebrated on November 6;
- Eid al-Adha – celebrated on June 15 in 2021 (the long weekend will last from June 15 to June 17 inclusive);
- Eid al-Fitr - in 2021, this holiday is celebrated on August 21.
The days on which, according to the calendar and established traditions, religious holidays are celebrated, are determined by decree of the President of the Republic. If weekends and days of republican holidays coincide, then a day of rest in addition to such days is not provided (Law of the Republic of Tatarstan dated September 29, 2016 No. 67-ZRT).
In total, in 2021 the production calendar of Tatarstan includes the following standards:
- In the first quarter - 90 calendar, 56 working hours (446 working hours with a five-day week of forty hours) and 34 days off.
- In the second quarter - 91 calendar, 60 working hours (476 hours in a forty-hour week) and 31 days off.
- In the third quarter there are 92 days, where 63 are working days (502 hours in a forty-hour week) and 29 days off.
- In the fourth quarter there were 92 calendar, 64 working hours (511 working hours for a forty-hour week) and 28 days off.
In total, in 2021 there are 243 working days and 122 days off, with a standard of 1935.0 working hours.
The production calendar 2021 (Tatarstan) with holidays for the “six-day week” will differ in the number of working days and days off with the same working hours:
- first quarter – 69 working days, 21 days off;
- second quarter – 73 working days and 18 days off;
- third – 76 working days, 16 days off;
- fourth quarter – 77 working days and 15 days off.
In general, in 2021 in Tatarstan, with a six-day working week, there are 295 working days and 70 days off.

What transfers to 2021 do not apply to the six-day period?
Article 112 of the Labor Code of the Russian Federation provides that the transfer of days off is carried out for the purpose of rational planning of working time in organizations and taking into account the interests of various categories of citizens of the Russian Federation in creating conditions for proper rest. For these purposes, Decree of the Government of the Russian Federation of October 14, 2021 No. 1250 “On the transfer of weekends in 2021” provides for the following shift of weekends:
Thus, the following weekends have been postponed to 2021:
- Saturday 6 January to Friday 9 March;
- Sunday 7 January to Wednesday 2 May.
- Also, to optimize rest time, weekends have been swapped with working days (Saturdays will be working days, and Mondays will be days off):
- Saturday 28 April to Monday 30 April;
- Saturday 9 June to Monday 11 June;
- Saturday 29 December to Monday 31 December.
One holiday - May 9, 2021, in honor of Victory Day, will have a rest during the week.
In a six-day work week, Saturdays are not days off, which means that these transfers are not provided for a six-day work week.
For those working on a six-day week, March 9, April 30, June 11 and December 31, 2021 will remain working days, since the transfer of weekends to these dates is planned from Saturdays that coincide with non-working holidays, and for the “six-day week” Saturday is not a day off.
“New Year holidays” for those working on a “six-day week” will last from January 1 to January 8, 2021.
Due to the postponement of January 7 to May 2, workers with a six-day working week in 2021 will have two consecutive days off for the May holidays - May 1-2.
Shortened working days with a reduction in working hours by one hour in 2021 for six-day workers will be February 22, March 7, April 30, May 8, June 11, November 3, December 31.
